Below you will find comments made regarding the proposed development and its critical values. In some cases, setbacks for development from shorelines, steep slopes,streams, and wetlands must be included in your specific proposal; these setbacks are included as part of the comments listed below. Sincerely, i I i 1 Allan Borden Land Use Planner Mason County Planning Department i 4/7/2005 1 of 3 SP12004-00323 Site Inspection 4/7/2005 Case No.: SP12004-00323 Comments: Site inspection for Marcie and Roger Barrett on 11129/2004: The field visit was conducted to review critical areas issues and setbacks related to residential development of a shoreline lot on Hood Canal. The lot has an existing travel trailer and a storage building closer to the road; septic and drainfield are not yet installed near driveway. The property contains a deck at the shoreline and mature trees outside of the developed area. The property slopes down to the concrete bulkhead in a series of retaining walls. The zoning for the site is Rural Residential 5. Standard building setbacks for this zone are a 25 foot front yard setback, and 20 foot side and rear yard setback (lot line setbacks). The exception to this is for lots less than under 100 feet in width, where side yard setbacks are equal to 10% of the lot width, but no less than 5 feet (as in this case). These setbacks are measured from structures above grade such as roof overhangs (roof gutters), and other structures / appurtenances, including heat pumps etc. Other setbacks can apply when critical areas are present such as streams, wetlands, steep slopes etc. Shorelines standards: The Mason Shoreline Master Program designation for the property is Urban Shoreline. Shoreline setbacks and buffers are required per the requirements of the Mason County Resource Ordinance and Shoreline Master Program. The shoreline setback / buffer is determined in the same manner for both sets of regulations, by the shore common line. The shore common line is found by drawing an imaginary line between the most waterward rooflines (roof eave or gutters) of the homes on the adjacent two lots. In this case, the applicant has provided a drawing showing the house to the south is slightly more landward, so the common line runs at a slight angle through the property. Using this drawing, staff masured from the shore ordinary high water mark to the point where the common line crosses at the uppermost level of the retaining wall; that distance is 35 feet at a distance of 5 feet in from the southwest property line. The new cabin should be located so that the roofline at the southwest corner is at or behind the common line. The landward 15-feet of the shoreline setback (common line) would be considered a building setback area and the remainder of the shoreline setback (20 feet) is the shoreline buffer. Slabs at grade, yard, and landscaping (lawn) etc. are permitted within the 15-foot building setback area. In the typical remainder shoreline buffer, narrow trails, tree limbing and selective tree removal for safety and view improvement are permitted. Existing uses such as lawn, 41712005 2 of 3 SP12004-00323 i Site Inspection 4/7/2005 Case No.: SP12004-00323 landscaping etc., can continue and may be maintained in the same manner as they currently exist in this shoreline buffer. The existing deck can be maintained within the same area that it occupies in the buffer area. See Resource Ordinance section 17.01.110 for other standards, particularly sections F. and G. Any new construction / additions (all roof lines, decks, balconies, and landings) would need to be located landward of the shore common line as marked on this property. There is a 35-foot height limit for proposed structures, and accessory living quarters (such as an apartment above the garage) require special shoreline permit review and approval prior to construction. Potential landslide hazard areas: The property has a series of wooden tie retaining walls which stabilize the existing slope down to the concrete bulkhead. Due to the steepness of slope generally observed in the this area adjacent to Hood Canal, a geotechnical report is needed to review proposed development. The applicant previously provided a report on the subject parcel prepared by Geotechnical Testing Lab. That report should be submitted as part of the review of proposed septic system and any building on this subject property, and any recommendations followed during development.
