Box 186 Shelton, WA 98584 RE: 2"d MONITORING REPORT FOR THE GRAPEVIEW RV PARK PROJECT Dear Mr. Borden: The following is the 2nd year Monitoring Report as outlined under Sections 2.7 and 4.0 of the Wetland Mitigation Report (BA#3016) dated 13 July 2000 for the above referenced property. The Monitoring report follows the outline as defined in Section 2.7 in the above report beginning with Section 2.7.1 . The goals and objectives of the Mitigation Plan (BA#3016) have been reviewed and verified that the mitigation is progressing successfully. 2.7.1 Vegetation The vegetation of the mitigation area was monitored at the five monitoring plots as shown on accompanying Figure 6. The sample plots, measuring 20 x 20 feet, were evaluated. Monitoring forms for each of the sample plots provide strata, number of plants, condition, percent cover, and percent survival. Desirable volunteers and invasive exotics are also included (Attachment 1). 2.7.2 Water Regime The water regime of the wetland mitigation area meets wetland hydrology conditions throughout the mitigation area. The monitoring plots verify the presence of wetland hydrology in each of the wetland sample plots. 3303 43rd St. NW, P.O.Box 1337, Gig Harbor WA 98335 USA 253.858.7055 Fax 253.858.2534 ba@harbornet.com Per B & A letter of 18 September 2000, the Mitigation Plan was substantially altered from the original concept by the presence of a water table in the mitigation area that was not anticipated. As a result of intercepting groundwater, we are generally creating a freshwater marsh in much of the wetland rather than a Palustrine Forested wetland. The eastern portion of the wetland is mostly open water that will naturally fill in with emergent plants and surrounding Wetlands E and F. The western portion of the wetland has been replanted to a Scrub/Shrub and Forested plant community. The soil test holes found wetland hydrology within 6 inches of the surface throughout the created wetland area, while the open water area in the eastern portion of the wetland was ponded. 2.7.3 Soils Soil monitoring found the soils in the mitigation area forming hydric soil characteristics. In the lower profile at approximately 12 inches, the soils were beginning to form lower chromas indicating anaerobic conditions and the reduction of iron. These soil formation processes are typical of hydric soils. 2.7.4 Fauna The Monitoring Form addresses wildlife. Evidence of wildlife includes use by deer, waterfowl, coyotes and other birds. 2.7.5 Development of Habitat Structure Habitat structure is in the early stages of development. Plants are surviving and a scrub/shrub and forested community with open water is forming. The items per the Final Mitigation Report are addressed as follows: • Tree structure in and around the wetlands is developing from existing and planted trees. • Several snags, stumps, downed trees, and woody debris are in the wetland area per accompanying photographs. • Canopy cover is forming from the plantings. 3016L6/ajb/smh/2/5/02 2 • Structural levels will include an open water component with Forested, Scrub/Shrub, and Emergent communities are forming. • The mitigation area is connected to Wetlands E and F on three sides, which is all left as open land. The area on the north and south of the wetland has been logged and is currently regrowing into a Forested community, while it is presently a Scrub/Shrub Emergent plant community. To the west is a Forested plant community. • The adjacent land use from the wetland to the west is undisturbed forested, while to the north and south will be undeveloped wetland areas. To the east will be buffer with eventual development of single family residences. • The presence of priority habitats is not applicable, as there are none on or near the site. 2.7.6 Water Quality Water quality is not monitored. 2.7.7 Buffers Buffer Photo Station Looking NE (Plot 5) documents the buffer vegetation and shows the buffer area. 2.8 Site Protection Upon development of the area around the wetland, protective buffers will be established. 3.9 Maintenance and Contingency plan There is no need for maintenance or contingency measures at this time. 3016L6/ajb/smh/2/5/02 3 This concludes the As-Built Mitigation Report for the recently constructed mitigation area in accordance with B & A report (BA#3016) of 13 July 2000.
