GEOTECHNICAL REPORT
(April 19, 2017; 19-Pages)
A. Report Summary:
1. Martig Engineering has determined that this Property (Lot 4) is GEOLOGICALLY
STABLE, and safe to construct and occupy a Single Family Residence upon it.
The attached "Lot Site Plan" and "Lot Section A-A" Drawings show the details of
the subject Lot;
2. The stability of this Lot is due to the presence of the uninterrupted/undisturbed
underlying Sinclair Soils "consolidated/cemented Till". The depth to the top of the
highly cemented Till is only 28" to 42". The shape of the slope was formed by
Glacial Forces, not erosion forces;

3. Stable, Mature, large diameter (4-foot plus) Fir and Cedar Trees are present
throughout the Landscape and the adjacent Marine Bluff Bank is totally covered
with Dense Vegetation.
4. A thorough review of available Maps and Aerial Photographs showed no visual
signs of unstable ground or measurable Bluff Bank loss, at or within the vicinity of
the Lot 4.
5. No Groundwater was found seeping from the Face of the Bluff Bank in the
vicinity of Lot 4.
6. Given the fact that the Tributary Area for Surface Water Runoff is very small and
well vegetated, and that the ground slope of the Lot 4 Property (easterly of Bluff
Bank) is very gentle (7% to 12%), no visual signs of a surface soil saturation or
surface water runoff were found on or adjacent to Lot 4.
7. The Coastal Zone Atlas Map provides a generalized mapping of Marine Bluff
Stability. This map shows that the Lot 4 Property is located upon (S) Stable Land,
consistent with our Field-Investigations.
8. Given the age of the existing large Fir and Cedar trees along the existing Top-of-
Bank, on and adjacent to Lot 4 and its surrounds, we know that the property has
remained Stable while experiencing several historically significantly large
Earthquakes;
9. We found no soil cracks or slumps, indicative of soil Land-Mass movement. This
is because the soil mass supporting Lot 4 and the surrounding areas consists of
the Densely Cemented, Consolidated, Sinclair Soils Till. Soil that is strong
enough to resist induced erosion and earthquake forces.
B. Lot 4 General Geologic Conditions:
1. Location — Lot 4 is situated upon a generally flat plateau at an Elevation of 110'
to 110', overlooking Pickering Passage. (see Attachment 1: Vicinity/Topography
Map; USGS Vaughn Quad Map). The Pickering Passage Steeply Sloping Marine
Bluff Top-of-Bank is located about 35' westerly of the Lot 4 westerly Property
Line.
This plateau is very stable, founded upon highly cemented Till soil with Marine
Bluff Banks formed by Glacial forces, not erosion forces. Access is by E
Promontory Road.

2. Soils — The onsite and adjacent soils are (So) Sinclair Shotty Loam, 5% to 15%.
The Lot 4 ground slopes were measured to be 7% to 12%, held very stable by
the underlying highly cemented Till soil formation found at depths no greater than
28" to 42" (see Attachment 2: Soils Map; Soil Survey, Mason County).
3. Geomorphology —The subject Plateau is a narrow land mass, with its length
gently sloping south to north and its narrow width crowned to slope gently to the
east and west from its center. The ground surface is densely vegetated with no
large areas/sub-basins of surface water runoff occurring. Therefore, no surface
wetlands or surface bodies of water exist.
Since the body of this Plateau consists of a solid Till formation, no groundwater
aquifers exist above sea level and no springs were found along the adjacent
Marine Bluff Bank.
C. Lot 4 Site Plan & Elevation View (see 2-Pages of Photos at end of Report's Text):
1. Site Plan — The Site Plan Drawing is shown on Attachment 3. The Lot's SFR
Building Site has been previously cleared and has an existing grass ground
cover on the gently sloping ground.
A 10' to 25' wide strip, abutting the Top-of-Bank, is densely vegetated with native
understory plants.
The site is serviced by Community Water, Sanitary Sewer, and Storm Sewer
facilities (see Attachment 4). Therefore, no onsite utilities are needed nor shown
on the development Site Plan Drawing. No test holes or borings were necessary
given the Till soil formation and Community supplied utilities.
2. Elevation View — The Elevation View Drawing (Section A —A) is shown on
Attachment 5, (1"=20', both H & V).
The House's westerly Foundation Soil Load Zone Limit line (1 to 1 slope from
bottom of footing, shown in Green Dashed Line) demonstrates that the House's
Dead and Live Loads do not exit onto the surface of the Marine Bluff Bank Steep
Slope, but exit safely at the beach Level where the House Load Intensity has
diminished to the point that it is not measurable anyway.
Therefore, there is no need to impose normally prescribed Setbacks to insure the
safety of the Home Site or the Steep Bank.

