After review of your submitted Joint Aquatic Permit Application (JARPA) forms that we received on August 11, 2017, Mason County concludes that the proposed shellfish farm operation, on marine tidelands in Pickering Passage, does not constitute development under the Mason County Shoreline Master Program and does not cause substantial interference with the normal public use of the water (AGO 2007 No. 1). Therefore, a Substantial Development Permit is not required nor a letter of Shoreline Exemption. Mason County has determined that the proposed shellfish farm is consistent with the Mason County Shoreline Master Program Policies and Use Regulations for Aquaculture and the Shoreline Management Act. There are several questions later in this checklist that ask you to describe certain aspects of your proposal. You do not need to repeat those answers on this page. (Lead agency may modify this form to include additional specific information on project description.) Geoduck clams will be planted in nursery tubes with one tube every 1.2 square feet. Large canopy nets may be placed over the tube field and secured with rebar and/or temporarily after tubes are removed. Tubes and nets were removed when juvenile geoduck are able to evade predation(approximately 2 years). Harvest will be conducted using hydraulic wands and loosening the substrate around individual geoduck. The geoduck are placed in baskets and transported by boat to Taylor access and then to plant for processing. In general, most harvest will take place at low tide,but depending on tides and market,up to 70%dive harvest may be used. Manila clams and/or oysters may also be cultured at this site. 2 12. The activity will take place on tidelands located in parts of Section 28,Township 22 North,Range 1 West, W.M.in Pickering Passage,Mason County. B. ENVIRONMENTAL ELEMENTS 1. Earth / a. These are shellfish beds located on tidelands and are subject to ebb and flow of tides. 3) Estimate the amount of fill and dredge material that would be placed in or removed from surface water or wetlands and indicate the area of the site that would be affected. Indicate the source of the fill material. None. 4) Will the proposal require surface water withdrawals or diversions? Give general description,purpose, and approximate quantities if known. Additionally,NOAA's National Marine Fisheries Service conducted a formal consultation on shellfish activities,including activities that may occur at this site,and concluded that these operations are not likely to adversely impact salmonids,their prey,or essential fish habitat. 6. Energy and Natural Resources a. What kinds of energy(electrical,natural gas,oil,wood stove,solar)will be used to meet the completed project's energy needs? Describe whether it will be used for heating,manufacturing,etc. None. b. Would your project affect the potential use of solar energy by adjacent properties?If so,generally describe. No. c. Are there any environmental health hazards,including exposure to toxic chemicals,risk of fire and explosion,spill, or hazardous waste that could occur as a result of this proposal? If so,describe. Minimal exposure to environmental health hazards from vehicle and boat operations and work being conducted in marine waters. 1) Describe any emergency services that might be required. Fire and ambulance services may be required in the event of worker accidents. Oil booms may be required for broken lines or accidental spills. 2) Propose measures to reduce or control environmental health hazards,if any: Risk of diesel or oil spill or accident is minimal and all precautions will be used for prevention. Additionally, biodegradable oil will be used in the hydraulic systems. Taylor Shellfish has both a Central Safety and Environmental Codes of Practice committee that guide managers and workers in safe and environmentally sound operations. b. Noise 1) What types of noise exist in the area which may affect your project(for example:traffic,equipment,operation, other)? None. 2) What types and levels of noise would be created by or associated with the project on a short-term basis(for example: traffic,construction,operation,other)? Indicate what hours noise would come from the site. There will be no long-term,permanent increase in noise associated with these activities. Short-term noise will increase in some areas at some times due to mechanical operations. However,harvest pumps have been modified and housed to ensure minimum noise is emitted. Employees are trained to minimize 6 disruptive noise,especially during nighttime operations. Shellfish beds are managed according to tidal fluctuations and can occur day or night. 3) Proposed measures to reduce or control noise impacts,if any: Motors are muffled by approved exhaust systems,employees are trained to minimize unnecessary noise, and all operations are conducted consistent with Taylor Shellfish Environmental Codes of Practice. 8. Land and Shoreline Use a. What is the current use of the site and adjacent properties? The adjacent shoreward tidelands are used for shellfish culture and are privately owned. Some of the uplands are developed for single-family residences. There is some open space in the upland area. b. Has the site been used for agriculture? If so,describe. No. c.
