A mother and her four children were at the mobile home at the time of the fire. They were alerted when they heard smoke detectors going off and saw smoke quickly filling up the house. It is believed that the fire started on a deck in the front of the house and then entered the home.All occupants were able to safely exit the home with the exception of an 11 month old infant who was in a crib in the rear of the home. Before emergency units could arrive,a passerby on Highway 3 saw flames coming from the house and stopped to help.The passerby found the mother at the rear of the home attempting to make entry to rescue the infant. With a rear door locked the passerby entered a smoke filled bedroom through a window and pulled the infant from her crib. While inside the room the front of the home exploded into flames and the rear bedroom instantly went dark with smoke. The passerby and infant were able to escape the bedroom through the outside window seconds before the fire consumed it. 15 firefighters from Fire Districts 2, 5 and 8 were able to get the fire under control in 15 minutes. Damage to the home and two nearby vehicles was estimated at$75,000. Investigators from Fire District 2 and the Mason County Fire Marshal's office are currently investigating the fire. The entire family was checked by paramedics on scene and released.The American Red Cross is currently assisting the family with housing needs. The home was not insured at the time of the fire. Mason County Fire District 2 has set up an account for monetary donations for the family at Olympia Federal Savings(Po Box 337,Belfair,98528). Clothing and other non monetary donations are being accepted by the Belfair Community Baptist Church. * Mason County Fire District 2 will be awarding the passerby with its Valor Award at noon on Wednesday August 25d'at the Monthly North Mason Chamber Luncheon. En Route to the fire Mace-Com advised crews that the structure was involved in fire and there may be victims in the residence. Upon arrival the first arriving engine company advised of smoke and flames coming from the structure. All occupants(listed below) had now been evacuated from the residence with the assistance from passer-bys. The mother stated that she attempted to extinguish the fire however was unsuccessful. She stated that the fire appeared to start on the deck outside the kitchen window. There were no reported injuries of deaths. Estimated loss is$100,000. Assistance was requested and the Red Cross placed the family at the local Hotel in Belfair. The family also received help from their church (Belfair Community Baptist Church). Alarm Company Not Applicable Scene Security Fire scene security was not maintained once FD land Fire Marshal left the scene. 7 CASE NUMBER: MCFMO# 10-0025, MCFD2# 10-2F1218 INVESTIGATOR: Jeromy Hicks DATE: August 22, 2010 NARRATIVE REPORT OCCUPANTS'S INTERVIEW On Monday,August 23`d, 2010, at approximately 1130 hrs, I interview the occupant Katrina Eash (03-26- 1985) at the Belfair Community Baptist Church located at 23300 State Route 3, Belfair,WA 98528. The interview took place in the Library located in the middle level of the complex on the west side. I had been informed that the residence belonged to her two parents who are now separated. Father is currently living in Oregon, and Mother is living in another residence in Belfair. Ms. Eash and her five children had recently moved into the house. Her oldest son "Trenton" was not home at the time of the fire. Ms. Eash stated at approximately 1300 hours she had put all of the children down for a nap attending to her 11 month old daughter Bobbi Stott last,who was having a difficult time sleeping. After waking up later in the day at approximately 1530-1400 hours she allowed the smaller children to play close to the house. She had opened some windows so she could hear them playing while she was cleaning up the house. Bobbi was still in the back of the house in the crib sleeping(located in the Southeast corner of the residence). Ms. Eash stated that she was able to hear the kids coming in and out of the house several times and playing in the yard and on the porch. Just prior to 1700 hours she states that Jenessa Stott(10-16-2005) her four year old daughter had come into the house and told her that there was a fire on the deck. Ms. Eash walked to the kitchen window where she was able to see the fire on the exterior of the house on the porch just under the kitchen window. Through the opened window of the kitchen she attempted to put water on the fire. This proved to be unsuccessful and she evacuated her oldest children from the house (Jenessa, Haley, and Makayla). She then ran to the back door attempting to retrieve her youngest daughter(Bobbi)from the rear of the house through a door. When she arrived at the door she found it to be locked. During this time Haley, her three year old daughter ran back into the house attempting to find her mom. Passerby Robin Adair had arrived at her house and helped retrieve Bobbi from the back room with the assistance of Ms. Eash. Simultaneously Peter Deardorff, another passerby ran to the front of the house and broke out a window to free Haley from the structure. Ms. Eash stated in her interview that she had seen Katrina play with lighters in the recent past however, thought that they had discussed this enough that it would not be an issue any more. She also stated that