[heipl The upland portion of the subject mitigation site consists of lawn and sparse ornamental shrubs and trees. The beach consists of mud, sand, and small rocks. A Pacific oyster (Crassostrea gigas) bed is present between elevations +4 ft and +6 ft at the intersections of parcels 12105-51-63003 and 12105-51-63004. Washington Department of Ecology background data suggests the potential presence of patchy eelgrass fringes, patchy salt marsh fringes, and low marsh fringes on the shoreline of the subject property; however, an aquatic vegetation assessment during a low tide on May 27, 2017 concluded that no macroalgae or eelgrass was present within the project area. 5m. Describe how the property is currently used. [help] Parcel #12105-51-63003 is currently undeveloped; a dysfunctional creosote timber pile bulkhead is present along the edge of the shoreline, below OHW. This bulkhead will be removed as Phase 1 of the mitigation for the Port of Grapeview' community dock. 5n. Describe how the adjacent properties are currently used. [help] The adjoining properties to the north and south are developed with single-family residences. The Port of Grapeview public boat launch is 2 parcels south, along Case Inlet. A new floating dock is planned within the Port of Grapeview property, adjacent to the recently reconstructed boat launch. The dock has received Mason County Environmental Approvals and a Shoreline Variance permit and is planned to be constructed in January 2018. The properties further to the south are occupied by single family homes and buildings and structures associated with the Fair Harbor Marina, which provides boat moorage for recreational boaters, fuel for motorized boats and grocery/gift shopping. East Grapeview Loop Road is present to the west of the property, and to the east of the subject property is Case Inlet. 5o. Describe the structures (above and below ground) on the property, including their purpose(s) and current condition. [help] Parcel #12105-51-63003 is largely undeveloped, with the exception of a dysfunctional creosote timber pile bulkhead present along the shoreline. There are 34 partially decomposed, creosote timber piles visible above the beach grade. Given the gaps between the remaining visible piles, it is assumed that about 10 creosote timber piles remain buried along the line of the soldier pile bulkhead. There are no structures waterward of the bulkhead, within case inlet. 5p. Provide driving directions from the closest highway to the project location, and attach a map. [help] Starting from Allyn, WA drive South 0.8 miles on State Route 3. After crossing Sherwood Creek Bridge turn left onto Grapeview Loop Road and travel 3.0 miles. Turn left onto Griswold Avenue. The Port of Grapeview boat launch is next to Fair Harbor Marina. The subject mitigation parcel is along the shoreline, two parcels north of the boat launch. ORIA-16-011 Page 4 of 14 Part 6—Project Description 6a. Briefly summarize the overall project. You can provide more detail in 6b. [help] This project consists of mitigation to compensate for the anticipated impacts associated with the construction and use of the floating dock to the south of the subject property; mitigation has been divided into Phase I and Phase II. Phase I will include removal of the dysfunctional creosote timber bulkhead, beach nourishment, beach restoration, and stormwater improvements and was the subject of a previous application. Phase II will involve shoreline stabilization and is the subject of this application. 6b. Describe the purpose of the project and why you want or need to perform it. hei The proposed Phase II Mitigation elements include gentle re-grading of the existing shoreline to lay back the eroding bank—the final shoreline will have a final grade not to exceed 2:1. The bank will then be stabilized with biodegradable jute matting and planted with native salt tolerant shrubs and herbaceous plants. Beach logs with rootwads will be placed along the toe of the slope and anchored with buried boulders. Additional boulders will be embedded into the beach adjacent to the beach logs for additional shoreline habitat and to provide additional shoreline protection. Salt tolerant upper salt marsh vegetation will be planted among the logs and boulders at the toe of the slope. A 3-foot wide gravel pathway will be provided to the beach. These measures will improve intertidal habitat for forage fish and juvenile salmonids in order to offset potential impacts to aquatic habitat from the construction of the new floating community dock on the Port of Grapeview property. 6c. Jute matting will be applied to stabilize the bank. A gravel pathway will be constructed, then buried boulders, logs, and embedded boulders will be installed along the toe slope at the vicinity of OHW. The logs will be anchored with chain that is threaded through holes drilled through the buried boulders. The logs will be further held in place with additional embedded boulders. Finally, shoreline plantings will be installed among the logs at the toe of the slope and along the slope. Plantings will be irrigated for the first year or longer to ensure survival. All activities will take place within a 100-year floodplain. 6f. What are the anticipated start and end dates for project construction? As such, the subject proposal will have a net environmental benefit. This project is the second phase of a project that will be removing a dysfunctional creosote timber bulkhead and replacing it with soft shoreline stabilization elements, similar to the pre-disturbance condition of the shoreline. This is minimizing potential adverse impacts that would otherwise occur if the timber bulkhead were proposed to be replaced in-kind or with some other type of structural shoreline stabilization i.e. a rock bulkhead). 8b.
