The assessment was done per Mason County Department of Community Development Submittal Checklist, 8.52.140 (2) (E) Category d Geological Assessment format, dated April 16, 2018. N.L. Olson has included the Mason County's geologic assessment checklist in Appendix A of this report. SITE LOCATION The property is located by the address of 131 E Evergreen Road, Belfair, WA 98528, Mason County Parcel #: 122065100022, and by Section 6, Township 22 north, Range 1 west, in Mason County, Washington. The Vicinity Map illustrating the property location is shown on Figure 1. SITE CONDITIONS The site is bordered to the northwest by East Evergreen Road, and to the east, west and south by undeveloped property. The property is rectangular in shape and about 0.25 acres with the site elevation at roughly el 135. N.L. Olson observed the site has not been developed. Access to the property is provided from East Evergreen Road. N.L. Olson illustrated the subject property on the Site Map, Figure 2. The site topography as observed southeast of the subject property ascended with gradients of about 10 percent to 15 percent (5.71 to 8.53 degrees) towards a hill top for a distance of about three hundred feet. Northwest of The subject property the slope descended with gradients of about 28% (16 degrees) for a distance of roughly 300 feet. Slopes within the subject property ranged from about 10 percent to 20 percent with the slope descending from the southeast to the northwest. The elevation difference from the northeast to southwest sides of the property was roughly 25 feet. Along East Evergreen Road that bounded the northwest side of the property, N.L. Olson observed localized cuts along the upper road embankment of about 5 to 8 feet with 50 to 100 percent gradients. A profile of the slopes comprising the subject area and slope areas 300 feet to the northeast and southwest have been illustrated on Cross Section A- A, Figure 3. The slope and upland area were vegetated predominantly with second or third growth douglas fir, scattering of both large leaf maple, alder and an under story of forest brush. P.O. The client has informed N.L. Olson that the proposed structure will be of light wood frame construction. At this time the building's finish floor elevation has not been provided. Given the sloping nature of the proposed building area, cuts and fills could be in the range of 5 percent to 10 feet. The proposed location of the single family residence and other site improvements have been shown on the Site Map, Figure 2. SLOPE RECONNAISSANCE The slope reconnaissance was performed on September 13, 2018, and the slope area was examined for indications of slope instability. Indications of past earth movement, hummocky terrain, inconsistent patterns of vegetation, tension cracks, seepage zones and coarse grain material overlaying silt and clay soils. The slope areas in excess of 15 percent were also observed for intersecting geologic contacts of relatively permeable sediment overlying a relatively impermeable sediment or bedrock (e.g., sand overlying clay); and springs or groundwater seepage. The area of proposed development has been sited along a gradual sloping area with gradients of about 10 to 20 percent. At the time of our site visit, no slides or erosion were observed within 300 feet of the subject property and the subject property appeared stable. At the time of our reconnaissance, N.L. Olson did not observe springs or surface seepage. A surface profile of the slope and proposed building area has been shown on Cross Section A-A, Figure 3. SITE SOIL CONDITIONS In general, a weathered zone of brown silty sand with gravel, and cobbles was observed with in recently excavated septic pits located on the subject property. The pits revealed a loose to medium dense weathered silty sand with gravel (SM) underlain by a dense brownish gray silty sand. The dense soil condition was observed roughly three (3) to four (4) feet below current site grades. The soil relative density was verified with a 'h inch diameter steel T-Probe. Soil penetrations were typically less than one inch at the base of the septic pits. WATER WELL REPORTS N.L. Olson has reviewed two (2) water well logs near the subject property. The water well log located along the central east side of Section 6, Township 22 north, Range 1 west, indicated glacial till in the upper soil horizon from 4 feet to 27 feet below current site grades. The till was underlain by clays and silt to roughly 287 feet below current site grades with interbedding layers of hard pan, silty gravels, and sandy clay. Ground water was encountered in the sand and gravel layer around 287 to 294 feet below current site grades. The static ground water level was observed at 170 feet below ground surface on 3/26/1968. The surface elevation of the site was indicated at el 200. Please See water well log, well I.D. unrecorded well, Figure 4, for additional information. Near the southwest corner of Section 6, the water well report indicated silt soils conditions with interbedding layers of clay, sand and gravels to depths of about 315 feet below current site P.O. Water bearing sand and gravels were encountered around 350 feet and the static ground water level was indicated at 63 feet below current site grades as measured on 6/12/1997. For this water well location, the surface elevation was determined by google mapping at roughly el 105. Please see water