lighters were kept out of reach from her daughters. Ms. Eash stated that she did smoke and that this was done outside on the porch. Cigarettes were discarded in an ashtray located on a Barbeque placed in the east side of the covered porch. No combustibles were located next to the ashtray. No other heat sources were identified on the porch according to Ms. Eash. 8 CASE NUMBER: MCFMO# 10-0025, MCFD2# 10-2F1218 INVESTIGATOR: Jeromy Hicks DATE: August 22, 2010 NARRATIVE REPORT Ms. Eash's statement was digitally video recorded and contained on a DVD within this report WITNESS INTERVIEW On Monday,August 23d, 2010, at approximately 1200 hrs, I interview the occupant/witness Jenessa Stott(10-16-2005) at the Belfair Community Baptist Church located at 23300 State Route 3, Belfair, WA 98528. The interview took place in the Library located in the middle level of the complex on the west side. With Ms. Eash's (legal guardian) permission, an interview was conducted with both Jenessa and Haley Stott. Both were digitally video taped, and consent is contained on the recorded video. Both are contained on a DVD within this report. During all interviews Fire District 2 employee Heather Fredrickson was present as a witness to the proceedings. During the interview with Jenessa Stott (10-16-2005) she stated that after she had woke up she found the lighter and went outside. During this time outside she confessed to "setting leaves" on fire. She then proceeded to the covered porch and used the lighter to set a "bag of trash" on fire. After attempting to blow the fire out she ran back into the house placed the lighter on the computer table and informed Ms. Eash that there was a fire outside. Jenessa was able to describe in detail where she located the lighter. She also described the lighter as black in color with pink markings on it. While interviewing Haley Stott(11-06-2006) she stated that Jenessa had in fact been using the lighter outside. She also explained that there was several locations of the lighters. These included a orange one located in the living room, an purple (possible black-may have colors mixed according to Ms. Eash) one in the computer room and a blue lighter located behind the dishwasher. E21 confirmed the fire from the intersection at Hwy 3 and Hwy 300 with a visual of a smoke column. E21 arrived to fine a doublewide with and addition off the c side approximately 50 percent involved. Several stumps and two cars were also involved upon E21s arrival. Contact was made with bystanders and family to confirm everyone was out of the structure. E21 crew members pulled a 1 %and 2 % line and began to knock down the fire. As units arrived another line was pulled and E51 perform a primary search of the B side rooms. Nothing was found during the search and crews moved into overhaul. Overhaul was extremely difficult due to large amounts of debris, clothing and furniture. A tender shuttle from North Mason High School was set up for supplying water to the scene and E21 was the only engine used for fire attack. Located on the Union River, headwaters of the Hood Canal, a branch of Puget Sound, it serves as the commercial center of North Mason County. The population within the Urban Growth Area (UGA) is an estimated 700. The addition contained a type V constructed roof that covered the entire structure. Bothe the mobile home and addition were connected in the middle by a common hallway. The mobile contained 550 sq/ft of living space,the addition contained 506 sq/ft of living space for a total of 1056 sq/ft. The covered porch contained 186 sq/ft of area. The entire structure was diagramed to the best of my ability. One additional access door is located on the east side further south then the main entrance door. The exterior walls were 1x2wood studs, in the mobile area and 2x4 wood studs in the addition area. It appears that the mobile areas contained wood paneling. The addition area was covered in drywall. Mike Sammons with Mason County Fire District 2. We conducted a primary survey of the structure along with a safety briefing. Exterior pictures were taken using a Nikon D5000 digital camera and are contained on within this report on a CD, and logged per the photo log. During the investigation we found that the area of origin was located on the covered porch just to the left (south) of the main entrance door. This was determined by the amount of burn area,witness statements, and bystanders. Char patterns located on the porch and mobile house also show that the fire originally stated on the porch. Mattress springs, barbeques and other items were the covered deck was according to Ms. Eash's diagram. We also conducted an investigation/dig in what was called the computer room. During our dig we were able to locate the lighter that was said to have been used and placed back in the computer room. This lighter was collected for evidence and logged by the Mason County Fire Marshal. It is also my opinion through my interviews that the fire was caused by Jenessa Stott playing with a lighter. The origin of the fire is believed to be the small trash bag on the covered porch containing a nylon tent. From there the fire traveled to nearby mattress which then quickly spread to the mobile home. At the conclusion of the investigation the fire scene was turned over to the property owner and insurance company investigator from MDE for proper securing of the scene.
