After review of your submitted Joint Aquatic Permit Application (JARPA) forms that we received on August 18, 2017, Mason County concludes that the proposed shellfish farm operation, on marine tidelands in Case Inlet, does not constitute development under the Mason County Shoreline Master Program and does not cause substantial interference with the normal public use of the water (AGO 2007 No. 1). Therefore, a Substantial Development Permit is not required nor a letter of Shoreline Exemption. Mason County has determined that the proposed shellfish farm is consistent with the Mason County Shoreline Master Program Policies and Use Regulations for Aquaculture and the Shoreline Management Act. Manila clam seed is broadcast by hand into the intertidal area that may or may not have been netted with canopy-type netting. Harvest takes place by hand digging into sacks or mechanical harvest for pick up by boat and trucked to processing plant. Oysters are grown in bags, longlines, near-bottom, and on bottom. Harvest takes place by manually forking oysters into tubs for pick up and transfer. Bags are pulled and emptied onto barge for transfer. 6b. Indicate the project category. Oysters grown in bags are harvested by emptying oysters onto barges or scows and then transported to trucks. Bags are reused. Oysters grown on longlines are harvested manually pulling the lines and placing on scows and barges for transport to processing docks. Oysters grown in near-bottom will be grown in a variety of ways including bags attached to lines with floats. Shellfish culture requires a healthy marine ecosystem to be successful. Taylor Shellfish employs Environmental Codes of Practice to ensure all activities meet environmental standards. 8b.
