Dear Ms. Miller,
Per our conversation this morning, I'm forwarding the enclosed drawing of
the property in question on Stretch Island.
Again, I co-own the property with my two sisters (Bonnie Stevens of
Indianola, WA and Linda Milam of Denair, CA). My mother, Patricia Garton
resides on the property full time.
Note that in 1990, the gravel level on our bulkhead was just above the second
concrete step. The erosion at the mouth of the lagoon is more dramatic as the
scum line indicates. The gravel was nearly 2 feet higher there in 1990.
Continued erosion of the buukhead and it's footings is the basis for our
concern, and that of our neighbors as well.

SUBJECT : Michael Benson, Concrete Bulkhead Erosion Problem
In followup to our site review of Michael Benson' s project . One
possible solution would be to armor the footing with smaller
(about 6 inch) rock. This would avoid the scouring currently
taking place around the large boulders and nearby footing. The
boulders could even be relocated or they could be rocked around.
Relocating the channel as has been done in the past would be only
a temporary remedy and likely would not solve the problem. The 6
inch rock should stay in place without causing the scour
associated with the large boulders .

On February 26, 1998, Planning staff met with Washington State
Department of Fish & Wildlife staff to inspect the above property
and the proposed dredging of the lagoon. Margie Schirato of the
Department of Fish and Wildlife has since offered the following
information in follow-up to the inspection:

If relocating the channel is your preferred alternative, a
shoreline permit from Mason County will be required and Hydraulic
Project Approval from the State Department of Fish & Wildlife. I
have enclosed the applicable Chapters of the Mason County Shoreline
Master Program and shoreline permit applications . If you have any
