Dear Mr. Borden,
The meeting of 22 June 2000 in the Office of Mr. Dave Salzer's, Director of Mason County Community
Development, defined the necessary work that would be required to rescind the subject stop work order
of 19 October 1998.
As you know, my property consists of two parcels of which both are part of the Plat of Detroit#2. It
consists of nine blocks (Blocks 44, 45, 46, 54 through 59)or 180 lots located between Atwater and
Griswold Avenues known as the southern parcel. The northern parcel consists of six blocks (Blocks 23,
24, 25, 26, 27, and 28) and partial blocks (Blocks 13, 14, 15, and 22)or 142 lots located between
Randolph Avenue and Oak Street.
No work has been done since I acquired the property except what was agreed to during the
22 June 2000 meeting. I submitted all the necessary documents and permits to accomplishing the
wetland mitigation of approximately 25,000 square feet in Blocks 22 and 23 on the northern parcel. A
MEP for this mitigation, Preliminary Wetland Mitigation Report#3016 of 13 July 2000 and a SEPA
were submitted to Mason County on 14 July 2000. The SEPA and two of the three MEPs for additional
work are still in the review and approval process by Mason County. The as-built planting and
monitoring plans for the mitigation work were delivered to Mr. Allan Borden on 29 January 2001. The
as-built construction drawing was previously submitted to Mason County by WestSound Engineering.
I believe I have met all the Mason County requirements to rescind the subject stop work order.

Dear Mr. Jurges:
Mason County Department of Community Development has received your January 28, 2001
letter concerning the stop work order ENF98-0125 on the above listed parcels. Your letter
requests that the subject stop work order be rescinded due to the actions undertaken by you to
address past activities that violated Mason County regulations.
In reviewing your letter, this Department does acknowledge that you and your contractors have
mapped critical area boundaries (stream and wetlands), accomplished the replanting of
damaged stream and wetland buffers in the southern portion of your property near Atwater and
Griswold Avenues, and analyzed and implemented the proposed wetland mitigation in the
northern portion of your property near Randolph Avenue and Oak Street. This work has been
verified through the as-built and monitoring plans (January 2001) and construction drawings
(November 2000) submitted to Mason County.
These actions resolve the concerns of the Department of Community Development that
prompted the posting of the stop work on these properties. Based upon this conclusion, the
stop work order is hereby rescinded and the parcel flagging in Mason County permit tracking
system shall be removed.
Proposals to develop these properties shall comply with Mason County codes and development
standards, such as you were informed in the pre-application review meeting in August 2000.
