RE: WETLAND MITIGATION WORK ON
PARCELS 12105-51-22001 AND 12105-51-23001
Dear Mr. Jurges:
This letter is to clarify to Jurges Enterprises, heirs, or assigns, that the Summer 2000
wetland mitigation work in these parcels provides 24,480 square feet of new wetland to
compensate for the filling of wetlands and streams to the south (prior to 1999) and nearby
to the newly created wetland (anticipated work on Mecklem Road). The wetland
mitigation project is described on the attached page 2 from the A.J. Bredberg report.
The anticipated filling for road construction on Mecklem Rd. was to involve 1,902 sq. ft.
area in wetland E and a 6,114 sq. ft. area in wetland F. These fill sites are nearby the
upland location that was excavated to create the mitigation wetland in the summer of
2000. You notified this Department in May 2002 about your proposal to use Ninth Street
(from Oakdale Street) as the access to Blocks 25 and 26, instead of the road construction
along Mecklem Rd. from Grapeview Loop Rd. to the east. A Mason Environmental
Permit was issued on June 5, 2002 to alter 24 ft. by 170 ft. area, including 2,000 sq. ft. of
wetland, to locate a culvert and 20 foot wide road in the wetland F area. This revised
access route reduced the potential impact as follows:
Wetland A affected (2000 proposal) 4,024 sq. ft. 4,024 sq. ft.
Wetland E affected (2000 proposal) 1,902 sq. ft. 0 sq. ft.
Wetland F affected (2000 proposal) 6,114 sq. ft.
Wetland F affected (2002 proposal) 2,000 sq. ft.
TOTAL 12,040 sq. ft. 6,024 sq. ft.
With the impact to wetlands by development reduced 50 percent, the wetland created as
mitigation for the proposed development and past activities (24, 480 sq. ft.) is twice the
area size needed to mitigate for the development as proposed (12,048 sq. ft.). With the
success and continued monitoring of this mitigation wetland, the surplus wetland created,
amounting to 12,432 sq. ft., can be applied to development proposed on adjacent and
contiguous lands(Blocks and lots) in Detroit No. 2 in R.1 W., T.21N., section 5, and
requiring mitigation of wetland impacts. Jurges Enterprises, heirs, or assigns, should be
aware that such future development will need to meet all Mason County development
standards current at the time of complete application submittal, and the proposed
mitigation for potential impacts of that development will need to be evaluated to see if
this surplus wetland area can apply to the needed mitigation.
Mason County Department of Community Development is aware that the property in
Blocks 22 and 23, where the wetland mitigation was accomplished, is being purchased by
Mason County and will be held as a site for additional wetland mitigation for county road
projects in the vicinity. The effectiveness of the 24,480 sq. ft. wetland mitigation project
will be increased when additional wetland work is completed as part of Mason County
Public Works mitigation requirements.
