FINDINGS The proposed FPA is compliant with the following conditions: The proponent has paid the prescribed fees. The proponent has filed a complete, signed application. A map has been received that complies with the requirements of 11.05.120: (1) Harvest boundaries and tree retention areas. (I1) The approximate location of any structures. (III) The location of all existing and proposed streets, right-of-ways, easements, skid roads, haul roads, and landings within the proposal. (IV) The location of future land development including stormwater management facilities and vegetation to be retained for site landscaping, open space,wildlife habitat, screening, and/or buffers. (V) Site topography at contour intervals of 40 feet. (VI) Critical areas and critical area buffers regulated pursuant to the Critical Areas Ordinance. (VII) Drainage ways and culverts. (VIII) Site area targeted for further harvest including proposed timing. (IX) North arrow and scale shall be shown on all site plans. The scale shall be no smaller than one inch to 200 feet. That this FPA is in conformance with the following Mason County ordinances: 11.05 That the proposed FPA involves 13.5 acres. That the notifications required by 11.05.060 have been made if applicable. Note: Not applicable in this case. 1 Mason County Resource Ordinance That at the issuance of this permit will not result in a violation of the Mason County Resource Lands and Critical Areas Ordinance. The site was inspected by Michael MacSems of the Mason County Planning Department who determined that any critical area buffer and/or steep slope issues have been resolved. A geo-technical assessment was reviewed and approved by Bob Tauscher of the City of Shelton and an agreement to protect a Pileated Woodpecker forage snag was formalized as a SEPA condition. Geo-Technical Report/Assessment Review A Geo-Technical _X_ Assessment_Report (check one)was written by Aspect Consulting and approved by Bob Tauscher of the City of Shelton on February 15, 2007. (5)No runoff from this site may enter state right-of-way. 2) 1 PILEATED WOODPECKER SNAG MANA( NOT MET 3/13/2007 MMS Pileated Woodpecker Snag Management Three snags that are potential Pileated woodpecker forage habitat have been identified on this site. Two are large remnants of the previous stand of timber that grew in the area and one is a small tree approximately 12" DBH and 70'tall. The small tree shows evidence of recent woodpecker foraging. The other two do not. Absent any safety issues identified by the Washington Department of Labor and Industries,all three will be left standing following logging. Of the three snags,the small tree has the most likely potential for generating a safety issue. If it needs to be cut,it will be bucked to a length of 20-24 feet and relocated to the edge of the logging unit. A hole would then be dug in the ground and the snag segment would be placed in the hole and left in a standing position. If the tree is too decayed to re in intact when it is felled,a similar size stem would be selected from the logging area and relocated on the ed a of the logging unit to replace the original snag. Review and comment on this plan was authorized by the ask 6 amendment to our existing multi- project contract. Aspect Consulting has gained e tensive knowledge of the site through our exploration and preparation of the referenced rep art for the proposed facility. Plan Review The SMP was prepared by Mason County Public Works for the timber harvest at the proposed Highway 101 facility. The report provided a drawing indicating the two proposed cut areas, existing roadways, and the site topography. Based on our previous site observation,we concur there is no indication of concentrated drainage across the site.The flat topography allows diffuse infiltration into the highly drainable site ands and gravels, described in detail in the referenced report. The narrative plan noted that only the harvestable timber will be taken, leaving as much existing vegetation as possible. Also, zones of buffer trees were planned along the property lines in certain locations for screening. Best Management Practices (BMP) items were detailed with the plan which provided for dispersed activity and yarding practices to minimize intense impact to any one area. Summary of Findings The abbreviated SMP should be considered adeq ate,providing spot erosion control for BMP are implemented, if necessary, in disturbed areas near the property boundaries. Stormwater and Erosion Control measures should follow BMP for controlling construction/logging runoff. Hay/straw, silt fences, etc. should be implemented,if necessary. In general, standard erosion control and stormwater techniques should be implemented where sufficient volume of water does collect and needs to be directed to a safe discharge point. Given the infiltration capacity of the site, very limited control measures would be expected to have to be used. Pileated Woodpecker Habitat By offering to leave not only the two Pileated forage snags that I identified in my site