PRE-APPLICATION CONFERENCE REQUEST FORM
The purpose of the pre-submission conference is to identify and/or eliminate as many potential problems as
possible in order for the project to be processed without delay. Representatives for the Fire Marshal's Office, Building
Department, Environmental Health, Planning, and Public Works Departments may attend the meeting to discuss rules
and regulations applicable to the proposed project. Topics covered during the meeting will include the comprehensive
plan, shoreline program, zoning, availability of sewer and potable water, development concepts, building construction,
fire protection and life safety concerns of the proposed project. The pre-submission conference will be most informative
when you provide accurate and detailed information on the Pre-Application Conference Application Form and the site
plan.Applications will be accepted when all information is received and deemed complete.
Pre-Application Conferences are held every Wednesday and last up to one hour. To schedule a meeting
complete the applications and return with 6 copies of the detailed site plan, by 3:00 PM on the Wednesday two weeks
prior to the proposed meeting.

DESCRIPTION & SIZE OF PROJECT/OCCUPANCY CLASSIFICATION & USE: proposing 5 buildings
1-502, primary occupancy classification F-1, buildings will require separate building permits
Complete building permit applications will include the following information that is applicable to the project::
• SETBACKS TO PROPERTY LINES: Provide a site plan, drawn to scale. Clearly identify all structures,
including fences, fuel tanks and other similar items, with setback dimensions on site the plan.
• DISTANCES TO OTHER STRUCTURES: Site plan, drawn to scale shall clearly identify distances, where
required include fire-resistive details, including continuity, &tested assembly details.
• FIRE RESISTANCE FOR EXTERIOR WALLS: When applicable include fire-resistive details, including
continuity, &tested assembly details.
• IDENTIFY TYPE OF CONSTRUCTION & PROVIDE ALLOWABLE AREA CALCULATIONS WHERE
NEEDED. See Chapter 5, IBC. Type VB construction includes structures constructed with combustible
construction such as wood framed structures. Type II construction includes steel structures constructed
ENTIRELY by non-combustible construction. 2 complete copies of building plans and calculations
are required for submittal
• FIRE-RESISTIVE RATED CONSTRUCTION &TYPE OF CONSTRUCTION : Metal buildings, plans not
submitted, assumed to be type II construction.
Where required demonstrate compliance. Identify the location of the assembly, compliance to
continuity requirements and construction details:
EXTERIOR WALL(IBC704), FIRE WALL(IBC705), FIRE BARRIER(IBC706), SHAFT ENCLOSURES
(IBC 707), FIRE PARTITIONS(IBC 708), SMOKE BARRIERS(IBC 709), SMOKE PARTITIONS(IBC
710), HORIZONTAL ASSEMBLIES(IBC 711), PENETRATIONS(IBC 712), FIRE-RESISTANT JOINT
SYSTEMS(IBC 713), FIRE-RESISTANCE RATING OF STRUCTUURAL MEMBERS(IBC 714),
OPENING PROTECTION(IBC 715), DUCT&AIR TRANSFER OPENINGS(IBC 716), CONCEALED
SPACES(IBC 717), ETC,
• NUMBER OF EXITS REQUIRED/OCCUPANT LOAD:(IBC 1004): Table 1004 is used to determine
occupant load used to evaluate the structure for exiting purposes, plumbing fixture requirements, and other
code related concerns. Include design calculations, demonstrating how occupant loads were calculated,
on building plans. table 1004.1.2 provided
• EXIT PLAN: Clearly identify the exit path and exit signage on construction plans. clearly show exit path
and compliance to IBC chapter 10
• ENGINEERING REQUIRED: Structures that do not comply with prescriptive specifications of the 2012
International Code (IBC)shall be designed in accordance with Chapter 16 of the IBC.
Referencing Washington State RCW 18.08.410 - Structures 4000 sq. ft or more shall have all plan
pages reviewed and stamped by a Washington State licensed design professional. The review shall
include a code evaluation addressing life-safety, plumbing & mechanical evaluation, and structural
analysis. (ref. RCW 18.08.410) ALL PLAN PAGES SHALL BE STAMPED AND SIGNED BY THE
DESIGN PROFESSIONAL, including plumbing and mechanical pages. engineering will be required
for all proposed buildings, see design criteria
• ACCESSIBILITY REQUIRED: YES, include compliance information including design calculations
demonstrating compliance to Chapter 11 and details demonstrating compliance to ANSI 117.1 in effect at
the time of submittal. Include information demonstrating compliance for restrooms, employee work areas,
parking spaces, accessibility to structure, drinking fountain, signage, etc. When required verify that
building plans contain compliance information.
• PLUMBING SYSTEMS (Chapter 29 Washington Amendment to IBC): Using IBC Chapter 10, determine
occupant load. The number of plumbing fixtures is determined based upon the occupant load. Plumbing
fixtures need not be provided for unoccupied buildings. Permitted building shall comply. On plans, include
design calculations for the following: water closets (M/F), Lavatories, Drinking Fountains, etc.
• Referencing IBC/WAC 2902.2 separate plumbing fixtures shall be required for each sex, except when the
calculated occupancy load is 15 or less, then unisex fixtures shall be allowed. To calculate the number of
fixtures and referencing Table 2902.1 the following fixtures shall be required:
Offices: 1 water closet per 25 for the first 50 and 1 per 50 for the remainder exceeding 50. 1
lavatory per 40 for the first 80.
Storage(S1&S2): 1 water closet per 100 and 1 lavatory per 100.
Plumbing fixture count can be for the entire facility, including all structures)for compliance purposes.
Provide design calculations demonstrating how the fixture count was determined on construction plans.
• NON-RESIDENTIAL ENERGY CODE: ALL enclosed spaces require Non-Residential Energy
Conservation Code (IECC/WSEC). Provide completed compliance forms (envelope & mechanical).

