Description of Proposal: This SEPA is associated with an application to waive up to two
acres of a five acre parcel from an automatic 6-year development
moratorium resulting from Class III FPA 2418562. This waiver will
allow residential development on two acres designated on the site
map. The balance of the property will be under a development
moratorium until 5/18/22. The balance of the property shall be
replanted per DNR specifications. There is a untyped wetland that
extends on to the property from the NW but the waiver area is in
excess of 200' from the edge of the wetland.

impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW
43.21 C.030(2)(c). This decision was made after review of a completed Environmental Checklist and other
information on file with the Lead Agency. This information is available to the public upon request.

CONDITIONS OF THIS DETERMINATION
1> BOUNDARIES
Boundaries of waiver area shall be clearly flagged on site, consistent with the approved
map.
2) ARCHAEOLOGICAL RESOURCES
Archaeological or historical resources, such as ruins, sites, buildings, artifacts, fossils, or
other objects of antiquity that may have significance from an historical or scientific
standpoint, which may be encountered by the developer/contractor, shall not be further
disturbed. If the developer/contractor encounters any such artifacts, he/she shall
immediately stop work and notify Mason County and the Washington State Department of
Archaeology and Historic Preservation. Failure to do so may result in civil penalties.
3) STORMWATER AND EROSION CONTROL
Escape of silty water or mud from this property shall be considered a violation of County
and State storm water management regulations, and could subject the applicant(s) to civil
fines or penalties. This project is represented as disturbing less than one-acre of ground
and creating less than 5,000 sq ft of new impervious surfaces. The contractor shall comply
with the 2005 WSDOE Stormwater Manual compliant best management checklist written
by Angie Amidon for this project.

Purpose of Checklist:
The State Environmental Policy Act(SEPA), chapter 43.21 C RCW, requires all governmental agencies to consider the
environmental impacts of a proposal before making decisions. An environmental impact statement (EIS) must be
prepared for all proposals with probable significant adverse impacts on the quality of the environment. The purpose of
this checklist is to provide information to help you and the agency identify impacts from your proposal (and to reduce or
avoid impacts from the proposal) and to help the agency decide whether an EIS is required.
Instructions for Applicants:
Governmental agencies use this checklist to determine whether the environmental impacts of your proposal are
significant, requiring preparation of an EIS. Answer the questions briefly, with the most precise information known, or
give the best description you can.
You must answer each question accurately and carefully, to the best of your knowledge. In most cases, you should be
able to answer the questions from your own observations or project plans without the need to hire experts. If you really
do not know the answer, or if a question does not apply to your proposal, write "do not know" or "does not apply".
