We need to assess whether or not they are buildable for the purpose of appraising their values. One isnd is a small trianglular piece at the intersection of Stadium Bch Rd E and Grapeview Loop. We wil ire parcel to realign the intersection. The other property is made up oand is at the intersection of Murray Rd S and Grapeview Loop. In this case we will'TrElUrre-a-porti6n of the property on Grapeview Loop and then have some excess right of way on Murray Rd S that we can exchange. Our question here is: Is it buildable presently and is it buildable after the exchange of land area? Please let me know when you would be able to look at them and produce reports. The pre-inspection was made by Allan Borden, Senior Planner, to evaluate the potential use on several properties that are located along Grapeview Loop Road and may be considered for purchase or trade at certain intersections along the road alignment. Parcels 12118-22-00011 and 12118-22-00012: Located at Murray Road South, these parcels have most of the shrub and tree cover over much of the property and intact vegetation along the Case Inlet shore. The 40 to 50 percent slopes are steep enough to require a geotechnical report study for proposed development done on the shoreline side of Murray Road. Lot—00012 has no more than 80 feet depth from the edge of road easement to the shoreline and stream in an area where a 100-foot shoreline setback would be needed for proposed development. Lot—00011 has no depth from the edge of road easement to the shoreline and stream in an area where a 100-foot shoreline setback would be needed for proposed development. If the Murray Road South alignment is shifted to the west and the new bend in the road is 300 feet south of the current intersection with Grapeview Loop Road, Lot—00012 with access from the south side of the Grapeview Loop Road easement would be deep enough for proposed development to meet 100-foot shoreline setbacks without a variance; Lot— 00011 with access from the east side of the new Murray Road South easement would be deep enough at the northwest side for proposed development to meet the 100-foot shoreline setbacks without a variance. Parcels 12118-22-00010: Located at the west side of Murray Road South, this parcel has most of the shrub and tree cover over much of the property. It is triangular in shape and has no slope or shoreline issues to consider during development. A road alignment moved west onto this parcel will need to have the correct grade as it meets the south side of the Grapeview Loop Road easement. Parcel 22113-24-00020: Located at the east side of Stadium Beach Road East, this parcel has partial shrub and tree cover over much of the property. It is triangular in shape and has no slope or shoreline issues to consider during development. There is a slight slope uphill from south to north as a proposed alignment crosses the property and stormwater will need to be controlled to lessen potential erosion and volume problems during and following construction. Based upon the information sent by Rick Brush to me on June 7, 2010 regarding the Grapeview Loop Rd. intersections at Murray Rd. South and Stadium Beach Rd. East, I want to add to the findings submitted previously that will change the conclusion for at least Murray Rd. South. Parcels [Located at Murray Road South]: I had made an assumption that the new road alignment would be moved farther to the west (more like 80 to 90 feet) to create the new intersection for Murray Road South, rather than the 50 to 55 feet as was noted in Rick Brush's June 7, 2010 message. Upon the old assumption, I had concluded that some potential development could be approved on at least one lot. If the shift in alignment as noted by Rick Brush is true, the resulting lots 11 and 12 would not be deep enough to provide for the proper shoreline setback, a reasonable sized structure (especially depth), and adequate setback from the new road alignment. I must now conclude that lot 11 and lot 12 with modified dimensions (following the alignment shift) would remain as unbuildable and unable to meet the Mason County development standards (as the two lots are currently). Parcel 22113-24-00020: [Located at the east side of Stadium Beach Road East]: Currently the property is triangular, has the county roads on the north and southwest sides, and a side property line on the east side. No point on the property is more than 60 feet from the county road easements. A small residence or garage would need to be located near the east side property line (no closer than 5 feet from that line), and no closer than 10 feet from the county road easements (by administrative variance). Provision for water and septic would have to be in the setbacks from the property lines. I would conclude that the current triangular property has limited buildablility for small residence with water and septic or for a proposed garage. If the road is aligned through the property, the old road alignment and the remnant portion would only have value to the property to the west of Stadium Beach Road East [PN: 22113-24-90013], as there would be very little area outside of the new road alignment to build upon.
