The Washington State Department of Transportation WSDOT)have completed our
review of the SEPA Checklist and Determination of Nonsignificance issued October
20tb 2005 for the Manke Timber Company's Manke-Swan Timber Harvest proposal,
and submit the following comments:
• WSDOT requests a site plan showing all proposed access(es) and haul
route(s).
• US 101 is a limited access highway in the vicinity of Wallace Kneeland Blvd
interchange, therefore no new direct access to SR 101 will be allowed.
WSDOT will require written authorization from the property owner(s) for use
of established accesses including Fairgrounds Road and the gated access east
of the US 101 Wallace Kneeland overpass.
• Please confirm that the WMZ (no cut)bound establishes the clearing limits
for the eastern boundary of the proposed cut.
• No stormwater runoff or sedimentation from I he site may enter the WSDOT
right-of-way. Any proposal to direct stormwai er onto the state right-of-way
will require appropriate stormwater treatment in accordance with the WSDOT
Highway Runoff Manual, latest edition,which can be found at:
http://www.wsdot.wa.gov/eesc/desi,Qn/hydraulics/. The drainage plans and
supporting calculations will be subject to WSDOT review and approval
before tree-cutting activity begins.

This note, in response to your letter of November?3, hereby authorizes you to
transport logs and equipment across Port of Shelt n property for timber
harvesting purposes subject to the following:
1. Manke Lumber Company will contact Gretchen Stewart-Jankauskas at
427.9670 ext. 390, Mason County Fairgrounds Manager to attain permission
to use the northern-most access road and to coordinate Jhe use so as not to
conflict with Fairgrounds activities. 'Mason County Leases .the northern-most
access road.
2. Manke Lumber shall contactAI Frby--at 490.4003, Port of Shelton
Environmental and Maintenance Manager. 48 hours prior tQ needed access
to flag the impacted area and to discuss-mhd r�kogae -n .tiri�elines. Manke

conditions or better.
