Wetland Delineation Report i April 1,2020 INTRODUCTION Ecological Land Services, Inc. (ELS) was contracted by Kim and Lisa McClure to complete a wetland delineation for a parcel near East Baker Court in Belfair, Mason County, Washington. The site consists of parcel number 122077500120, which is located in a portion of Section 7, Township 22 North, Range 1 West of the Willamette Meridian (Figure 1). This report summarizes the findings of the wetland delineation according to the Mason County Code (MCC) Section 8.52.110 - Wetlands for delineation methodology, wetland categorization, and required buffer widths. METHODOLOGY The wetland delineation followed the Routine Determination Method according to the U.S. Army Corps of Engineers, Wetland Delineation Manual (Environmental Laboratory 1987) and the Regional Supplement to the Corps of Engineers Wetland Delineation Manual: Western Mountains, Valleys and Coast Region, Version 2.0 (U.S. Army Engineer Research and Development Center 2010). The Routine Determination Method examines three parameters—vegetation, soils, and hydrology—to determine if wetlands exist in a given area. Hydrology is critical in determining what is a wetland, but is often difficult to assess because hydrologic conditions can change periodically (hourly, daily, or seasonally). Consequently, it is necessary to determine if hydrophytic vegetation and hydric soils are present, which would indicate that water is present for long enough duration to support a wetland plant community. By definition, wetlands are those areas that are inundated or saturated by surface or groundwater at a frequency and duration sufficient to support, and that under normal circumstances do support, a prevalence of vegetation typically adapted for life in saturated soil conditions. Wetlands are regulated as "Waters of the United States" by the U.S. Army Corps of Engineers (USACE), as "Waters of the State" by the Washington Department of Ecology(Ecology), and locally by Mason County. To verify the wetland boundaries on the site, ELS biologists collected data on vegetation, hydrology, and soils. The site visit was conducted on March 11, 2020, during which one wetland, Wetland A, was identified at the east end of the property. Wetland A continues offsite to the north, east, and south of the property. The onsite boundary of Wetland A was delineated using consecutively numbered fluorescent flags labeled "WETLAND DELINEATION." Wetland boundaries were determined through breaks in topography, changes in vegetation, and evidence of surface hydrology. Vegetation, hydrology, and soil data were collected at two test plots to verify the wetland boundary(Appendix A). PROPERTY DESCRIPTION This 5.10-acre, wedge-shaped property is located in Belfair, Mason County, Washington (Figure 1). The parcel is forested and undeveloped, except where East Baker Court and East Alderwood Road, bisect the property (Figure 2). The western half of the property slopes steeply up from west to east to a ridge in the middle of the property, and then slopes more gradually down to the east across the rest of the property. A depressional area is located on the east end of the property, Kim and Lisa McClure—Baker Court Delineation Ecological Land Services,Inc. The property is accessed via East Alderwood Road, which enters at the north property boundary and runs parallel to the steep slope. East Alderwood Road turns to the north, just past the southern property boundary, becoming East Baker Court. Baker Court continues to the north to provide access to several properties to the north. A single family manufactured home is proposed on the east side of Baker Court, where the slope is more gradual and site conditions are more favorable. There is no impact proposed west of Baker Court. The forest on the east side of the property consists of a mixed deciduous and coniferous forest with a thick shrub layer, and moderate herbaceous cover(Photoplate 1). The identified wetland, Wetland A, is a depressional system that runs along the east end of the property. This long, narrow wetland extends offsite to the north, east, and south (Figure 2). Most of the wetland consists of scrub-shrub vegetation with forest along the perimeter (Photoplate 2). The wetland is seasonally flooded and permanently flooded hydroperiods with an intermittently flowing outlet. Wetland A is a Category III system that scores 7 points for habitat, which requires a 110-foot buffer from the wetland boundary per the MCC(Figure 2). VEGETATION Wetland Vegetation Wetland A is a depressional system dominated by scrub-shrub vegetation including willow species (Salix sp., FAC), hardhack (Spiraea douglasii, FACW), cattails (Typha latifolia, OBL), slough sedge (Carex obnupta, OBL), and water lily (Nymphaea odorata, OBL) in some open water areas. The perimeter of the wetland was dominated by forest vegetation consisting of western redcedar (Thuja plicata, FAC), willow, and cascara (Frangula purshiana, FAC) in the canopy with hardhack in the shrub layer, and slough sedge (Carex obnupta, OBL) in the herbaceous layer. Upland Vegetation The upland vegetation onsite consisted of mixed forest dominated by Douglas fir (Pseudotsuga menziesii, FACU, red alder (Alnus rubra, FAC), western hemlock (Tsuga heterophylla, FACU), and western redcedar,with smaller percentages of big leaf maple (Acer macrophyllum, FACU) and beaked hazelnut (Corylus cornuta, FACU) in the canopy; evergreen huckleberry (Vaccinium ovatum, FACU), salal (Gaultheria shallon, FACU), red elderberry (Sambucus racemosa, FACU), and Oregon grape (Mahonia nervosa, FACU) in the shrub layer; and sword fern (Polystichum munitum, FACU) and trailing blackberry(Rubus ursinus, FACU) in the herbaceous layer. The