The revised drawings were received June 27, 2007. The site encompasses nearly 25 acres. Clearing, grading, and excavation will be associated with the construction of a 9-lot business/industrial site. The permit application indicates approximately 2900 cubic yards of material will be moved. One private roadway will run through the parcel. The site is fairly flat. An additional area will be excavated for two stormwater detention ponds and two stormwater infiltration ponds at the entrance to the site along site State Highway 102. 1 had requested additional information after a review of the stormwater plan and site drawings. Revised Drawings CO.1, C1.1, C1.2, and C2.1 show the changes requested. • The inside turning radii for the hammerhead was changed to 28 feet. • The inside turning radius for entry onto SR102 was changed to WSDOT standards. • A Tee was added to the discharge of the detention pond to for oil/water separation. Determining correct sanitary sewer elevations and approval of the sanitary sewer system dry line should be addressed with Dennis McDonald at the City of Shelton. Mason County Public Works will not be involved with the sewer line. The Applicant has provided a Stormwater Site Plan (SSP) as required per 1992 Department of Ecology Stormwater Management Manual for the Puget Sound Basin. The SSP includes a designed storm drainage system for the paved road. This includes catch basins, detention ponds with oil/water separation, and infiltration ponds. The ponds are sized for the paved access road only. The SSP notes the development of each lot will need to develop individual stormwater systems. The Erosion Control and Sediment Control Plan includes the use of acceptable Best Management Practices (BMP), which includes providing a sedimentation storm pond if necessary for the construction phase. Based on the information provided I recommend accepting the grading plan and Stormwater Site Plan with the following conditions: 1. A Maintenance and Operation Covenant shall be executed. The executed Maintenance and Operation Covenant can be dropped off at the Building Department with your attention prior to or at time of permit issuance. 2. Determining correct sanitary sewer elevations and approval of the sanitary sewer system dry line should be addressed with Dennis McDonald at the City of Shelton. Mason County Public Works will not be involved with the sewer line. 3. Drainage from the lots will not be directed onto the paved road and into the completed stormwater ponds. Comments and recommendations contained in the report should be incorporated into the site development plans and made conditions for permit issuance. Adequate erosion and sediment control features need to be implemented during land disturbing activities to protect neighboring properties and State waters from adverse stormwater runoff impacts. The migration or release of silty water or mud from the applicant's property will be considered a violation of County and State water quality protection regulations. Roads were addressed in the drawings. Two radius corrections to the paved road should be made on the drawings: • The inside turning radius for the hammerhead should be changed to 28 feet from 23.5 feet. This is per Title 14 Mason County Building Code Chapter 14.17 Standards for Fire Apparatus Access Roads. • The inside turning radius for entry onto SR102 should be 28.3 feet vs. 25 feet on the drawing. This is per ASSHTO Policy on Geometric Design of Highways and Streets 2001. A Sanitary Sewer Dry line will be installed. Determining correct sanitary sewer elevations and approval of the sanitary sewer system dry line should be addressed with Dennis McDonald at the City of Shelton. Mason County Public Works will not be involved with the sewer line. I have referred Janet Kessell of Summit Land Planning to the Mr. McDonald at the City of Shelton. The Erosion Control and Sediment Control Plan includes the use of acceptable Best Management Practices (BMP), which includes providing a sedimentation storm pond if necessary for the construction phase. w ' The SSP did note that the proposed stormwater system is designed for the road only. Each individual lot will need to develop it's own stormwater system. A concern exists that the basin plan did not address driveways entering the lots. These impervious surfaces could potentially add runoff into the paved street. Currently the stormwater ponds are not designed to handle this additional runoff. Each lot will have to design the access to handle runoff on site. It would be nice to see the approaches runoff designed into the ponds, but since the plan is to infiltrate each site on site, we cannot force the issue. The stormwater plan does not include oil/water separation prior to runoff entering the wet ponds. This site is located over a critical aquifer. Public Works recommends that oil/water separators be installed prior to runoff entering the detention ponds. The Maintenance and Operations Covenant will cover maintaining the stormwater facilities, including oil/water separators. Public Works has a standard form to be used for the Declaration of Covenants Associated with Privately Maintained Storm Drainage Facilities. This document should be executed. Based on the information provided I recommend the drawings and stormwater plan be changed and approved to reflect the following items before grading permit issuance: 1.The inside turning radius for the hammerhead should be changed to 28 feet from 23.5 feet.
