X COM2013-00079 Page 2 of 4 19) CONSTRUCTION PROCESS TO BE FIELD CORRECTED AS REQUIRED PER MASON COUNTY BUILDING DEPARTMENT AND THE ADOPTED BUILDING CODE. ' The construction of the permitted project is subject to inspections by the Mason County Building Department. All construction must be in conformance with the international codes as amended and adopted by Mason County. Any corrections, changes or alterations required by a Mason Coun ing Inspector shall be made prior to requesting additional inspections. X 10) All property lines shall be clearly identified at the time of foundation inspection. X 11) All building permits shall have a final inspection performed and approved by the Mason County Building Department prior to permit expiration. The failure to request a final inspection or to obtain approval will be documented in the legal property records on file with Mason County as being non-compli ason County ordinances and building regulations. X r 12) All permits expire 180 days after permit issuance, or 180 days after the last inspection activity is performed. The Building Official may extend the time for action for a period not exceeding 180 days, upon the receipt of a written extension request indicating that circumstances beyond the control of the permit hQldaLbave prevented action from being taken. X 14) A Hydraulic Project Approval from the Washington State Department of Fish Wildlife must be granted prior to construction. X 15) Proper erosion and sediment control practices must be used on the construction site and adjacent areas to prevent upland sediments from entering shoreline waters. Erosion control measures must be in place prior to any clearing, grading, or construction. These control measures must be effective to prevent soil from being carried into surface water by stormwater runoff. X 16) Approved per dimensions and setbacks on submitted site plan. Setbacks are measured from the furthest projection of the structure. X This permit becomes null and void if work or construction authorized is not commenced within 180 days, or if construction or work is suspended for a period of 180 days at any time after work is commenced. Evidence of continuation of work is a progress inspection within the 180 day period. Final inspection must be approved before building can be occupied. Two of the repair locations, defined as Repair Areas 1 and 2, will be done by outside contractors, per their quotes, of which work is described within the permit application. The other work, defined as Repair Area 3, is very minor and simply is the replacement of rotten and/or broken plank(s), singular in nature at various locations in the Spit area of the bulkheads. All work proposed is defined as repair of existing bulkheads. All work, except Repair Area 1 can be done on the land side of the bulkhead and does not require work on the beach/waterway side of the bulkhead. Repair Area 1 is the most critical because if this repair is not completed before the winter season there is risk that continued erosion could possibly undermine the lower portion of the marina access road. Based on this,we would appreciate any ability to process this permit application in a manner that allows for work to be done this season. The permit was assigned case Number COM2013-0079. At intake, we were asked to provide engineer drawing for the work. At this time we are submitting engineering reports and drawings prepared by Martig Engineering. Based on his site visit we are making the following changes to our application: Repair Area 1 will still be done, however the length and scope of the bulkhead has been reduced. Repair Area 2 is being withdrawn and this work will not be done. Martig Engineering while reviewing this location found repairs are not needed at this location. His findings are included in the report. Repair Area 3 and piling repairs remain the same as originally submitted with the engineering report requested. The changes will reduce the project cost from $12,957.00 to less than$6270.00. All work proposed is still defined as repair of existing bulkheads. We will take out the board and replace it with 4X12X12 ACZA .60 treated board. This is the salt water rated wood which is appropriate for this application. The dig out will start at the steps and go west 100 feet. All dig out material from behind the bulkhead will be placed in area above the bulkhead and reused as backfill. Rotten boards will be removed from jobsite. This bid includes materials, dump fees, equipment and labor. $6,687.00 plus tax It will be the responsibility of Hartstene Point to obtain any necessary permits before work begins.