dominant vegetation found onsite is recorded on the attached wetland determination data forms (Appendix A). The indicator status, following the common and scientific names, indicates how likely a species is to be found in wetlands. Listed from most likely to least likely to be found in wetlands,the indicator status categories are: ■ OBL (obligate wetland)—Almost always occur in wetlands. ■ FACW(facultative wetland)—Usually occur in wetlands, but may occur in non-wetlands. ■ FAC (facultative)—Occur in wetlands and non-wetlands. ■ FACU (facultative upland)—Usually occur in non-wetlands,but may occur in wetlands. ■ UPL (obligate upland)—Almost never occur in wetlands. ■ NI(no indicator)—Status not yet determined. Natural Resources Conservation Service (MRCS 2019) website, Alderwood gravelly sandy loam, 8 to 15 percent slopes (Ab) is the primary soil mapped on the property (Figure 4). Alderwood soils are moderately deep, moderately well-drained soils formed in glacial till. This soil series is typically found on glacially modified foothills and valleys with slopes of 0 to 65 percent. Alderwood soils are not classified as hydric. Areas mapped as hydric soils do not necessarily mean that an area is or is not a wetland—hydrology, hydrophytic vegetation, and hydric soils must all be present to classify an area as a wetland. Wetland Soils A complete soil profile could not be sampled at Test Plot 2 within Wetland A because of flooding. However, a distinct hydrogen sulfide smell was detected when attempting to dig along the edge of the wetland. Because hydrogen sulfide is present, hydric soil indicator A4 is met. Wetland hydrology and vegetation was also present at this location Upland Soils The upland soil identified at Test Plot 1 consisted of three inches of duff underlain by three inches of very dark brown (IOYR 2/2) sandy silt loam. The bottom ten inches of the soil profile consisted of strong brown (7.5YR 4/6) sandy silt loam with no redoximorphic features. This soil profile did not meet any of the hydric soil indicators because the soil chroma was too high. HYDROLOGY Wetland A is a depressional system with seasonally flooded and permanently flooded hydroperiods. Approximately ten inches of surface water was observed at the edge of the wetland where Test Plot 2 was conducted. The primary sources of water for Wetland A are precipitation and overland flow from uplands above the depression. The wetland may also be influenced by fluctuations in groundwater. This wetland has an intermittently flowing stream as its outlet at the north end of the wetland (Figure 7). Water leaves Wetland A primarily through its outlet and through evapotranspiration. NATIONAL WETLAND INVENTORY The National Wetland Inventory (NWI) indicates the presence of a palustrine, aquatic bed, emergent, persistent, semipermanently flooded (PAB/EM1F) freshwater pond in roughly the same location as Wetland A1. The NWI also maps two riverine systems, one at the north end of Wetland A where the outlet is located, and another offsite near the northwest property corner (Figure 5). The wetland delineated by ELS closely matches the NWI mapped wetland, but neither stream could be observed because they were offsite (Figure 2). The stream at the northwest corner is mapped as a Type F water,but its buffer would not extend into the project area. 'The NWI maps should be used with discretion because they are used to gather general wetland information about a regional area and therefore are limited in accuracy for smaller areas because of their large scale. Wetland Delineation Report 3 April 1,2020 MASON COUNTY CRITICAL AREAS The Mason County Critical Areas map (MC 2020) is based on the MRCS hydric soils map and the NWI map. The MC map shows the same wetlands mapped by the NWI (Figure 6) and indicates that a stream is present at the north end of Wetland A. Another offsite stream is mapped near the northwest property corner as a Type F water. Per MCC 8.52.170 Fish and Wildlife Habitat Conservation Areas, a Type F stream requires a 150-foot buffer and 15-foot setback. The buffer for this offsite stream and its setback are outside of the project area and will not be impacted. The delineation by ELS agrees with the general location of Wetland A as mapped by Mason County and the NWI'. CONCLUSIONS WETLAND CATEGORIZATION Wetland A was rated by functions according to Washington State Wetlands Rating System for Western Washington-2014 Update (Rating System) (Hruby 2014, Appendix B). The rating is shown in Table 1. Scrub- • Seasonally I8 (moderate) III Shrub Flooded WETLAND BUFFER REGULATIONS The MCC Chapter 8.52.110(E)(2) specifies wetland buffers based on wetland category, proposed land-use intensity, and scores for habitat function on the rating form. Wetland A is a Category III wetland with a moderate level of habitat function(6); the proposed land use is moderate, resulting in a 110-foot buffer (Table 8.52.1 10(D)). A structure setback line of fifteen feet is also required from the edge of the wetland buffer. DETERMINATION The project proposes to place a small manufactured home, driveway, parking area, and septic system on the east side of East Baker Court. The project will be completely outside of the 110- foot wetland buffer and 15-foot setback, so it will not impact the wetland or its buffer (Figure 3). The offsite Type F stream near the northwest property corner is over 500 feet from the project area and will also be unaffected by project on the east side of the property. z The MC map should be used with discretion because it is based on the NRCS and NWI maps,which indicate potential conditions that must be examined during field visits Kim and Lisa McClure—Baker Court Delineation Ecological Land Services,Inc.
