Thank you for the opportunity to comment on the determination of nonsigniftcance for the
Okonek Bulkhead Replacement project(SEP2012-00043) located at 283 East Okonek Road in
Grapeview as proposed by Leslie Okonek. The Department of Ecology(Ecology)reviewed the
environmental checklist and has the following comment(s):

A floodplain development permit will be required. A habitat assessment may be required to
assess impact to the Endanger Species Act(ESA)listed species per the National Marine
Fisheries Service/Federal Emergency Management Agency(NMFS/FEMA)BiOp.

Property owners, developers, and contractors are encouraged to recycle all possible leftover
construction,demolition,and land clearing(CDL)materials and reduce waste generated.
Recycling construction debris is often less expensive than landfill disposal. Please visit

1-800-RECYCLE hotline to find facilities that that will accept your CDL materials for reuse

These control measures must be effective to prevent soil from being carried into surface

water by stormwater runoff. Sand, silt,clay particles, and soil will damage aquatic habitat
and are considered pollutants when discharged to waters of the state.
Any discharge of sediment-laden runoff or other pollutants to waters of the state is in
violation of Chapter 90.48, Water Pollution Control, and WAC 173-201A, Water Quality
Standards for Surface Waters of the State of Washington,and is subject to enforcement
action.
During construction, all releases of oils,hydraulic fluids, fuels,other petroleum products,
paints, solvents,and other deleterious materials must be contained and removed in a manner
that will prevent their discharge to waters and soils of the state. The cleanup of spills should
take precedence over all other work on the site.
Proper disposal of construction debris must be on land in such a manner that debris cannot
enter Case Inlet or cause water quality degradation of state waters.
All trenches, depressions,or holes created in the intertidal area shall be backfilled prior to
inundation by tidal waters.
All stormwater discharges must be constructed in a manner that will not cause scouring on
the beach.
Ecology's comments are based upon information provided by the lead agency. As such,they
may not constitute an exhaustive list of the various authorizations that must be obtained or legal
requirements that must be fulfilled in order to carry out the proposed action.

Environmental Checklist and other information on file with the Lead Agency. This information is
available to the public upon request.

connected with this proposal: if yes, explain. No.

prepared, or will be prepared, directly related to this proposal. Nothing
has been prepared.

approvals of other proposals directly affecting the property covered by
your proposal? If yes, explain. No.

proposal, if known. A Mason County shoreline exemption and
building permit. An HPA from the WDFW.
11. Give a brief, complete description of your proposal, including the proposed
uses and the size of the project and site. There are several questions
later in this checklist that ask you to describe certain aspects of your

agencies may modify this form to include additional specific information on
project description). A replacement bulkhead shall be constructed
using large angular rock, running in the same location as the
existing wood bulkhead and landward of MHHW, along approx. 126
lineal feet of frontage. Height of the bulkhead to be a maximum of
5.0 feet above the existing beach grade. Base rock to be keyed into
beach a minimum of 18-24" below the existing beach grade. Entire
bulkhead to be backed with 4-8" quarry spalls and filter fabric.
Minimal vegetation shall be disturbed. Any existing woody debris to
remain on beach. Existing manmade debris, including the existing
failed bulkhead, to be removed from the beach.
All activities are within the 100-year flood plain. The nearest
waterbody is Case Inlet.
12. What is the location of the proposal? Give sufficient information for a
person to understand the precise location of your proposed project
including a street address, if any, and section, township, and range, if
known. If a proposal would occur over a range of area, provide the range
or boundaries of the site(s). Provide a legal description, site plan, vicinity
map, and topographic map, if reasonably available. While you should
submit any plans required by the agency, you are not required to duplicate
maps or detailed plans submitted with any permit applications related to
this checklist The site is located on Case Inlet at 283 E Okonek Rd in
East Grapview. Section 08, Township 21N, Range 01W. The legal
description is: GL 2* & TAX 652*, 652A-1* S 27/244 S 35/191 S 36/140.
B. ENVIRONMENTAL ELEMENTS:
1. EARTH:
a. General description of the site (circle one): Flat, rolling, hilly, steep
slopes, mountainous, other.
b. What is the steepest slope on the site (approx. percent slope)? Greater
than 100 percent.
C. What general types of soils are found on the site (for example, clay, sand,
gravel, peat, muck)? If you know classification of agricultural soils, specify
them and note any prime farmland. Sand and gravel.

No new impervious surface area, as a rock bulkhead is pervious to
water.

along approx. 126 feet of shoreline.

the area of the site that would be affected. Indicate the source of fill
material.

Give general description, purpose, and approximate quantities if

located on the Puget Sound shoreline.

The Chinook salmon, the bull trout, the Puget Sound steelhead, the
killer whale, the leatherback turtle, the humpback whale, the

endangered species in the area.
C. Is the site part of a migration route? If so, explain. Fish migrate through
Case Inlet on their way to spawning streams.

identify when a project needs further analysis regarding adverse effects On ESA
(Endangered Species Act) listed salmonids. Salmonids are salmon, trout and
chars, e.g. bull trout. For our purposes, "ESA listed salmonids" is defined as
fish species listed as endangered, threatened or being considered for listing .
If ESA listed species are present or ever were present in the watershed where
your project will be located, your project has the potential for affecting them,
and you need to comply with the ESA. The questions in this section will help