visit, but all the snags over 20" dbh you have satisfied the concerns of my 1/25 letter. These snags will need to be flagged in the field, please let mew know when the flagging is complete so that I may inspect them. You do not need to modify your site plan other than to add a note in the margin that such snags are to be preserved. These leave snags will become a condition of your SEPA determination. Sincerely, Michael MacSems FPA Planner r Stormwater Management Plan Public Works Office Site Logging Phase In a report dated January 22, 2007, Aspect Consulting presented conclusions regarding the geological and hydrological conditions at the new Public Works office site. It was written in order to analyze the feasibility of constructing the new office/shop complex on the site. It also provides basic geological and hydrological information, which can be used to evaluate appropriate stormwater management BMPs during the logging phase of site development. The following information pertains to approximately 14 acres of land, which will be logged as a preliminary land clearing step for the new office site. Site Conditions The harvest units are on very flat ground. Other than one minor depression on the west side of Unit 2,the maximum slope is 1-2%. There are no signs of surface erosion near either harvest unit. The existing road, which enters Unit 1 from the east, would be the most likely place to find evidence of storm water run-off. None was found. There are no surface waters within 1/4 mile of the harvest units. The site is extremely well-drained as referenced in the geological report. The soil parent material is sandy gravel. Numerous site visits have been made over the last one and one-half years during all seasons. At no time was surface water ever observed on the site. The geological report also states that no ground water was observed in the soil pits, which were examined. They were dug to a minimum depth of 10 feet. Harvest Unit Lavout The attached map shows the location of the proposed logging. Unit 1 is approximately 12 acres while Unit 2 is approximately two acres. Both will have all the merchantable timber removed during the logging operation. Generally, this would result in any tree capable of producing a 6" diameter (on the small end) by 32 foot log to be cut and removed. In both cutting units, this standard will result in a considerable amount of tree cover remaining after the logging. The merchantable timber in the logging units tends to be concentrated in pockets. Logging will therefore harvest all trees in some areas and in others result in no trees being removed. The logging plan also shows three leave areas along the edges of the timbered portions of the site, which will be left in their entirety. No equipment will enter these areas. With the exception of the south and west boundaries of Unit 2, which border Highway 102 and an existing gravel road respectively, all of the borders of the harvest units will be buffered iby intact vegetation. This vegetation ranges from grass buffers on the west side Of Unit 1 to intact timber and ground cover on the north, south and east sides of Unit 1 and the east and north sides of Unit 2. F Best Management Practices During Harvest A number of steps will be taken to control/eliminate potential damage from storm water run-off. They include all requirements of the Washington Forest Practice rules and specifically include: • No new permanent road construction. The main access road is already constructed and will not need any reconstruction in order to accommodate truck traffic. One additional temporary road may be constructed to the northeast corner of Unit 1. If built, it would be kept to a minimum width to accommodate truck traffic. • The existing access road has a ditch along a portion of its length. It will be kept functional by keeping logging debris out in order to drain water from the running surface. Any part of the running surface, where water accumulates, will have relief drainage installed to drain the water off the running surface. This would most likely be in the form of a ditch diversion, which would run water into the area adjacent to the road. • The area will be harvested will a ground yarding system. Possible types of equipment include feller-buncher, skidder or logging shovel. All will allow logs to be yarded to the edge of the road with at least one end suspended in the air. • Logs will be yarded to the edge of the existing road with the need to construct landings. This will disperse the yarding activity and eliminate the need to construct landings. • Logs will be yarded in the direction in which they are felled. This will eliminate ground disturbance because the logs will not be swung around to align with the yarding direction. • If necessary for harvest, skidder trails will be kept to a minimum number and will only be wide enough to accommodate the log removal operation. • Any mud or debris carried onto Highway 101 or 102 as a part of the harvesting operation will be promptly removed and disposed of in an approved site.