well report, I.D. ACK499, Figure 5, for additional information. Based on the above mentioned water well reports, N.L. Olson anticipates water bearing sands and gravels between 287 feet to 350 feet below current site grades. The static ground water level may range from 63 feet to 170 feet below ground surface. AVAILABLE GEOLOGIC AND SOILS INFORMATION Geologic Map of the Belfair 7.5-minute Quadrangle, Mason, Kitsap, and Pierce Counties, Washington by Michael Polenz, Katelin Alldritt, Nicholas J. Hehemann, Isabelle Y. Sarikhan, and Robert L. Logan, 2009. N.L. Olson has provided the site's Geologic Mapping as shown on Figure 6. Review of this geologic mapping indicates, landslide deposits (Q,$), which has been indicated to be comprised of gravel, sand, silt, clay, and boulders in slide body and toe; due to map scale, includes exposure of underlying units in scarp areas; angular to rounded clasts and grains; unsorted; generally loose, jumbled, and unstratified, but may locally retain primary bedding; commonly includes liquefaction features. HISTORICAL LANDSLIDE RESEARCH In order to assess the slope stability of the subject property and general area, N.L. Olson has reviewed the following: • LHZ — Final Map — (A-1) - Landslide Inventory — Mason Watershed, Isabella Sarikhan and Timothy Walsh —May 2007. • LHZ — Final Map — (A-2) — Landforms and Hazard Ratings— Mason Watershed, Isabella Sarikhan and Timothy Walsh—May 2007. The LHZ — Final Map — (A-1) - Landslide Inventory has indicated the similar slide feature as Geologic Map of the Belfair 7.5-minute Quadrangle. The hazard rating per LHZ— Final Map — (A-2), indicated the subject property was located in an area of Landforms and Hazard Ratings provided in Table 1. LHZ— Final Map—(A-2) Table 1 Topography Number classification Hazard Rating Low Gradient Hills 3 Low Hazard The subject property has been indicated to have low gradient hills with a low hazard rating. The hazard rating mapping for the subject property has been provided on Figure 7 and Figure 8. P.O. Olson has reviewed the "Relative Slope Stability of Southern Hood Canal Area, WA, 1977", the Coastal Zone Atlas for Mason County, WA. • Stable (S) slopes are generally less than 15 percent but can include areas of steeper slopes that are stable due to low groundwater concentration or competent bedrock. The stable slope designation also includes areas underlain by weak areas such as peat, which are stable because they have no significant slope. • Unstable (U) refers to slopes that are unstable due to factors such as steepness, ground water or erosion concerns. Areas inferred to be unstable because slopes, generally greater than 15 percent, and underlain by weak, unstable materials in which old or recently active landslides have occurred. Includes areas of sand and gravel on top of impermeable silt and clay, mostly along steep valley sides. • Unstable resent landslide includes areas of recent or historical landslide activity. Our review of the Coastal Zone Atlas has shown unstable slopes located northwest of E Evergreen Road. An unstable recent slide has been shown to have occurred and is located roughly 600 feet northwest of the subject property. The subject site has been indicated to reside can a stable slope area. Coastal Zone Atlas mapping has been provided on Figure 9. UPSLOPE GEOMORPHOLOGY According to Eric J. Schuster's, "Geologic Map of Washington State", the site and its surrounding geologic makeup was classified as Pleistocene Continental Glacial Drift (Q9d). This includes the sediments as mentioned by the WDGER above. The geomorphology of this area shows signs of glacial scouring in generally a northeast-southwest direction. These trending ridges and valleys were carved by the retreat of glacial ice in the Pleistocene (approximately 10,000 to 12,000 years ago to the end of the Epoch). The Geologic Map of the Belfair 7.5-minute Quadrangle indicates the general area to include the subject proeprty resides on the Alderwood Landslide. Per the geologic mapping, the slide may have been seismically initiated about 1.1 ka and post-dates Vashon ice and is predominantly Holocene but locally may include some late Pleistocene deposits. UPLAND WATER BODIES AND WETLANDS N.L. Olson has reviewed U.S. Fish & Wildlife Service, USFWS, National Wetlands Inventory of the general area for wetlands and upland water bodies near the subject property and have identified the following: • The USFWS indicated a stream located roughly 1/4 miles to the southeast with and elevation EL 175 • Our review of the surrounding area indicated Devereaux Lake is located roughly a mile one (1) mile to the southeast. This moderately deep lake is surrounded mostly by forest and about 98.1 acres with a surface elevation el 213. P.O. Olson does not foresee negative impact such as slope instability, erosion or migration of sediment laden surface runoff from the proposed development into these water bodies. The wetland mapping for the stream has been provided on Figure 10 and the location of Devereaux Lake has been shown on the Vicinity Map, Figure 1. LIQUEFACTION ASSESSMENT The likelihood of liquefaction during a seismic event appears very low to low based on "The Liquefaction assessment was based on Liquefaction Susceptibility Map of Mason County, Washington, by Stephen P. Palmer, Sammantha L. Magsino, Eric L. Bilderback, James L. Poelstra, Derek S. Folger, and Rebecca