• LIGHTING: All non-residential structures shall comply with IECC/WSEC lighting requirements. Complete
compliance forms and provide a lighting plan that includes switching locations. WSEC forms and
information can be accessed at: http://www.neec.net/resources/resources.html.

• Ventilation and Indoor Air Quality Code compliance: Provide calculations when required.
• COMMERCIAL KITCHEN: Show compliance to Chapter 5 of the International Mechanical Code when a
kitchen is included in the project.
• GEOTECH REPORT REQUIRED? YES / NO (Refer to planning requirements)
• OIL SEPARATOR: REQUIRED when vehicle repair work is performed. Identify location and provide
construction details.
• PROVIDE A SPACE FOR STORAGE OF RECYCLED MATERIAL & SOLID WASTE (WAC51-50-009):
Identify the location.
• SPECIAL INSPECTION: Referencing IBC Chapter 17, Section 1704.1.1. Statement of special inspections
prepared by registered design professional in responsible charge. Complete a Special Inspection
authorization form. Special Inspection Authorization form provided
• INTERIOR FINISHES: Include information demonstrating compliance to Interior finishes required in IBC
Chapter 8.
• STORAGE SPACES: Identify material stored, anticipated quantities, height, and if hazardous, include
MSDS sheets for each product.
• STORAGE RACKS greater than 5'9" shall be permitted either with the proposed project or separate
building permit. Where required documents shall include design information demonstrating stability for
seismic conditions. Special inspection may be necessary, reference IBC Section 1707.6 and 1705.3 (4.5),
storage racks, provide compliance information.
• MECHANICAL EQUIPMENT: Identify the location and type of mechanical equipment located within, and
outside the structure. Address foundation and support systems for equipment. Where new equipment will
be placed on site provide UL listing information and/or construction details stamped by a Washington State
licensed design professional. Where applicable include duct information and duct support compliance
information.
• FIRE MARSHAL REQUIREMENTS: Carefully review Fire Marshal comments requirements including fire
protection requirements and identify compliance information on the proposed building plans. Show the
location of fire extinguishers and identify type. Fire apparatus access standards provided
• SPRINKLER SYSTEM: Verify that design calculations include additional load attributed to required fire
sprinkler system. Commercial fire flow worksheet provided
• SUSPENDED CEILING SYSTEMS: Provide details and specifications relating to suspended ceilings
where applicable. Details shall be designed and approved for seismic loading in accordance to IBC
Chapter 16. Where required designate special inspection plan.

Operational Plan for ROOTWORX, LLC

Purpose/Product:
We will grow and package cannabis flower for I-502 retailers.
Facility—General
The building is 6,250 square feet. Initially,we will build two "grow"rooms and put plasma grow
lights in them giving us 1,750 feet of canopy. With 1,750 feet of canopy we will grow
approximately 648 cannabis plants. When the two rooms are running,we will have one
employee plus the two owners working primarily during the day on week days. Additionally,
someone will be at the facility to water plants on most Saturdays and Sundays. We might
periodically work evenings or nights during the harvest weeks or other times as needed. A rough
layout with the lighting plan is attached.
Facility Security
The building will be inspected by the Washington State Liquor Board(WSLB)to ensure we
comply with 1-502 regulations. The security system will have cameras covering every door and
the 20 feet approaching the door and the doors will be alarmed.
Additionally, a surveillance system inside the facility will monitor all employee activities. All
employees must be 21 years of age and will pass a strict WSLB background check before being
hired.
Facility—Lighting
Standard indoor grow operations utilize Metal Halide and High Pressure Sodium grow lights.
The HID lights work well to grow plants but they come with 2 problems:
1. They consume a lot of power. The 1000w lights also need a ballast so they actually
consume 1080 watts each. They also generate a lot of heat. As a general rule, it takes 330
watts of cooling to support each 1000 watt HID bulb
2. The HID bulbs have mercury in them and must be recycled properly.
We have researched and/or tested several brands of LED lights, induction lights and plasma
lights in an attempt to reduce our environmental footprint and to reduce our operational costs.
We have selected a plasma light by Rocket Plasma. The plasma light by Rocket addresses both
of the issues found with HID lighting.

