COMMENTS: ONLY A COMPLETE APPLICATION WILL BE ACCEPTED!
THE FOLLOWING MUST BE INCLUDED ON THE PLANS:
• Code Analysis: Must be supplied in the construction plans and completed by a Washington
State Licensed Design Professional for the scope of work.
• SETBACKS TO PROPERTY LINES: Provide a site plan, drawn to scale. Clearly identify all
structures including fences, parking and other similar items, with setback dimensions on site the
plan.
• DISTANCES TO OTHER STRUCTURES: Site plan, drawn to scale shall clearly identify distances,
where required include fire-resistive details, including continuity, &tested assembly details.
• FIRE RESISTANCE FOR EXTERIOR WALLS: When applicable include fire-resistive details,
including continuity, &tested assembly details.
• IDENTIFY TYPE OF CONSTRUCTION & PROVIDE ALLOWABLE AREA CALCULATIONS WHERE
NEEDED. See Chapter 5, IBC
• ENGINEERING REQUIRED: Structures that do not comply with prescriptive specifications of the
2015 International Code (IBC) shall be designed in accordance with Chapter 16 of the IBC.
Referencing Washington State RCW 18.08.410 -Structures 4000 sq. ft or more shall have all plan
pages reviewed and stamped by a Washington State licensed design professional. The review
shall include a code evaluation addressing life-safety, plumbing &mechanical evaluation, and
structural analysis. (ref. RCW 18.08.410) ALL PLAN PAGES SHALL BE STAMPED AND SIGNED
BY THE DESIGN PROFESSIONAL, including plumbing and mechanical pages.
ACCESSIBILITY REQUIRED: , must include compliance information and plan details including
design details and analysis demonstrating compliance to Chapter 11 and details demonstrating
compliance to ANSI 117.1, in effect at the time of submittal. Include information demonstrating
compliance for restrooms, employee work areas, parking spaces, accessibility to structure,
drinking fountain, signage, etc. Construction plans miill NOT be accepted without compliance
details include on the Glans.
• GEOTECH SOILS REPORT REQUIRED? YES_X / NO
• SPECIAL INSPECTION: Referencing IBC Chapter 17, Section 1704.1.1. When required a Statement
of Special Inspections must be prepared by registered design professional in responsible charge.
A completed Special Inspection Agreement form must be submitted prior to permit issuance.
• MECHANICAL EQUIPMENT: Identify the location and type of mechanical equipment located within,
and outside the structure. Address foundation and support systems for equipment. Where new
equipment will be placed on site provide UL listing information and/or construction details shall be
stamped bV a Washington State licensed design professional. Where applicable include duct
information and duct support compliance information.
• FIRE MARSHAL REQUIREMENTS: Fire Marshal comments requirements including fire protection
requirements and identify compliance information on the proposed building plans. Show the
location of fire extinguishers and identify type. The following items must be completed for the
project approval:
• EMERGENCY VEHICLE ACCESS: Standards for Fire Apparatus Access Roads: adopted through
Mason County Code Title 14 Section 14.17 is attached. Submit documents should clearly identify
code compliance.
• ADDRESSING: Referencing IFC, Section 505 and Mason County Code Chapter 14.28, all new
buildings shall have an approved address.
• KNOX BOX: Referencing IFC, Section 506 and access shall be required. Contact your local Fire
District for detail to order your Knox box.
LAND MODIFICATION: Any grading, filling or excavation in combination that exceed 200 cu yards will
require a Land Modification Permit. If the project exceeds 500 cu yards it will also need a SEPA.
Depending on the scope of the project you may need an engineered Stormwater Plan and Geological
report to accompany this application.
• STORMWATER MANAGEMENT: A Plan must be submitted in accordance with Mason County Code
Title 14.48, Stormwater Management plans must meet WA State Department of Ecology's 2012
Stormwater Regulations.

