the Eells Hill Transfer Station Improvements Project(SEP2018-00007) located at 501 West Ealls
Hill Road in Shelton as proposed by Mason County Public Works. The Department of cology
(Ecology)reviewed the environmental checklist and has the following comment(s):

A State Waste Discharge Permit(SWDP) is required for d' charging industrial wast iwater
from the facility to the publically owned treatment works OTW). The applicant should
contact Ecology's Southwest Regional Office (SWRO)Water Quality Program(WQ)to
initiate the SWDP application process.
Ecology's comments are based upon information provided by the lead agency. As such;they

This proposal is for improvements at the Eells Hill Transfer Station. Other improvements
at the station will be permitted under a different application.

No environmental reports specific to this project have been created. The existing site
includes a closed landfill. Groundwater and leachate gas monitoring have been ongoing
on the site for over 20 years around the landfill. The proposed project will not impact the
landfill or the monitoring that will continue. The monitoring'to date has not indicated any
groundwater contamination from the landfill.
9. Do you know whether applications are pending for governmental approvals of other

• A grading permit is needed through Mason County due to the amount of excavation for a new
stormwater pond. This project does not require approval from state or federal agencies. All of
the project funding is from County funds. Project size does not require a construction
stormwater permit from Ecology
11. Give brief, complete description of your proposal, including the proposed uses and the size
of the project and site. There are several questions later in this checklist that ask you to
describe certain aspects of your proposal. You do not need to repeat those answers on this
page. (Lead agencies may modify this form to include additional specific information on project

The project proposal consists of improvements to the Eells Hill Transfer Station. Facility
improvements include: replacement of the tipping floor surfacing, installation of a steel load-
out chute and associated modifications to the load-out tunnel, installation of an exterior metal
staircase, repair of the rail for the tamping crane platform, and replacement of infrastructure
for the sanitary sewer and storm water utility systems including piping, catch basins,
cleanouts, a holding tank, and an infiltration pond.

The Eells Hill Transfer Station is located at 501 W Eells Hill Road, Shelton, WA 98584. This is
located at Township 20 N, Range 4 W, in the SE '/4 of Section 20'.

Approximately 3,000 cubic yards will be excavated to create a stormwater pond near the
transfer station building. The soil excavated will be deposited at another location on the
property that has been previously excavated. No soil will be removed from the property.
Construction debris (old asphalt, concrete, etc.)will be disposed of with regular solid
waste. No fill will be imported on to the site.
f. Could erosion occur as a result of clearing, construction, or use? If so, generally describe.

Erosion could occur in the new stormwater pond area prior to establishment of the
hydroseed on the soil.
g. About what percent of the site will be covered with impervious surfaces after project
construction (for example, asphalt or buildings)? hf e
The site already contains existing buildings and roads. The size of the buildings and
roads will not change although some will be improved. The area of the new storm pond
is undeveloped ground so pervious percentages will not change as a result of this
project. The creation of the stormwater pond and new drainage system will improve
infiltration of stormwater runoff on the site.

Contractor will employ best management practices as required in WSDOT specifications to
prevent erosion until project is complete and all ground is stabilized.

During construction their will be construction vehicles like excavators and dump trucks
that will emit typical construction equipment emissions. The completed project will not
change how the transfer station is operated so emissions during normal operations will
not change once the project is complete.

The transfer station already has an existing well on-site for potable uses. The project will
not result in any changes to the water system. The completed project will not alter use
of the well.

following chemicals. . . ; agricultural; etc.). Describe the general size of the system, the
number of such systems, the number of houses to be served (if applicable), or the

The transfer station includes an existing septic system that serves the bathroom in the
office. The proposed project does not alter the existing or future use of this system.
c. Water runoff(including stormwater):
1) Describe the source of runoff(including storm water) and method of collection
and disposal, if any(include quantities, if known). Where will this water flow?

The existing transfer station is graded so runoff does not leave the transfer station
building area. All of the runoff on-site infiltrates at the low points of the property. The
runoff going to the stormwater pond in this project will infiltrate. No runoff will leave the
. site.

The project includes a separate system for the collection of leachate into vaults. The
vaults will be pumped out as needed and the waste disposed of at wastewater treatment
facilities. The stormwater runoff will be separated from this system and infiltrate in the
pond.

