Alder Street WSDOT Fuel Site Replacement Program The WSDOT Fuel Site Replacement Program, administered by the WSDOT Transportation Equipment Fund (TEF)Office, operates and maintains 126 fuel sites with 205 fuel storage tanks statewide. The tanks range between 1,000 and 12,000 gallon capacity and contain either diesel or unleaded fuel. At present 60 sites have above ground storage tanks(AST) and 66 sites have underground storage tanks (UST). WSDOT plans to replace approximately nine sites every two years, provided funding is available, to keep the facilities current with best available technology,to reduce the chance of tank failure, and to update existing facilities to better serve our users. For a complete list of fueling stations, please see the maps starting on page 3 of the WSDOT's Vehicle Operator's Handbook. The current fuel sites were installed/updated in the 1990's. WSDOT must begin replacing these installations as they age. The process will include site specific analysis and evaluation to determine: • If removal or consolidation of the fueling station with nearby sites is appropriate, based on historic usage and projected needs. • The type of fuel (diesel, unleaded, or both) required at each site and the appropriate size of tank(s) required based on historic usage and vendor refueling capacity. • Ability to replace underground storage tanks(USTs)with above ground storage tanks(ASTs) based on the overall organization and size of the site. Once the type and size of the tanks have been identified, WSDOT will work with the vendors to develop site specific plans. Replacement sites will conform to the most current stormwater rules and regulations, including the addition of catch basins in the vehicle pads and oil/water separators. Completed site specific plans will be submitted to the appropriate agencies for permitting and approval when each project is undertaken. The overall use and size of each fueling station will not change. The location and type of fuel tank(s), vehicle pads and necessary ancillary appurtenances to be removed, replaced or relocated will be designed to fit within the footprint, and within the of the existing sites. r . A Site Assessment Report, Site Check/Site Assessment Checklist, a Closure and Site Assessment Notice to Department of Ecology will be completed for each site where underground storage tanks are being removed or installed. Sites being removed will be assessed by certified people to identify potential hazards and required mediation. 9. Give sufficient information for a person to understand the precise location of your proposed project, including a street address, if any, and section, township, and range, if known. If a proposal would occur over a range of area, provide the range or boundaries of the site(s). Provide a legal description, site plan, vicinity map, and topographic map, if reasonably available. While you should submit any plans required by the agency, you are not required to duplicate maps or detailed plans submitted with any permit applications related to this checklist. Jhel We have 126 fueling locations statewide. The planning and permitting will be accomplished as funding becomes available and we begin the actual process of closing or replacing each site, For a complete list of fueling stations, please see maps starting on page 3 of the WSDOT's Vehicle Operator's Handbook. B. ENVIRONMENTAL ELEMENTS 1hel 1. Earth1!1t!pj a. General des n of the site: hel (circle one): Flat rolling, hilly, steep slopes, mountainous, other We will be orking at existing fuel stations that have been graded and paved. b. What is the steepest slope on the site (approximate percent slope)? hl e!o Varies. Sites are existing locations that have been graded and paved (approximately 0- 2% slope). c. What general types of soils are found on the site (for example, clay, sand, gravel, peat, muck)? If you know the classification of agricultural soils, specify them and note any agricultural land of long-term commercial significance and whether the proposal results in removing any of these soils. h Varies. These are established fuel sites with existing asphalt pavement. d. Are there surface indications or history of unstable soils in the immediate vicinity? If so, describe. hel No e. Describe the purpose, type, total area, and approximate quantities and total affected area of any filling, excavation, and grading proposed. Indicate source of fill. lbpjpj The areas directly around the Underground Storage Tanks (USTs)will be excavated in order to permanently remove them. Typically these are developed areas around the fueling stations that have been paved over and are used to access the fuel pumps. The areas were previously disturbed when the tanks were initially placed. If the excavated tank is being replaced, the tank will likely be replaced in the same location. If the tank is not being replaced in kind, the excavation will be backfilled with the appropriate type and quantity of clean fill material and paved to meet the surrounding grade, facility design and ground cover. SEPA Environmental checklist'(WAC 197-11-960) July 2016 Page 3 of 14 If the UST is being replaced with an Aboveground Storage Tank (AST), the new AST and fueling pad will be located on the same property. The new AST may be placed directly above the old site, or in a slightly different area, in order to fit with the overall design and use of the property. There may be some minor fill to prepare and level the surface for the new fuel site. f. Could erosion occur as a result of clearing, construction, or use? If so, generally describe. hel No, it is very unlikely that erosion will occur as a result of this project. The contractor will identify and implement appropriate erosion control measures if deemed necessary. The work will be monitored by Certified Erosion and Sediment Control Lead (CESCL) certified contractor staff. g. About what percent of the site will be covered with impervious surfaces after project construction (for example, asphalt or buildings)?JLqlp There will be minimal change to existing sites, and stormwater treatment facilities will be added in many cases. h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any: hI elpl WSDOT will employ appropriate BMPs and comply with all erosion control requirements and permits. Contract provisions require the contractor to identify and implement appropriate erosion control measures for each site. The work will be monitored by Certified Erosion and Sediment Control Lead (CESCL)certified contractor staff. 