Re: Building Permit# COM2015-00076, 1060 W Eells Hill Rd.
Dear Ms. Adkins,
The construction plans for the retaining wall at the kart-track area of the Ridge
Motorsports Park have been reviewed for compliance with the 2012 International
Building Code, as adopted by the State of Washington, as well as any locally adopted
amendments to the codes.
The construction plans have been found to be in substantial compliance with the
adopted codes, and provided the special conditions identified below are incorporated
into the building permit, we recommend approval of the construction documents in
accordance with IBC/IRC Sections 107.3.1/R106.3.1.
The following special conditions should be made a part of the building permit:
1. Special Inspection: IBC Chapter 17, Section 1704. In addition to the inspections
required by IBC Section 109, the owner or the engineer or architect of record
acting as the owner's agent shall employ one or more special inspectors who
shall provide inspections during construction on the types of work listed under
IBC Section 1705. (3,000psi concrete and soils excavation/geo-technical review)
The special inspectors' duties & responsibilities shall be as specified in 1704. All
special inspection reports shall be provided to the Mason County Department of
Community Development in accordance with IBC 1704.2.4. Prior to final
inspection, the special inspection agency shall also provide a final, signed report
to the building department stating that all items requiring special inspection and
testing were fulfilled and reported, corrections of any discrepancies has been
completed, and, to the best of their knowledge, are in conformance with the
approved design drawings, specifications, and applicable provisions of the code.
2. Special Inspection Contractor Responsibilities. Third-Party Special
Inspection is required in accordance with IBC Sections 1704 & 1705 for the items
identified in the Statement of Special Inspections (as required by IBC Section
1704.3). In accordance with IBC Section 1704.4, each contractor responsible for
the construction of the work listed in the statement of special inspections shall
submit a written statement of responsibility to the building official and the owner
prior to the commencement of work on the system or component. The
contractor's statement of responsibility shall contain acknowledgment of

awareness of the special requirements contained in the statement of special
inspections.
3. Engineering or Architecture: Any changes in proposed construction shall be
reviewed by the engineer of record and submitted in writing to the Mason County
Department of Community Development prior to construction. All engineering
documents are a part of the approved set of plans and shall remain attached
thereto. If documents are removed, or changes are made without approval from
the engineer and the Building Official, approval will not be granted, and a re-
inspection fee may be charged prior to any further inspections being performed
or approvals granted.
4. Address Posting: Numerals for residential and commercial building addresses
shall be conspicuously displayed on a contrasting background and shall be a
minimum of 4 inches in height with a minimum stroke of 1/2 inch. Property
addresses shall be posted prior to requesting any inspections. If property
addresses are not posted upon inspection, inspection may not be approved and
a re-inspection fee may be charged and must be collected by the County prior to
any further inspections being performed.
5. Reinspection Fee: All approved plans are required to be on-site for inspection
purposes, and work to be inspected shall be complete and ready for inspection. If
an inspection is called for and plans are not available on site, or the work is not
ready for inspection, approval will not be granted. In addition, a re-inspection fee
may be charged by the County prior to any further inspections being performed
or approvals granted.
6. All Construction: All construction shall meet or exceed all local ordinances and
the requirements of the 2012 International Codes as adopted by Mason County
and Washington State.
7. Field Correct: The construction of the permitted project is subject to inspections
by the Mason County Building Department. All construction must be in
conformance with the 2012 International Codes as adopted by Mason County
and Washington State. Any corrections, changes or alterations required by a
building or fire inspector shall be made prior to requesting additional inspections.
8. Final Inspection Required: All building permits shall have a final inspection
performed and approved by the Mason County Building Department prior to
permit expiration. The failure to request a final inspection or failure to obtain final
approval prior to expiration will be documented in the legal property records on
file with Mason County as being non-compliant with the County's ordinances and
building regulations and may be referred to the County Attorney for action.
9. Permit Validity: IBC 105.4/IRC R105.4: The issuance or granting of a permit
shall not be construed to be a permit for, or an approval of, any violation of any of
the provisions of the building code, or any other code or ordinance of Mason
County. Permits presuming to give authority to violate or cancel the provisions of
the building code or other ordinances of the jurisdiction shall not be valid. The
issuance of a permit based on construction documents and other data shall not
prevent the building official from requiring correction of errors in the construction
documents and other data. The building official is also authorized to prevent
occupancy or use of a structure where in violation of this code or of any other
ordinances of this jurisdiction.

