Dear Applicant:
Pursuant to your application, a site pre-inspection (SPI) was performed on your property. Below
you will find comments made regarding the proposed development and its critical values.
In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands
must be included in your specific proposal; these setbacks are included as part of the comments
listed below.
This information is based on County and State regulations as they exist to date. These
regulations may change and may affect the requirements for development of the subject property.

Comments: Planner, Grace Miller, inspected the site with the owner and the
applicant on May 5, 2017. The purpose of the pre-inspection was
to verify the marked buffers from each stream and the proposed
approximate building footprint in between them.
A Planning Pre-inspection was performed in 2006 and established
a 165' building setback from both streams, unless a qualified
biologist typed a stream differently.
In April 2017, Wetland Biologist, James laleggio, of Marine
Surveys and Assessments prepared a Report stating that the
stream on the west side of the parcel is typed as a Type NS,
non-fish habitat with dry periods or seasonal water flow. Staff has
accepted this report. Therefore, the buffer for the stream on the
west side of the parcel is 75' and the building setback is 90'.
The stream on the east side of the parcel does not appear to have
been officially typed by the biologist but it is potentially fish
bearing and therefore, the 150' buffer and 165' builidng setback
applies to the stream on the east side of the parcel.
There appears to be enough area in between the two stream
setbacks for the placement of a residence as indicated on the
submittted site plan and field verified by staff on May 5, 2017.
The applicant may proceed with the Building Permit Application
process at this time.

Dear Mrs.Linda Fish,
In reference to our site visit of your property(parcel 121181200030)on October 20,2016,this letter
addresses the individual ratings of two small streams found thereon.
A September 219 2006 letter from Curtis Gibson of Mason County Department of Community
Development refers to"...two seasonal streams located on the property. Both flow north to south. One
stream[1]travels through the center of the property(about 400' east of Rauschert Rd)and the other
stream [2] enters the property at the center of the east property line and exits the property at the southeast
corner.Both streams enter directly into Pickering Passage and are potentially fish bearing." Fish bearing
streams have an associated buffer of 150 feet.
During a field visit,flow in stream [1]was observed to be significantly less than stream[2];the
associated surrounding corridor of wetland vegetation of stream[1]was also significantly narrower than
stream[2]. The two streams share similar topography, slope,and lack of natural barriers to their
respective outlets;therefore it is unlikely the above-noted differences would be evident unless they were
characterized by varying hydrology. Additionally,while stream[2] is mapped by agencies such as the
United States Geological Survey,stream[1] is not;this is likely due to seasonal hydrologic variance that
may render it temporarily non-existent.
For these reasons,we feel that stream [1]should be classified as Type NS(non-fish habitat with dry
periods or seasonal water flow),according to the 2009 Mason County Resource Ordinance(17.01.110-D,
Table 3: Fish and Wildlife Habitat Conservation Area Development Standards)and thus carries the
associated buffer of 75 feet,plus a 15-foot building setback. Attached is an explanatory image generated