The improved stormwater system and separate leachate collection system will improve
stormwater management around the transfer station building. This will reduce the
amount of standing water that exists on-site during the winter and improve the sanitation
of the site.

The transfer station uses electricity to power the Grizzly Crane and lights in the transfer
station building. Internal combustion vehicles are used to traverse the roads at the
transfer station building.

None. This project will improve operations of the facility which could lead to reduced use
of vehicles like the loader or Grizzly Crane.

No. This project does not make any changes to transfer station operations that would alter
the existing potential exposures at the transfer station from unknown solid waste entering
the site.

The site includes an old County landfill that has been closed for over 25 years. Since it
has been closed the County has regularly monitored groundwater and leachate gas for
contamination from the landfill. No contamination has been found to date.
2) Describe existing hazardous chemicals/conditions that might affect project development
and design. This includes underground hazardous liquid and gas transmission pipelines
located within the project area and in the vicinity. hf elpl
Within the proposed construction area, there are no hazardous gas transmission
pipelines or hazardous facilities.
3) Describe any toxic or hazardous chemicals that might be stored, used, or produced
during the project's development or construction, or at any time during the operating
life of the project. hf elpl
Household hazardous waste is stored at the Eells Hill HHW shed. This is on the same
parcel as the proposed project, but the proposed project does not impact the HHW
shed. Operations of the HHW facility will not change as a result of this project.

5) Proposed measures to reduce or control environmental health hazards, if any: h� e
Currently at the transfer station when solid waste is dumped into the container some of it
• will fall over the side of the container, requiring staff to use a loader to clean out the bay
chute from time to time. This project includes installing a new waste chute that will
surround the top of the transfer container. This will reduce or eliminate solid waste from
going over the side which is a food source for the invasive animals on-site (rats, crows,
and seagulls). Eliminating the food source will reduce this invasive population and help
keep the facility cleaner.
The propose project also improves the leachate collection system and separates it from
the stormwater runoff system. This will allow clean stormwater to infiltrate and allow the
County to pump leachate from vaults and dispose of that at wastewater treatment plants
for proper treatment.

Typical construction noise would occur on-site. The County already uses semi-trucks,
excavators, and a loader on-site for operation so the project noise would be very similar
to existing operations. Since the Contractor will be allowed to deposit all excavated
material on-site and construction debris will be disposed of with the rest of the solid
waste, this project will not create a significant increase in truck traffic on Eells Hill Road.

The Contractor allowable hours are 10 hours between 7 AM —8 PM. In order to complete
• the project and maintain service during the week the Contractor will be allowed to work

The current use of the site is as a transfer station for the County. The property to the
north is the Ridge Motorsports Park. The property to the west is undeveloped land

This project will not affect current properties during construction or after completion.

Various parts of the parcel have been excavated and built on but no cultural resources
have been found.

The solid waste containers that are filled at Eells Hill are shipped to Centralia where they
are put on a train and shipped by rail to the Roosevelt Landfill in Klickitat County. The
• proposed project does not alter the existing transportation route of these containers.

The proposed project does not alter any existing utilities. The proposed project does
include a leachate collection system going into vaults. These vaults will be pumped out
when full and the leachate taken to a wastewater treatment plant for disposal.

these services are provided. but no information on whether a stormwater report was completed at that time.
The original stormwater system consisted of catch basins that discharged into
perforated pipe that was buried in the ground to the west of the building by gravity.
At some point that perforated pipe became clogged. The County then put sump
pumps in the catch basins and ran pipe over the ground that discharged to an
infiltration ditch to the west of the building in the same area as the perforated pipe.
Then those pumps failed and now the runoff pools and stagnates near the building
and on top of the access roads until it infiltrates Or evaporates. County staff have to
walk through these puddles at times to access equipment and complete tasks.
The proposed improvements would replace the existing catch basins with new ones
and run new drain pipe by gravity to an expanded and deeper stormwater
infiltration pond/trench west of the building. The project does not increase
impervious area so the stormwater runoff amount is still the same as the original
construction. The runoff will still be directed to the same area as the original
perforated pipe design, but the improvements will eliminate existing ponding issues
and create a storm system that is easier to maintain. This will improve staff safety
and eliminate sanitary issues caused by standing water.