1. Power Consumption: The Rocket Plasma reduces our power requirements by 68%. We
will use 3 each 230 watt bulbs for a total of 690 watts to replace 2 each of the 1080 watt
HID bulbs consuming 2160 watts. 690/2160 =32%
2. Disposal and the environment: The plasma bulb is only about 1"long and Rocket Plasma
has a free recycling program for their customers. When we purchase new bulbs, we will
ship the old bulbs back to the company and they will recycle them.
Facility—Water
The facility is a zero discharge facility. It has no drains in the grow rooms and we will water
plants directly, not with broad sprinklers. The pots for the plants will be in saucers to capture any
excess water.
With the HPS lights we anticipated peak water usage would be approximately 350 gallons per
day. The reduced heat from the plasma lights greatly reduces water lost through evaporation. Our
initial tests indicate we'll only use about 250 gallons per day.
Facility—Air
Due to the low wattage lighting system, we will be able to air condition our rooms with a 68%
less BTU's than if we were running HID bulbs. The grow rooms will be kept at 78 degrees while
the lights are on and 68 degrees while the lights are off. CO2 will be added to aid in plant
growth.
Most of the time, the air in the room will be recycled, not vented. When we do exhaust the air, it
will be at 18' above the ground and approximately 300' from the nearest residence. If odors are a
nuisance at that or other residences, we will add carbon activated filters on the exhaust fans.
Growing:
o We will clone plants from existing"mothers" and grow them for 2 weeks. They take very
little space. 400 clones fit in a 4'x4' area lit by one plasma light.
o Clones will be transplanted into organic amended soil. The plants are then in vegetative
state. They will grow for about 3 - 4 weeks in the vegetative room with 18 hours of light
per day. There will be 16 plants under each light.
o During vegetative state the plants will be treated with the organic miticides

o During vegetative state, natural fungicides may be applied

o After 3- 4 weeks,the plants will be moved to a flower room with 9 under each light
o Plants will grow in the flower room for about 8 weeks depending on the phenotype. 9
plants will be place under each light.
o During both vegetative and flower state, organic nutrients will be added. They will be
stored on shelves along the North wall of the building. The nutrients are listed below with
the volume in the containers and the quantity of containers that will be stored.

Harvesting
o Typically all the plants in a flower room will be harvested at about the same time. This
will be 25 —551bs.
o The stalk of the plant will be cut near the soil. The flowers/colas will be cut off the stem
and put into a feeder of a mechanical trimmer.
o The mechanical trimmer removes the leaves and chops them into small pieces. The
trimmer waste will either be sold to other processes or will be processed as waste.
o The stems themselves will be fed through an electric chipper.
o The shredded stems and other waste will be mixed with shredded cardboard or other
items approved by the WSLB. The waste will be bagged and taken to the land fill.
Curing
o The trimmed flower will be put in screened trays and placed in one of the curing closets.
Curing closets will be locked. Curing will take 3 —20 days.
o After curing the product will either be packaged or bagged in 1 lb bags and stored in a
safe.
Testing
Every batch of product will be tested for potency and for microbial. Testing will be done by one
of the WSLB certified labs.
Packaging
o Dried and cured flowers will be packaged in foil envelopes ranging from 1 gram to 28.3
grams per package. The foil envelopes will be heat sealed and packed in boxes. The
boxes will be placed in shipping quarantine for 1 day then delivered to I-502 retailers.
Some product will be packed in boxes and stored in a safe until sold.

Back in 2008 we had been made aware of a map error during the creation of the Shelton Urban Growth
Area zoning regulations process. Parcel number 420027500040, 190 W Pine Acres was given a "mixed use"
zone when it should have been given "industrial". We told the property owner it would be fixed and then
promptly forgot about it. So, now it has come up again and it needs to be remedied. Can you fix it please?