No grade changes or significant excavations are necessary to develop the
proposed SFR.
D. Slope Stability Analyses:
Given that Lot 4 and its surrounds are situated upon an uninterrupted, deep, highly
cemented Till soil formation, it has been and will remain very stable.
Dozens of neighboring homes are situated upon this stable Till formation, with
similar setbacks from the steep Marine Bluff Top-of-Bank as is shown for Lot 4.
These existing Homes show no signs of distress and have remained stable for
decades.
1. Google Earth Aerial Photos (2016) —These photos show the Lot 4 Vicinity.
The Attachment 7 Photo, shows the vicinity in Plan View. Lot 4 is located
southerly of the visible Gray Roof (at Red "S" on white square) and westerly of E
Promontory Road. Note the dense vegetation that inhibits the development of
surface water runoff on the gentle sloping Plateau.
The Attachment 8 Photo view is looking Northeasterly into the Steep Slope,
westerly of Lot 4 (at Red "S" on white square). Note the existing dense Canopy
and Understory Vegetation.
The examination of older aerial photos confirmed that no change in the position
of the Top-of-Bank or Toe-of-Slope has occurred over decades of time,
confirming that this site is geologically stable.
2. Coastal Zone Atlas - The Coastal Zone Atlas Mason County Shoreline Stability
Map (see Attachment 5) shows that Lot 4 is situated upon the Stable Cemented
Till soil formation (S).
The westerly Marine Bluff Steep Slope is shown s (U), Unstable: However, at
this location, the steep slope is and has been stable, wi ense vegetated
ground cover (no bare spots upon the slope, except the shoreline) At the
shoreline, a vertical face (a couple of feet high) of the exposed Till formation is z5'f,
exposed. Above this face, the Shotty Loam soil remains in place, since the
tributary area is too small to develop overland surface water flow that could erode
it away. Dense vegetation remains growing healthy upon the steep slope.

3. Seismic Evaluation - The above discussions confirm Static Loading Stability.
As for Earthquake induced, dynamic, seismic loading, there are no existing
mathematical algorithms to evaluate consolidated, dense, cemented Till soil
formations. The Simplified Bishop's Method of Circles is used for unconsolidated
soil masses and therefore does not apply at this consolidated, Till-Soil, supported
Site.
However, given the old age of surviving Large Cedar and Fir trees, standing
straight, tall & healthy along the Steep Slope and its lineal Top-of-Bank
alignment, we can deduce that historic Strong Earthquakes have not caused
landslides over the time frame of a couple of 100-years.
Again, the evaluation of old aerial photos did not reveal any signs of landslides
that could have been caused by earthquakes or other natural forces.
E. SFR Residence Development Restrictions:
Given that the Water, Wastewater, and Stormwater utilities are provided by the
Harstene Pointe Association, there are no restrictions related to dealing with utilities
onsite.
1. ALL UTILITIES SHALL BE CONNECTED TO THE HARSTENE POINTE
ASSOCIATION PROVIDED UTILITY CONNECTION LOCATIONS (see
Attachment 4);
2. The foundation excavations should be kept to a minimum, and Step-Footings (no
fill) should be employed;
3. No prescribed Setbacks or Buffers are required in order to protect the Landslide
Hazard Steep Slope or to protect the SFR Development, given the analyses
described within the above sections of this Report. The standard building
setbacks from the Lot 4 Property Lines are sufficient at Lot 4.
F. Clearing & Grading:
Lot 4 has already been cleared for the placement of a SFR. Therefore no
recommendations are necessary for Clearing. No grading is required, only minor
excavations for building footings, therefore no recommendations are necessary.
G. Temporary Erosion Control:
No special requirements are needed. Standard erosion control Best Practices are
fine at Lot 4. The use of Staked Straw/Hay Bales or a Silt Fence is fine here.

H. On-Site & Off-Site Impacts:
No off-site runoff is tributary to Lot 4. The building site ground slopes are 7% to 12%.
All Utilities can and will be connected to the Association provided Systems.
Therefore, there are no adverse environmental impacts.
The Front of the proposed new SFR is at or behind the Fronts of the existing Homes,
located on either side of Lot 4. Therefore, the new SFR will not interfere with the
Neighbor's views.
I. Other Restrictions Conditions and/or Mitigation Measures:
Lot 4 has been pre-prepared for the construction of a new SFR when Harstene
Pointe Division 10 was installed.
All essential Utilities (water, sewer, storm drains) have been pre-installed as shown
on Attachment 4.
The Plated Lots, including Lot 4, have been placed/located within appropriately
designed Buffers, Setbacks, and Easements, Owned/Controlled/Maintained by the
Harstene Pointe Association.
Therefore, by the initial intent of the constructed Plat layout, most environmental
concerns have already been addressed and have been and continue to protect the
Harstene Pointe environment. That is the reason that this Geotechnical Investigation
found Lot 4 to be ready and able to safely allow the construction of a SFR upon it
without new, special; Restrictions, Conditions, or Mitigation Measures.
Martig Engineering finds that the proposed new SFR upon Lot 4 can be constructed,
maintained, and occupied by properly employing Standard Mason County Lot
related Specifications, Regulations, and Interior Lot Setbacks.

This concludes this Martig Engineering Geotechnical Report for the above referenced
Harstene Point Lot 4, (740 E Promontory Road).
Martig Engineering hereby certifies that the proposed SFR Development can be
permitted and that the requirements of the Mason County Resource Ordinance,
Landslide Hazard Section can be met and that no adverse environmental impact, harm
to property, or threat to public health and safety will result if this Proposed SFR is
constructed in accordance with Standard Mason County SFR Development Regulations
and that said construction conforms with the provisions presented within this
Geotechnical Report.
