This review letter contains only those comments related to the Building Department's review and does not reflect any additional needs of any other division or County department. Please review the project data above, and the plan review comments below. It is important that you then follow the instructions for re-submittal following the plan review comments. PLAN REVIEW COMMENTS: 1. A factory assembled commercial structure proposed to be installed (either temporarily or permanently) must have a Washington State Department of Labor & Industries (L&I) insignia affixed i; M1'OS,LLC Page 1 of 3 P.O.Box 185 Allyn,WA 98524 CodeProsWA.com 1 in accordance with the requirements of RCW 43.22 and WAC 296-150C or WAC 296-150F. Please provide a description of the proposed unit, the make and model, and the type of insignia affixed to the unit. (Factory-assembled commercial structure? or factory assembled commercial coach?) 2. Is the proposed unit new? Or has the unit been previously installed at another site? If used, where is the unit currently installed? How long ago was it installed? What is the condition of the unit? Has the unit been altered in any way? If altered, has a replacement L&I insignia been affixed by L&I after approving the alterations? 3. In accordance with MCC 14.40.040(c) Construction drawings for a commercial coach or factory assembled commercial structure are required, and shall be prepared and sealed by an architect or engineer licensed in the State of Washington (Photo copies of plans approved by the Washington State Department of Labor & Industries are acceptable for submittal purposes.) Please provide the required design documents. 4. A site plan (or civil design plans) is required which shows the exact location the unit is proposed to be installed, and the location of all site utilities proposed to serve the unit, including the installation of all water lines, sewer lines, electrical service connections, etc., as well as all building access locations, accessible routes of travel, accessible ingress/egress points, etc. 5. The design professional's installation instructions for the unit shall be provided. In addition, WA-L&I provides notice to local enforcement agencies (Mason County DCD in this instance) that specifies what connections, standards, and incomplete items the local enforcement agency must check when the unit is installed if the unit is a factory-assembled commercial structure. All such notices shall be provided to Mason County DCD. 6. All site constructed components of the project shall be fully described and details, such as the full construction plans and details for accessible ramps, door landings, decks, stairs, etc., showing all information necessary to indicate compliance with IBC Chapters 10, 11 and 16 as well as ICC/ANSI A117.1 accessibility requirements. Considerably more information is required in order to review the building permit application and design documents for compliance with the locally adopted codes. Unfortunately, the construction plans cannot be recommended for approval for a building permit until the project is fully described and all outstanding issues are resolved, and construction documents reviewed and approved. The property is accessed from W F..ells Ell Road,an existing paved roadway. The access road extends near the south property fine. Logging roads Within 'tire property boundaries have been established. Beyond the property;rural residential and industrial development exists. Vegetation on and near the Project consists Primarily of secondary growth firs and either trees and shrubbery common to this area of the Pacific Northwest. As previously mentioned, logging of this site has been completed in the past.An aerial photo of the Project and immediate vicinity is provided on the following page. The topographic information provided in this section eras extrapolated from a public lidar sourco, and incorporated observations and Meld measurements. Where necessary, slope verification fi included measuring slope lengths and inclinations with a cloth tape and inclinometer. Nibst of the property consists of gentle slopes, with the exception of a ridge extending,in tlu;east- west direction. The maximum;grade, located on the western and of the property,is approxinIRtely qA%with a vertical relief of approximately 42 feet. The upland area of the property is situated on a crest. 