2. Air h1 pjo a. What types of emissions to the air would result from the proposal during construction, operation, and maintenance when the project is completed? If any, generally describe and give approximate quantities if known. h Minor emissions of gasoline, diesel and carbon dioxide vapors may occur when purging/inerting the USTs. Gasoline and diesel powered equipment will be operated during the removal and installation of the tanks. ASTs will not increase emission. b. Are there any off-site sources of emissions or odor that may affect your proposal? If so, generally describe. 1bgjp1 No. c. Proposed measures to reduce or control emissions or other impacts to air, if any: hI elpl The replaced/repaired fueling facilities will meet the same stage-one vapor recovery requirements as the existing facilities. Surface Water: 1) Is there any surface water body on or in the immediate vicinity of the site (including year-round and seasonal streams, saltwater, lakes, ponds, wetlands)? If yes, please describe and attach available plans.1hel No. 3) Estimate the amount of fill and dredge material that would be placed in or removed from surface water or wetlands and indicate the area of the site that would be affected. Indicate the source of fill material. hel None. 4)Will the proposal require surface water withdrawals or diversions? Ground Water: 1)Will groundwater be withdrawn from a well for drinking water or other purposes? If so, give a general description of the well, proposed uses and approximate quantities withdrawn from the well. Will water be discharged to groundwater? Will this water flow into other waters? If so, describe. hj elpl In many cases, runoff from the site will flow into existing stormwater/treatment catch basin systems. Where stormwater is currently untreated, stormwater from SEPA Environmental checklist(WAC 197-11-960) July 2016 Page 5 of 14 the new installation will flow into a catch basin/trench drain and piped into an oil water separator equipped with a shut off valve. Water from the separator will flow to a site specific stormwater treatment BMP discharge site. If the site lacks sufficient stormwater/fuel station treatment, the site will be upgraded to meet current standards. 2) Could waste materials enter ground or surface waters? If so, generally describe. he! Equipment is being upgraded to current standards, and aging storage tanks are being replaced to help reduce the potential of a release. 3) Does the proposal alter or otherwise affect drainage patterns in the vicinity of the site? If so, describe. 1hel Minimally, if the existing site does not include catch basins, the site will be upgraded to conform with current standards, including redirecting sheet flow to catch basins, oil/water separator, and to BMP. d. Proposed measures to reduce or control surface, ground, and runoff water, and drainage pattern impacts, if any: fbfjpl The new fueling pad will be sloped so that any spills/drips can be collected and piped to an oil water separator. Sites will be upgraded to conform to the most current stormwater rules, including the addition of catch basins in the vehicle pads and oil/water separators, thereby improving water quality for wildlife downstream. e. List any invasive animal species known to be on or near the site.LLelpj None known. 6. Energy and Natural Resources hel a. What kinds of energy (electric, natural gas, oil, wood stove, solar)will be used to meet the completed project's energy needs? Describe whether it will be used for heating, manufacturing, etc. Fueling sites will run on electricity; using approximately the same amount of energy as the current site. b. Would your project affect the potential use of solar energy by adjacent properties? If so, generally describe. heI No. c. What kinds of energy conservation features are included in the plans of this proposal? List other proposed measures to reduce or control energy impacts, if any:Jhel The new light standards for the site will be LED, somewhat reducing the amount of energy required for lighting. Are there any environmental health hazards, including exposure to toxic chemicals, risk of fire and explosion, spill, or hazardous waste, that could occur as a result of this proposal? If so, describe. hel Tank removal and site assessment personnel may be exposed to soil and/or groundwater contamination that may be encountered when the existing underground storage tanks are removed, or during remediation activities. Accidental spills may occur when fueling vehicles 1) Describe any known or possible contamination at the site from present or past uses. hel Gasoline and/or diesel contamination may be present in the soil and/or groundwater at the site. 2) Describe existing hazardous chemicals/conditions that might affect project development and design. This includes underground hazardous liquid and gas transmission pipelines located within the project area and in the vicinity. hf elp] The project is to remove and replace fueling station storage tanks. Staff working on project will be trained regarding industry safety standards. 