TWO (2) COPIES OF YOUR SITE/PLOT PLANS, DRAWN TO SCALE, 11X17 PAPER SIZE, ALL
NECESSARY PERMIT APPLICATIONS INCLUDING THREE (3) COMPLETE SETS OF BUILDING
PLANS WITH CALCULATIONS WHEN REQUIRED. (NOTE: ALL PLAN PAGES SHALL BE STAMPED
BY THE DESIGN PROFESSIONAL IN RESPONSIBLE CHARGE WHEN: (1)THE STRUCTURE
EXCEEDS 4000 SQ. FT., (2)THE STRUCTURE IS ENGINEERED/DESIGNED.
• CONSTRUCTION PLANS, drawn to scale. Include floor plan, elevations, cross section, cross section,
construction details, etc.
• Engineer or Washington State Licensed Contractor bid.

construct a 120-foot by 65-foot(7,800 square-feet) salt storage structure in
the Public Works facility's actively used materials staging yard.
For this assessment we examined available information including:
■ Design drawing showing proposed and existing structures (attached);
■ Current and historical aerial imagery showing the developed/disturbed
character of the site and vegetated condition of surrounding areas (see
Figure 1);
■ Natural Resources Conservation Service mapped soil types (Figure 2)
showing"Gh," Grove gravelly sandy loam, 0-5 percent slopes in the
vicinity;this was reviewed for comparison with known pocket gopher
preferred soil types and;
■ Washington State Department of Fish and Wildlife Priority Habitat
and Species (PHS) data.
We also walked the premise several times in the summer and fall during the
standard pocket gopher survey season (between June 1 and October 31),
including within the stockpile area surrounding the proposed building site
and the area of known pocket gopher occupied habitat;the grassy area to the
south of the proposed project.

Summary of Findings
Based on the review of existing conditions,the project is unlikely to affect Mazama pocket
gopher. Mazama pocket gophers are not expected to be present in the construction area and
the area does not provide suitable habitat that would potentially be used by Mazama pocket
gophers.
The proposed structure will be located in area th t has experienced active use as a material
staging area(for sand and gravel)with frequent equipment operation, ground disturbance,
and compaction. This use is evident from existing conditions observable on the ground and
aerial imagery (Google Earth) dating back 10 years to 2009.
A grassy area of known pocket gopher occupied habitat is located to the south on the
opposite side of an existing fence and access roa leading to the water reservoir tower. The
grassy area exhibits signs of active use by Mazarria pocket gophers including numerous
indicator mounds observed by Public Works biologist in 2019, and presence is documented
by Washington Department of Fish and Wildlife PHS data'. However, mounds indicating
occupancy are more than 200 feet from the prop sed structure and the proposed structure is
located in a highly disturbed, effectively developed area comparable to impervious surface.
No mounds were observed north of the fence. The developed area does not contain
vegetated habitat that would be suitable for, or potentially used by,pocket gophers. Since
pocket gophers tend to travel relatively short distances from burrows for foraging and longer
distances only for population dispersal into suitable habitats,the potential for presence of
individuals in the active stockpile yard is unlikely.
Based on existing conditions including ongoing equent disturbances, ground compaction,
lack of mounds that would indicate presence or t se, general lack of suitable habitat such as
vegetation that could provide foraging opportuni ies, and typical traversing and dispersal
patterns of pockets gophers, it is also highly unli cely that subterranean occupancy is
possible north of the fence or within 200 feet of the project.
Recommendation
The existing conditions characterized by compacted gravel and material stockpiles reflect
conditions similar to large areas of impervious surface that would preclude potential
habitation. The conditions would also preclude the need for additional survey according to
generally accepted practices in the field and current screening protocols established for
neighboring counties where Mazama pocket gopher populations are federally listed.
We recommend the project as proposed does not warrant additional survey or review for
potential impacts and/or protection of Mazama pocket gopher.

the zoning requirements and criteria. This area
contains potential pocket gopher habitat.The
pocket gopher habitat is regulated by the Mason
County Resource Areas Ordinance as a Fish &
Wildlife habitat Conservation Area.A pocket
gopher observation letter, prepared by an
environmental consultant, should be submitted
to the planning department to determine if the
area where the building is being proposed is
being used by pocket gophers. If it is, a pocket
gopher study, by an environmental consultant,
will be required.This report would include
habitat mitigation for the pocket gophers.The
property is also located on a Critical Aquifer
Recharge Area that is regulated under the
Aquifer Recharge Area Chapter of the Mason
County Resource Ordinance. The development
is proposed on a Class II Highly Susceptible
Critical Aquifer Recharge Area.The stormwater
plan should address any potential impacts to the
aquifer from the development.
