TAHJA, P/W - County Hydraulic Engineer SUBJ: Shelton Church of Christ Stormwater Management Review Don, Mr. Benton Cook, P.E. , of Olympia has submitted a permanent stormwater control plan for a proposed church to be located at W 740 Dayton Airport Road in Mason County, Washington. I have reviewed the proposal , and feel the retention facilities and water quality features of the proposal are acceptable, with the exception of the retention pond sideslope design. Mr. Benton has specified that the retention pond be constructed with 2H: 1V sideslopes. The Puget Sound Water Quality Authority's Technical Manual specifies that retention and detention ponds should be constructed with 3H:1V sideslopes. Mr. Benton's design calls for the retention pond to reach a depth of 2 feet. A Santa Barbara Urban Hydrological analysis of the facilities shows that a 2 foot depth in the pond will accommodate a 100 year 24 hour storm event, but the plans submitted do not make it clear, what that pond is capable of building up to in the event of the retention pond clogging, or not percolating at the design rate. Because there appears to be a potential for the pond to realize a depth greater than 2 feet, safety concerns lead me to request that the side slopes be relieved to a 3H:1V sidslope design for the retention pond. A 3:1 sideslope is considered shallow enough to allow pedestrians (particularly children) to climb back out if they inadvertently fall in. I concur with Mr. Benton's recommendation that the roof runoff should be directed to a drywell . I have investigated the adequacy of the drywell size and feel it is acceptable. AL AN A. If at any time Mason County reasonably determines that maintenance or repair work is required to be done to the existing, approved storm drainage facilities installed on the property described above and located outside of any public right-of-way (which will mean repair and or clean out of the existing system only to the same standards as originally installed and approved) , the Director of the Department of Public Works shall give the current owners seven days notice that the County intends to perform such maintenance or repairs, or to have them performed by others. If the current owners have not completed or are not diligently pursuing the repair or maintenance of the system and it becomes necessary for Mason County to perform the work, the current owners will assume responsibility for the cost of such maintenance or repair and will reimburse the County within thirty days of receipt of the invoice. Overdue payments will require payment of interest at the current legal rate for liquidated judgments, and any costs or fees incurred by the County, should any legal action be required to collect such payments, will be borne by the parties responsible for said reimbursements. 2 . If at any time Mason County reasonably determines that the existing and approved storm drainage system on the property poses a hazard to life and limb, or endangers property, or adversely affects the safety and operations of a public way, due to failure, damage or non-maintenance of the existing on-site storm system, and that the situation is so adverse as to preclude written notice to said owners, the Director of the Department of Public Works may take the measures necessary to eliminate the hazardous situation (which will mean repair or clean out of the existing system only to the same standards as originally installed and approved) provided the Director has first made a reasonable effort to locate said owner before acting. The current owners will assume responsibility for the cost of such maintenance or repair; and will reimburse the County within thirty days of receipt of the invoice. Only the impervious paved parking areas have been included in the designed system. It is assumed, due to the high permeability of the site, that runoff from pervious areas will infiltrate on site. 2- It is recommended roof runoff be directed to an adequately sized drywell to the south of the building properly separated from the septic system. Based upon a roof area of 5000sf this drywell ought be about 18' x 18' x 4' deep. The construction ought be of washed sewer rock enclosed within filter fabric. 3- Pavement structure design is by others. Geometric design is part os this package. 4- Septic system design is by others. Assumed location of system is shown on this plan and must be verified prior to construction of this system. 5- Water service design is by others. 6- Building design and private utility design is by others. 7- Upon completion the Owner shall be responsible for the system in accord with the covenants required by Mason County for privately owned stormdrainage management systems. 8- Maintenance for this system consists of keeping the bioswale clean, mowed, raked and healthy; keeping the pond clean, mowed and pervious at the bottom; and keeping the parking area cleaned and properly graded.