A. Niggemann, September 2004". CONCLUSIONS AND RECOMMONDATIONS Following our review of Mason County Resource Ordinance, Ordinance 8.52.140, geologic hazard areas, dated April 16, 2018, we conclude large scale sliding or deep-seated rotational failures resulting from the proposed construction appears unlikely given the gradual sloping nature of the subject area that was in the range of 10 percent to 20 percent within the proposed building as shown on the Site Map (Inset 1), Figure 2. During our slope reconnaissance, N.L. Olson observed that the overall global stability of the property under the present site conditions appears good 300 feet to the northwest and southeast of the subject area. Our review of coastal zone atlas mapping indicated a recent landslide occurred, post 1970's, northwest of the subject property. The slide area was roughly 5 plus acres and located a horizontal distance of roughly 600 feet. In our opinion, this proposed development should not impact that slide area given that the site drainage will be flow to northeast along existing drainage ditches and discharge east of the slide into the Hood Canal. N.L. Olson does not anticipate erosion or slope instability will be a concern for the slope areas located upslope to the southeast and downslope the northwest within three hundred feet of the area of proposed development_ In our opinion, the area of proposed is not located within three hundred feet of any known landslide hazard area and an additional geotechnical engineering report will not be necessary in regards to the proposed development. Based on our review of the site soil conditions, the proposed building may be constructed as proposed. Support for the proposed single family residence can be provided with a shallow foundation system supported by the dense underlying soil and can be placed as shown on the Site Map as illustrated on Figure 2. SURFACE AND SUBSURFACE WATER Surface seepage will be primarily derived from the impervious surface on the subject property. N.L. Olson does not anticipate surface seepage from the uplands to the southeast, which has not been developed at this time. Surface runoff from the proposed development will be limited to the impervious areas that consist of roof and paved and graveled parking proposed for the subject site that in our opinion can be classified as light with minimal surface runoff generation. Silt fencing and other erosion control devices and measures may be required to control water runoff and sediment transport off the site. It should be anticipated that perched subsurface water flows may develop during periods of wet weather and may occur in excavations as shallow as three (3) four (4) feet below present site grades. The contractor should be prepared to deal with soil and subsurface or standing water conditions normally encountered in these materials during wet weather work, including the filtering of runoff, as needed to prevent siltation of down slope areas. Surface runoff from the new structure's roof, should be intercepted, collected and disposed at the indicated infiltration pit location. VEGITATION BUFFERS AND EROSION In our opinion, tree or vegetation removal will be minimal in the area of the proposed building location and septic drain field. During construction activities exposed soils conditions can occur and N.L. Olson recommends these areas can be covered with a minimum of 3 to 4 inches of straw. These areas should also be seeded with grass or mulched and landscaped. REPORT LIMITATIONS This report has been prepared for the client regarding the subject project. Information presented in this report has been collected and interpreted in a manner consistent with the level of care and skill ordinarily exercised by members of the profession currently practicing under similar conditions, and in accordance with sound and generally accepted principles consistent with normal consulting practice. No other warranty, expressed or implied, including (but not limited to) any warranty or merchantability or fitness for a particular use has been made. In the event that change in the nature, design, or location of the proposed construction is made, or any physical changes to the site occur, recommendations are not be considered valid unless the changes are reviewed by N.L. Olson and conclusions of this report are modified or verified in writing. Any site involving sloping terrain has inherent risk of earth movement. As a result, the CLIENT agrees to accept full responsibility for all risks associated with steep slopes. The CLIENT acknowledges that this risk cannot be completely eliminated and that engineering and geologic analysis is intended to reduce the inherent risk associated with slopes. No amount of geotechnical engineering and geologic analysis can provide a guarantee of stable slopes. Geotechnical engineering and geologic analyses are based heavily on subjective interpretation, professional judgment, and opinion regarding the physical conditions at a specific site. Subsurface conditions are only documented at those points where samples were taken and interpolation and extrapolation is necessary between and around sample locations. Conditions can vary between samples and can change over time due to natural processes and/or human activity. Analyses and recommendations provided in this report are based in part upon the data obtained from the subsurface explorations. P.O.
