Comments: Pre-inspection for Jan & Michael Stensland for the purpose of
determining the build-ability of a 7.28-acre lot.
Zoning: The zoning designation for the site is Rural Residential 5
(RR5). Standard setbacks for this zoning are a 25-foot front yard
setback and a 20-foot setback for side and back yards. The front
yard refers to the lot line adjacent to the property access,
including access easements. The setbacks are measured from
structures above grade such as roof overhangs (roof gutters), and
other structures/appurtenances, including heat pumps etc. When
the lot width is less than 100 feet, setbacks would equal 10% of
the lot width.
An administrative variance can be applied for to get a reduction in
the required setbacks (minimum of 5 feet for sides, minimum of
10 feet for front and rear) if the lot meets certain criteria. Other
setbacks can apply when critical areas are present, see below.
Height limit per Mason County Development Regulations
1.04.224.0 is 35 feet.
Geological/landslide hazards: Any slope higher than 10 feet, over
15% (8.5 degrees) grade and within 300 feet of proposed
development will require a Geotechnical Assessment to evaluate
slope stability on and near the site. The assessment must meet
the requirements of the Mason County Resource Ordinance
(MCRO) section 17.01.100 E.4. The assessment must also state
that the hazards of the landslide area can be overcome in such a
i manner as to prevent harm to property and public health and
safety, and must also assure the project will cause no significant
environmental impact. See MCRO 17.01.100, E7. A Geotechnical
Report may be needed if through a Geotechnical Assessment it is
determined necessary, or if slopes are in excess of 40% (21.8
degrees) See MCRO 17.01.100 E. The slope on the western
portion of the property measures around 20%, and would
therefore require a Geo Assessment to accompany a building
permit application for any proposed development within 300' of
those slopes.
Streams: There are two seasonal streams located on the
property. Both flow'north to south. One stream travels through the
center of the property (about 400' east of Rauschert Rd) and the
other stream enters the property at the center of the east property
line and exits the property at the southeast corner. Both streams
empty directly into Pickering Passage and are potentially fish
bearing. Maximum buffer for a Type 3 stream (seasonal fish
bearing) is 150' plus a 15' building setback for a total of 165'. A

Pursuant to your application, a site pre inspection (SPI)was performed on your property. Below you
will find comments made regarding the proposed development and its critical values.
In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must
be included in your specific proposal, these setbacks are included as part of the comments listed
below.
This information is based on County and State regulations as they exist to date. These regulations
may change and may affect the requirements for development of the subject property.

qualified biologist would need to determine if either of the streams
is a Type 5 (seasonal non-fish bearing), which has a maximum
buffer of 75' plus a 15' building setback for a total of 90'. Given the
topography and the fact that both streams flow directly into
Pickering Passage within less than 16% grade and no natural
barrier to impede fish passage, it is staffs opinion that both
streams are Type 3.
Wetlands: There is wetland vegetation surrounding the streams,
however, the buffer requirements for the streams are greater than
what would be required for the wetland, even if jurisdictional.
Therefore, no wetland delineation would be required to determine
the Category and associated buffer.
Given the presence of the two streams, the most likely location for
residential construction is between Rauschert Rd. and the 165'
setback line from the stream, which runs through the center of the
y property. This area is approximately 1.8 acres in size.
