Dear Mr. Keates,
The following summarizes my findings from the site inspection that I conducted on the above
parcel on December 16,2011. Staff conducted the inspection on behalf of the Planning
Department to determine if the property could be built upon in reference to the Mason County
Shoreline Master Program and Resource Ordinance requirements for construction within
setbacks to these critical areas.
The property is located on Case Inlet which is regulated by the Shoreline Master Program for
those areas within 200' of the saltwater. The upland property contains what appears to be a
forested wetland and the saltwater estuarine wetland which are both regulated by the Mason
County Resource Ordinance under the Wetland Chapter. There is a driveway and level upland
area located within the SE comer of the parcel that contains a potential building site. The
regulations would allow placement of one to two residences in this area. There could be a
primary residence with an accessory dwelling unit placed in this already filled area with an
approved Mason Environmental Permit. This permit would be required because the homes would
be located within the wetland buffer.
The Zoning is Rural Residential 5(RR 5). Therefore,to divide property you must have a
minimum of five acres per parcel. On existing lots,one primary residence is allowed with one
accessory dwelling unit. The second residence could be placed on the parcel with an approved
shoreline substantial development permit.
The fill where the driveway and building site is located has been existing since approximately
the 1930's. Therefore you would be allowed to place fill on top of the old fill, if necessary,with
an approved conditional use permit. If any new fill were proposed outside this fill area,
additional permitting would be required.
The parcel is located within the approved Allyn Sewer System area and you could request to be
hooked up to the existing sewer system. Therefore,the additional land area that may have been
necessary for a septic system is not necessary. The current fees to hook up to the sewer system
are: Hook-up fee per residence=$9,583.00, Grinder fee(one grinder for both residences) _

$3,876.00 and an added fee to extend the pipe to where the line is. Please contact Mason County
Utilities and Waste Dept. for additional information regarding the fees and process.
If the property were to be divided through a Boundary Line Adjustment, it would be necessary to
contact Planner, Michael MacSems at ext 571 for additional information regarding boundary line
adjustments. Michael will be back in the office on Tuesday, December 271`. You may want to
make an appt with him to determine if the lot lines of the two parcels that are located out on the
tidelands can be used in any way to do a Boundary line Adjustment. I am unaware if lot lines that
do not have uplands can be used for that purpose.
In either case,the one upland parcel appears to be buildable in the SE corner where there is
existing historic fill for the driveway and large building site near the shoreline. Because the
sewer system is now available,there appears to be enough upland to build on. It appears that it
could meet the shoreline setbacks from the saltwater and obtain a Mason Environmental Permit
to be within the forested wetland buffers and not impact the actual wetlands themselves. A
Wetland Report with Mitigation Plan would be required for the MEP process.
