MITIGATION MEASURES Auto Salvage Yard Rebecca Walters 1. Dismantling section of warehouse is to be designed with a containment floor which will effectively hold any spilled fuel, oil or other contaminants. Floor surface shall be sealed to prevent seepage of materials. Collected fluids shall be sump pumped and disposed of according to applicable regulations. 2 . All vehicles brought to the site shall be stored either within the section of the warehouse having the containment floor or on another paved area which is sealed, contained and collects all runoff and routes it to an approved emergency spill oil/water separator. 3 . A stormwater drainage plan is to be submitted to Mason County. Dispersion of water to the south portion of the site is permittable, however, infiltration of storr.water shall be completely within property boundaries. 4 . All vehicle fluids shall be removed from site and/or recycled according to applicable regulations. The maximum amount of stored gasoline shall be 100 gallons on site at any one time. The maximum amount of stored crankcase oil shall be 100 gallons on site at any one time. Other solvents and fluids may be stored in amounts as regulated by applicable law. 5 . Vehicle hulks shall be removed from the site within 21 days of receipt . 6 . A fence a minimum of six feet in height shall be constructed around the perimeter of the improved portion of the site. 7. Vegetation shall be retained in its natural state as per the submitted site plan. A fire trail may be constructed around the inside perimeter of the site as needed. 8 . Used tires are not to be stored on site on a permanent basis . 9 . Parking is to comply with the Mason County Parking Ordinance. All parking areas are to be surfaced (at a minimum) with crushed rock. A minimum of one handicap parking space is to be provided as per the specifications found in the ordinance. 10 . Noise output must comply with Mason County Ordinance number 54-89 . 11. Dear Ms. Walters: Pursuant to completion of the State Environmental Policy Act (SEPA) review process, the Mason County Department of Community Development has the following comments. This site is located over a large aquifer designated as a "highly critical recharge area" . The definition of a highly critical recharge area is: Land areas with high susceptibility to contamination of the water table aquifer or confined aquifers that have a high probability of yielding potable water. These are areas which provide rapid recharge with little protection to the aquifers. These aquifers are identified in the Mason County Critical Aquifer Recharge Area Map. There is serious concern with the impacts future development may have on this aquifer. There are possible hydraulic connections between this aquifer and the aquifer supplying the cities of Shelton and Dayton. very minute levels of contamination can affect such a fragile system. The following measures will be required: 1. In order to attempt to safeguard the aquifer Mason ,County will require a resubmission of building plans complete with an engineered design and specifications. The design of your structure must be able to contain any spills of contaminants. The design must be certified by your engineer. The design should include floor surfacing method, details on building curbing, stormwater runoff system including a design depicting methods of drainage flow from all areas where vehicles and/or hulks could be parked. 2 . SEPA mitigation measure number 3 required the submission of a stormwater drainage plan. The above engineering firm could include such a design in conjunction with submission of building plans. The Mason County Public Works Department reviews drainage plans and design standards are those found in the Department of Ecology Stormwater Design Manual . Contact Alan Tahja for more information. 3 . Details will be required indicating the type, number and size of containers which will store fluids. Double walled containers will be required for all containers and they shall be stored in a covered area with a sealed floor and curb as per number 1 above. 4 . We have received no word from the Mason County Sheriff' s office regarding notification to them that you would be opening an auto recycling business . We will require confirmation that Chapter 5 . 08 of the Mason County Code has been complied with. 5 . Compliance with all other mitigation measures specified in the SEPA Mitigated Determination of Nonsignificance dated 9/30/93 is required. Verification that you will comply with these requirements will be required at the time you pick up your building permit. Follow-up county inspections will verify compliance as needed. 6. A method for removal of air conditioning-unit freon must be submitted with your application. We are attempting to obtain more information on how this may be accomplished, what the specific regulations are, and what equipment must be used. We will provide you with this information when it is available. In our conversation of 11/15/93 you noted that you were already approved for an auto recycling facility on the site. Who has granted such approval? If your proposal, submitted 8/10/93 is altered, i.e. , withdrawn, you will lose your vesting date which occurred prior to October 1, 1993 and the implementation of the Mason County Interim Resource Ordinance. Review of your proposal under that ordinance could result in more stringent requirements than have been required to date (see attached section of ordinance: Critical Aquifer Recharge Areas) . At a minimum a conditional use permit would be required. Other issues raised by concerned residents in the area include impacts to the road by a commercial business, impacts to wildlife, noise concerns, safety concerns and aesthetics. Impacts to the road cannot be considered by the county for a private road, however, we suggest you work with the homeowner' s to arrive at an equitable settlement whereby you pay for the portion of road use experienced as a result of increased commercially related traffic. We feel impacts to wildlife will be mitigated if the fluid containers used are capped at all times and if any and all spills are contained and cleaned immediately. Noise impacts are regulated by the Mason County Sheriff' s office. We are not requiring a noise study in that no compactor is proposed for use on the site. Complaints regarding noise will be directed to the Sheriff' s office. Safety concerns are also addressed by the Sheriff. We would suggest you post signs limiting the speed limit, with the approval of the other homeowners . We have been informed that an S foot fence has been installed on the site. We may have confused you by requiring in SEPA mitigation number 6 that, "a fence a minimum of six feet in height shall be constructed around the perimeter of the improved portion of the site" . The Uniform Building Code requires a building permit for any fence exceeding six feet in height. A separate permit will be required for the fence and should be submitted as soon as possible. We apologize for the delay in processing your building permit. As you can see there are numerous issues we have had to consider. Dismantling section of warehouse is to be designed with a containment floor which will effectively hold any spilled fuel, oil or other contaminants . Floor surface shall be sealed to prevent seepage of materials . Collected fluids shall be sump pumped and disposed of according to applicable regulations . 2 . All vehicles brought to the site shall be stored either within the section of the warehouse having the containment floor or on another paved area which is sealed, contained and collects all runoff and routes it to an approved emergency spill oil/water separator. 3 . A stormwater drainage plan is to be submitted to Mason County. Dispersion of water to the south portion of the site is permittable, however, infiltration of stormwater shall be completely within property boundaries . 4 . All vehicle fluids shall be removed from site and/or recycled according to applicable regulations . The maximum amount of stored gasoline shall be 100 gallons on site at any one time. The maximum amount of stored crankcase oil shall be 100 gallons on site at any one time. Other solvents and fluids may be stored in amounts as regulated by applicable law. 5 . Vehicle hulks shall be removed from the site within 21 days of receipt . 6 . A fence a minimum of six feet in height shall be constructed around the perimeter of the improved portion of the site. 7 . Vegetation shall be retained in its natural state as per the submitted site plan. A fire trail may be constructed around the inside perimeter of the site as needed. 8 . Used tires are not to be stored on site on a permanent basis . 9 . Parking is to comply with the Mason County Parking Ordinance. All parking areas are to be surfaced (at a minimum) with crushed rock. A minimum of one handicap parking space is to be provided as per the specifications found in the ordinance. 10 . Noise output must comply with Mason County Ordinance number 54-89 . 11. Compliance with Chapter 5 . 08 of the Mason County Code, administered by the Mason County Sheriff shall be required.
