RE: Dennis Bachel property at 19021 E State Route 106, Belfair
Parcel Number 12206-31-00020
Dear Ms. Malcolm:
From my site visit of September 30, 1999 to this property, I have put my observations
from the state highway into the following notes in reference to the issues that you
wished to be addressed.
Can site support typical single family residence and/or ancillary building ?
The lot dimensions of 200 ft. Width and 70 to 80 ft. Depth could be adequate for a
residence with a garage; but an important element in reviewing a proposed
development is a geotechnical report that presents a current stability evaluation and
the technical data on the site to make a determination for adequacy of the
development; a concrete bulkhead is present and how adequate is it for supporting
development and additional structures; the soil surface above the existing bulkhead
shows slumping and the area south of the state highway shows evidence of slumping
and saturated conditions; in addition, the state Department of Transportation would be
concerned with the stability of the state highway and the adequacy of the access to the
property.
Septic system for property
A proposed system would have to be reviewed based upon a site evaluation and
system design determination by Mason County Health Services; a home would take up
much of the available area; certain system setback standards are needed from the
saltwater, saturated soils, and slopes, and the septic system would need to be included
in the geotechnical evaluation.
Development potential impacted by sliding
The earth movement observed on the property is a serious condition to be considered
in potential development of the property; a geotechnical report of the property can
assess this condition and other aspects and present findings and recommendations to
Mason County whether development can take place on the property and what specific
standards would be utilized to maintain or improve site stability.
These notes are general in nature but do provide some insight in the care needed in
proposing improvements and development on this property. If you have further
questions, please contact Allan Borden of the Department of Community Development
at (360) 427-9670 ext. 365.

Allan Borden

Re: Bachel Property Site Inspection
Parcel No. 12206 3100020
19021 East Highway 106
Belfair, WA 98528
Dear Mr. Borden:
As discussed in our phone conversation of Friday, September 24, 1999, we are
requesting a site inspection of one of the lots of the above-referenced property, in order to
ascertain whether or not it appears to be a buildable lot. We have enclosed two photos of
the property and a parcel map with the subject property highlighted thereon in order to
assist you in identifying the property. The issues that we would like addressed in your
report are as follows:
1) In your opinion, will the site support a typical single family residence or an ancillary
structure?
2) In your opinion, will the site also support a septic system or will one have to be
installed off-site?
3) Did the movement of the earth impact the development potential of the site?

We would like to thank you in advance for your expediency in conducting the
inspection of the Bachel property and providing us with your report(we would appreciate
it if you could call us with an initial verbal report). We would like to reiterate that the
property is involved in a lawsuit, thus we appreciate your confidentiality in this sensitive
case, and again ask that you do not contact the property owner or walk directly on the site
(view it from the highway).
Thank you,
Diana Malcolm
