Give brief, complete description of your proposal, including the proposed uses and the size of the project and site. There are several questions later in this checklist that ask you to describe certain aspects of your proposal. You do not need to repeat those answers on this page. (Lead agencies may modify this form to include additional specific information on project description.) The Mason County Department of Community Development proposes to construct a transfer station at the existing Mason County Landfill site o provide the necessary load out facility for Mason County's Out waste transport a ntd disposal program (long-haul). Waste handled at the proposed transfer station would he "acceptable waste," that is, only residential and commercial solid waiste, construction and demolition debris, and wood waste would he accepted. Ashestos and other ha7_ardt)Us wasteswould not be accepted. Facility employees would he trained to identify and properly handle hazardous substances that may illegally enter the facility. Any hazardous waste found wOuld he isolated and disposed of properly. Waste would he delivered in the following types of vehicles: commercial and municipal compactor (packer) trucks, private (self-hauler) atutomoljiles, pickup trucks, trailers, and commercial roll-off containers (drop boxes). An average of 70 tons of waste per day would he consolidated at the transfer s ation and loaded into long-haul trailers. Waste would he dumped from packer trucks and self-haul vehicles onto a tipping floor, pushed across the floor with at wheeled battler, and gravity- dropped through a dump chute into the top of the export trailers. A knucklehoom crane would be used to redistribute and compact waste in the tra'ler to maximize its payload. Waste collected at the existing remote transfer stations (13 Ifair, Hoodsport, Union) would empty their dropoff containers at the proposed long-haul ransfer station on an as-needed basis. Emergency storage capacity would he provided hv' spare trailers kept onsite at all times. The transfer building itself would provide only wo eking storage for a sn►all portion of the waste received daily. 12. Location of the proposal. Give sufficient information for a person to understand the precise location of your proposed project, including a street addres woulds, if`any, and section, township, and range, if known. If a proposal would occur over range of area, provide the range or boundaries of the site(s). Provide a legal description, site plan, vicinity map, and topographic map, if reasonably available. While you should submit any plans required by the agency, you are not required to duplicat maps or detailed plans submitted with any permit applications related to this ch cklist. This proposal is located at the Mason County Landfill site located about f ►ur miles northwest of the City of Shelton. The existing landfill is located on a 77 acre . ite in the southeast quarter of Section 4, Township 20 North, Ranee 4 West. Conceptual site designs assume the transfer huilcling would he located in the former sludge pit are t to take advantage of the grade differential required for trailer loa,,ling. TO BE COMPLETED BY APPLICANT B. ENVIRONMENTAL ELEMENTS 1. Earth a. General description of the site (circle one): Flat, rollin��, hilly, steep slopes, mountainous, other b. What is the steepest slope on the site (approximate p,, -cent slope)? The steepest slope on the site is approximately 30 percen' and is located on thelsoutheast corner of the landfill site. c. What general types of soils are found on the site (for ample, clay, sand, gr vel, peat, muck)? If you know the classification of agricultural oils, specify them and note any prime farmland. A separate trench drain system would he installed within the tipping building, and under the areas of the receiving trailers, to collect contaminated water (the contaminated water is a residual of the solid waste and any rainwater from the trucks). These trench drains would drain to a 1,500-gallon underground storage tank (UST) to he periodically emptied with the liquid disposed of Ott a wastew�►ter treatment plant. 2) Could waste materials enter ground or surface Neater. ? Environmental Health a. Noise 1) What types of noise exist in the area which may affect :our project (for example: traffic equipment, operation, other)? No types of noise exist in the area which would affect till; proposal. 2) What types and levels of noise Nsould be created by or associated with the project on a short-term or a long-term basis (for example: traffic, construction, operation, other)? Indicate what hours noise would come 1'rom the site. Short-term noise would be generated by equipment durin` grading and construe ion of the proposed facility. Construction ecluip►nent typically produces noise in the range of SO to 85 dBA at a distance of 50 feet. With several types of equipment operating at the same time, Mason County Transfer Station Environmental Checklist Page 9 May 1993 I noise levels immediately adjacent to this activity could reach 90 dBA. Noise levels would decrease rapidly away from the area of activity. At a distance of 1000 feet, the noise level should be below 65 dBA. Long-term noise at the site would be generated by incoming and outgoing vehicles such as transfer trucks and operations at the facility. Approximately 2 trucks per day would export waste from the facility. Other incoming and outgoing vehicles would be similar to existing activity. Hours of operation for the transfer station would be 8:00 am to 4:00 pm, six days per week (Monday through Saturday). Other noise produced on site would include the wheeled loader and the electric knuckleboom crane. The noise level from these sources would be approximately 90 dBA at the source. 3) Proposed measures to reduce or control noise impacts, if any: Land uses surrounding the site include a Christmas tree farm, an auto wrecking yard approximately 1500 feet to the east and the Washington State Corrections Center approximately 2000 feet to the south. Due to the type of land uses and distance from the site, these uses would not be impacted by construction or operation noise. Off-site noise impacts should not be significant, and no mitigation measures are proposed. Measures to control noise impacts to employees include: Maintaining proper mufflers on vehicles and operating equipment. Providing ear protection devices for operators. 8. Land and Shoreline Use a. What is the current use of the site and adjacent properties`' The site is currently used as the existing Mason County landfill. Surrounding properties are in forest use (Christmas tree farm). The nearest non-forest uses include an auto wrecking yard approximately 1500 feet east of the site and the Washington State Corrections Center approximately 2000 feet south of the site. b. Has the site been used for agriculture`' If so, describe. The site has not been used for agriculture. C. Describe any structures on the site. Building material would consist of a structural steel building frame with three to five foot tall concrete push wall and chain link fencing for walls. b.