3) Describe any toxic or hazardous chemicals that might be stored, used, or produced during the project's development or construction, or at any time during the operating life of the project. hl elo Gasoline and diesel remaining in the USTs will be pumped out and moved to other fuel sites to allow for the removal of the existing tanks. The new fuel tanks will be used to store the same types of fuel that have been historically used at the site to be used by equipment operating at the site. Carbon dioxide gas may be used to inert the USTs. The WSDOT fueling station network has varying tank capacity across the system. New tanks will have similar capacity and serve similar purpose. 4) Describe special emergency services that might be required. JtLel In the event of a fire, the fire department will be contacted. In the event of toxic exposure, staff is trained on site to deal with the situation and the local EMT will be contacted. In the event of significant spill, the appropriate Ecology regional office will be contacted. 5) Proposed measures to reduce or control environmental health hazards, if any: hf elpl To prevent spills, all product will be pumped from the existing USTs prior to any excavation. The USTs will be properly inerted as required by tank closure guidance or local fire marshall requirements; to control fire hazards due to petroleum vapors inside the USTs. In addition, the fueling stations are designed to deal with potential spills during fueling and tank restocking activities. Contracted vendor staff within the petroleum construction industry are trained in dealing with petroleum projects SEPA Environmental checklist(wAC 197-11-960) July 2016 Page 8 of 14 and the potentiality of spills or exposure to petroleum products. For further information, see section 3, C, 2 of this checklist. All tanks will meet UL-2085 standards; they will be of double wall construction with thermal protection built into the interstice. Tanks will have all probes and alarms as required by NFPA 30 and 30A. Unleaded compartment vents will have the appropriate vacuum/ pressure valve — currently a Husky PV valve model number 5885 as approved by the CARB. The tank compartments will have appropriate overfill protection built into the delivery system, including vapor recovery piping for unleaded fuel deliveries. Both fill ports will be contained in 15 gallons spill buckets. The fill connections will have block valves and dry-break couplings. The dispensers will be mounted on containment sumps to meet current code; and the sumps will have sensor/alarms installed. Product piping from the tank compartments to the dispensers will include appropriate safety features such as pressure relief valves, shear valves, etc. The vehicle fueling pads will include catch basins that drain to an oil/water separators. The oil/water separators will include an automatic ball float automatic flow stop assembly located on the outflow of the oil/water separators. The outflow will then go to a BMP. b. Noise hel 1) What types of noise exist in the area which may affect your project(for example: traffic, equipment, operation, other)?1hel None. 2) What types and levels of noise would be created by or associated with the project on a short-term or a long-term basis (for example: traffic, construction, operation, other)? Indicate what hours noise would come from the site. [help] Noise will be generated by equipment and vehicles operating at the site while removing and installing the tanks. 3) Proposed measures to reduce or control noise impacts, if any: I1el Tank removal/installation will occur during normal business hours at the site. 8. Land and Shoreline Use hl ell a. What is the current use of the site and adjacent properties?Will the proposal affect current land uses on nearby or adjacent properties? If so, describe. 1hel Sites are currently used as WSDOT fueling stations. Temporary access and use of the fueling stations will be affected during construction, but the fuel stations will return to normal operation when the projects are completed. b. Has the project site been used as working farmlands or working forest lands? If so, describe. How much agricultural or forest land of long-term commercial significance will be converted to other uses as a result of the proposal, if any? If so, specifically describe. hf elpl Varies by site. However, there are no historic USTs or ASTs managed by WSDOT. Storage tanks have planned obsolescence to prevent contamination from tank failure. And, fueling equipment is kept current to meet industry standards and expectations. Fueling equipment was last updated in 1995. b. Are there any landmarks,features, or other evidence of Indian or historic use or occupation? This may include human burials or old cemeteries. Are there any material evidence, artifacts, or areas of cultural importance on or near the site? Please list any professional studies conducted at the site to identify such resources. 1LpjpJ None known. Work will be accomplished in previously disturbed locations. c. Describe the methods used to assess the potential impacts to cultural and historic resources on or near the project site. Examples include consultation with tribes and the department of archeology and historic preservation, archaeological surveys, historic maps, GIS data, etc. hel WSDOT Cultural Resources staff have reviewed the 126 fueling station locations and determined the probability of encountering cultural resources is very remote. d.