10.Geo-Technical Engineering: All requirements and recommendations of the
site's original geo-technical engineering report shall be fully complied with. All
excavations and fills shall be made in accordance with the geo-technical
engineer's requirements. All inspection results or density tests shall be provided
to the Mason County Building Department prior to requesting any soils related
inspections (such as footing or foundation inspections).
11.Soil Bearing Capacity: Assumptions were made in the design of the project in
regard to the bearing capacity of the native soils. It is the contractor's/owner's
responsibility to ensure upon excavation that the soil bearing capacity will satisfy
assumptions and provide the necessary bearing capacity. Soils must generally
be compacted to 95% Modified Proctor Density in accordance with ASTM D1557.
All construction on fill soils shall be reviewed by a geotechnical engineer. If
footings bear on fill material, a copy of the geotechnical engineer's report and
recommendations shall be provided to the Building Department prior to
scheduling any footing or foundation inspection.
12.Sales Taxes: This work is being done in Mason County. All sales tax for
materials delivered to, or work performed in the County shall be sourced to
Mason County. Prior to final approval, a completed supplier/sub-contractor list
may be requested by the County to identify suppliers that delivered materials to
the project site, and sub-contractors who performed work on the site.
13.Survey Markers, Monuments & Corners: In accordance with RCW 58 and
WAC 332-120, survey monuments and property corners (survey points) shall not
be disturbed or removed for this property.
14.Owner/Contractor: All contractors working in the State of Washington must be
registered in accordance with RCW 18.27. There is significant risk and potential
monetary liability to a homeowner who uses an unregistered contractor. To
obtain information regarding contractor registration requirements and other
helpful information for homeowners to protect themselves from un-registered
contractors, please visit the Washington State Department of Labor and
Industries (L&I) website at: www.ini.wa.gov/tradeslicensing/contractors .
It has been our pleasure to work with you on this project with our mutual desire for
safety in the built environment. If you have questions or concerns, please contact
CodePros at 360-801-0543, or contact me directly at mbarth(a-)_codeproswa.com .

Subject: Ridge Motorsports Park Water System,ID#AD325J,Mason County; System Approval,
ODW Project#15-0806;REVISED APPROVAL
Dear Fred Wright:
The submittals we received on August 12,2015,and March 28,2016,together with the responses to
comments received on October 10,2015,and December 15,2015,have been APPROVED in accordance
with the provisions of WAC 246-290. Future changes in the rules may be more stringent and require
facility modification or corrective action.
The approved scope of work includes: approval of a new Group A Non-Transient Non-Community water
system called Ridge Motorsports Park. The overall project has been split into two"stages"and this
approval is for"stage I" as described in the project report(five connections). The water system facilities
include a new groundwater well, distribution piping, pumphouse, and pressure tanks. The water system
owner intends to apply for approval of additional connections after they obtain adequate water rights. In
"stage 2"of the project the water system owner plans to add two connections: a concession stand and an
office building. This project report satisfactorily showed that the water system infrastructure can serve
the additional connections under"stage 2,"but adequate water rights are needed in order to complete the
second stage of the project.
The approval of this document establishes that this water-system is able to serve a total of five
connections(a I3BQ stand,one r esidence,two garages,and one restroom building)that will provide
scribed in the approved submittal is
facilities for the Ridge Motorsports Park. The limiting

are not exceeded.
As required by WAC 246-290-120—within sixty days after construction and prior to use of the approved
facilities,submit the following to us:
• A Construction Completion Report form signed and stamped by a professional engineer licensed in
the state of Washington.
• An updated Water Facilities Inventory(WFI)form reflecting the changes or additions resulting from
this project. Please use the most current WF1 form using our Sentry h►ternet database at
https://fortress.wa.goN,/doh/ell/portal/od%v/si/Ititro.aspx.