4.0 Subsurface Investigation The following subsume conditions are estimated descriptions of the Project sitbgrade utilizing } information from the depth of penetration at all testing, sampling, observed and investigated locations; Sails for this project were primarily described utilizing the Unified Sail Classil"tcation System(USCS)and the Soil Conservation Service(SCS)descriptions. The Project is composed of native sails with no indications of}sorrowed fill, For engineering native soils consist of distinguishable layers,as presented below purposes, these Soils within the upper 1 foot of natural ground were observed to be moist:brown silty sand with gravel(SM). Soils below the upper 1 foot layer to a depth of 7 feet beltnv the ground surface;were observed to be poorly-graded sand with gravel(SP). Expanded and specific subsurface descriptions, other than what is provided in this section, are provided in the Soil logs located in Appendix B of this report. Acoording to the ,Soil Survey of Mason County," by the United States Department of Agriculture,Soil Conservation Service, the site soils are described as Grave gravelly sandy loam with()%-5%slopes,Gh,5%-15%slopes,Gk, 15%-30%slopes,Gm,Lystair loamy sand with 6% - 5% dopes, Lb, and Lystair sandy loarn with 5% - 15% slopes, Le. Visual classifications were performed in accordance with the American Standards for Testing wul Materials(ASTM P2489). 3 The general results from the visual classification are presented above in'the Subsurface Conditions Section. Specifically, soils below the upper 1.0 feet in one testing location consisted of approximately 30% gravel, 70% sand-sized sails,, and U% silt ci<nth no plasticity. Minor variations observed during the visual classification of particle size content (Le, gravel, sand; fines), or isolated pockets within the soil stratification were insignificant in relation to the overall engineering properties of the sail. 4.1 Infiltration Sates According to the 1992 Stormwater Management Marivad for WC-stern Washington prepared by the Washington State Department of Eroldl;y ''rater {duality Pfogram, infiltration rates of the soils encountered at a depth of at least 18 inches below the ground surface ranges from 4,14 inches/hour to ill inches/hour.This infiltration rate includes a factor of'safety of 2,as rwimmended by the stormwater manual.Three percolation tests were completed for this Project with the following results; « P1 =9.7 in/hr £ + P2—11.2 in/hr P3=10.9 in/hr Envirotech recommends using an infiltration rate not to oweed the lowest measured rate coupled with a'factor of safety, The design infiltration rate for this Project should not C'inwii t-ecfi Enginearing Shelton MotorsporlsPairk 74 NM Hord Road page 3 XXX IN Eells[-fill Road,Shchon Be]fair,Washington 98= Mason County, Washington Ph.360-275-9374 ianuaiy 24;2011 Pais:360-275-4789 B5 1' exceed 9.5 in/hr, 4,2 Groundwater From the wator well report(s)and knowledge of the general area, permanent groundwater is at lest 50 feet directly belotsv the ground surface at the lowest elevation of the property.Perched groundwater at shallow depths was not observed on-site,nor indicated on the W011 reports. 5,0 Engineering Conclusions Eased on the soil classification of the Project soils, the upper l fOOt of soils have a moderate erodibility factor, Soils below l font in depth have a low crodibility factor. Tomporary erasion f control measures are required due to proposed extensive land disturbing, Temporary erosion should include standard controls such as a stabilized construction entrance and temporary sedimentation ponds. Permanent eraAon control should be employed for all applicable site features such as culvert inlets and outlets, surface areas for traffic, and denuded areas.Additional erasion control measures may need to be employed during and/or after construction if selected f erasion control measures arc not performing as expected, or required by the project engineer, County or other prevailing agency. Erosion control information and specifications may be found in the "1992 Starmwater Management Manual for Western Washington;'prepared by the Washington State Department of Ecology Water Quality Program. 6.0 Closure Due to the inherent natural variations of the soil stratification and the nature of geotechnical subsurface explorations, there is always a passibility that soil conditions encountered during construction are different than those described in this report. Therefore,it is recommended that a qualified engineer observes and documents the construction,or Envirotech is promptly notified if project and subsurface conditions found on-site are not as presented in this report so that we call re-evaluate our recommendations, This roport presents a gevlogicalf gootechnical assessn)M and is intended only for the owner,or owners' representative. Furthermore, this report is only valid for the project information and location described herein. pleaso contact Michael Staten at 360-275-9374 if you have any questions, comments,or require additional information..
