Meeting Minutes
411 North 5th Street, Shelton and Zoom
Monday, April 1, 2024, 5:30 p.m.
Meeting was held hybrid – in-person and via Zoom. Members in attendance: Jim Morrell, Chair; Leeland Wells,
Vice-Chair; Mary Jo Cady, Secretary; Jann Goodpaster, Matt Mallery, Devin Ferner, Brent Frahm, Richard Wilson,
Roger Lewis, and Braden Sisk.
Also in attendance: Mark Neary, County Administrator and McKenzie Smith, Clerk of the Board.
Chair Jim Morrell called the meeting to order at 5:31 p.m. and roll call was taken.
Adoption of March 26, 2024 Minutes
Mary Jo/Roger moved and seconded to approve the March 26, 2024 Salary Commission minutes to include “Chair
Neatherlin and Auditor Duenkel left the meeting at 5:45 p.m.” and “the Auditor returned briefly to the meeting to
clarify that should the Salary Commission complete its work by May 1, or before the filing period, that the new
salaries would be used to determine the appropriate filing fee”. Motion carried.
Adoption of By-Laws
Jim brought forward suggested amendments to the draft by-laws including clarification between the County
Commissioners and the Salary Commissioners.
Section IV – Term. Lee proposed staggering terms; the initial term for three of six Salary Commissioners selected
by lot draw and two of four Salary Commissioners selected by appointment will end in 2024 and the remaining
will end in 2025. Per RCW, the original appointing authority would select new incoming Salary Commissioners.
Devin added that the lottery was done by district, Salary Commissioners would be replaced by an individual from
the same district. Mary Jo suggested rolling the Salary Commissioner terms into new two-year terms that would
automatically stagger. Jann asked if the County Commissioners would amend the Resolution for truncated terms.
Brent and Lee suggested voluntary resignations first then by draw. Jim proposed the verbiage for Section IV -
Term to include “initial terms for three (3) of six (6) Salary Commissioners selected by lot and two (2) of four (4)
selected by appointment shall end December 31, 2024 with the remaining Salary Commissioners initial terms
ending December 31, 2025. A second term may be appointed by the Auditor or Board of County Commissioners
for the positions selected by lot or appointed, respectively”. Mary Jo mentioned there is no option for those
drawn by lottery to opt in for a second term and that it would be optimal for that experience to stay on the Salary
Commission.
Section VII – Compensation/Expenses. Jim discussed adding the language “at the same privately owned vehicle
mileage reimbursement rate of Mason County Employees. This is for transportation from the member’s residence
to the Salary Commission’s meeting location and for official Salary Commission business”. Devin suggested adding
“to and from”.
Devin/Mary Jo moved and seconded to adopt the Mason County Citizens’ Commission on Salaries for Elected
Officials (Salary Commission) by-laws with the clarification between the Board of County Commissioners and
Salary Commissioners with addition to section seven and exception of section four as suggested. Motion carried.

Adopt Base Salary Definition
Jim defined the base salary as salary only, does not include benefits.
Mary Jo/Leeland moved and seconded to define the base salary as salary only, does not include benefits. Motion
carried.
Review Information from Human Resources
Information included Mason County Elected Official compensation data, current Elected Official market position
overview, comparable county salary ranges, Washington Citizens’ Commission on Salaries for Elected Officials
(WCCSEO), County Commissioner briefing minutes, 2024 Non-Represented Salary Range Alignment with 2% across
the board (ATB), Mason County organizational chart, and a Resolution discussing the County Administrator’s level
of authority. Jim provided an additional Excel spreadsheet that combined data for easier comparison. Devin
pointed out an inconsistency in Sheriff’s pay. Organization charts for Cowlitz, Lewis, Kittitas, Island, Jefferson,
Clallam, and Walla Walla were also included. Mark added that the Sheriff’s salary is set to 5% above the
Undersheriff’s salary which has a step range. Jim will update his spreadsheet for the next meeting.
The Salary Commission took a 10-minute break.
Establish Salary Setting Parameters
Establish Comparable Counties
Jim discussed equity between Elected Official positions, i.e. between the Clerk and Coroner, Auditor and Assessor,
Treasurer and Sheriff, etc. and looking at job descriptions and responsibilities. It is optional to use comparable
counties as a guide or starting point or a percentage of Superior Court Judges salaries. County Commissioner
salaries were capped at a 1% increase since 2013. Elected Official positions need to attract individuals who are
capable, prepared, and have the capacity to run for office.
Current Mason County comparable counties are Clallam, Cowlitz, Grays Harbor, Island, Jefferson, Lewis, and
Skagit. The new comparable counties remove Cowlitz and Skagit and adds Kittitas and Walla Walla.
Lee/Devin approved and seconded to use the current seven comparable counties adding Kittitas and Walla Walla.
Motion carried.
Review Position by Position
Jim suggested suspending conversation around Sheriff and County Commissioner salaries until other Elected
Official positions are discussed next week.
Question/Answer/Discussion period for Salary Commission
The April 8, 2024 agenda will include the following topics: language around Section IV – Term of the Salary
Commission By-Laws, discussion around comparable counties and the Superior Court Judge salary.
Richard added the Elected Official positions should be lucrative and attract qualified candidates who will be

properly compensated.
Jim will create a questionnaire to circulate to the Elected Officials once approved at the next meeting. Lee added
that interviews with current Elected Officials can be done in person at a later date.
The April 15, 2024 Salary Commission meeting will be at the Human Resources building.

for the
Mason County Citizens’ Commission on Salaries for Elected Officials
(Salary Commission)
I.AUTHORITY
Established by Resolution 2024-002 of the Mason County Board of County Commissioners
pursuant to RCW 36.17.020 & RCW 36.17.024, effective January 16, 2024.
II.PURPOSE
To set the salaries on the Board of County Commissioners and the following other elected
officials of Mason County, Washington: Assessor, Auditor, Clerk, Coroner, Treasurer and
Sheriff.
III.MEMBERSHIP
The Salary Commission shall consist of ten (10) members, selected as follows:
A.Six (6) of the ten (10) will be selected by lot by the County Auditor from among the
registered voters in each of the (3) County Commissioner districts.
B.Four (4) must be residents of Mason County and appointed by majority vote of the
County Commissioners.
C.Members of the Salary Commission shall not include any officer, official or employee of
Mason County, nor any immediate family member of such officer, official, or employee
of Mason County.
IV.TERM
Appointments to the Salary Commission shall be for terms of two (2) years. No person shall
be appointed for more than two (2) such terms, consecutively or not (RCW 36.17.024(4)(d)).
To ensure the entire Salary Commission does not change at the same time, as determined by
the Salary Commission, the initial term for three (3) of the six (6) Commissioners (one from
each district) selected by lot and two (2) of the four (4) appointed by the Board of County
Commissioners will end December 31, 2025. The initial term of all other Commissioners will
be December 31, 2026.
Upon vacancies in any position on the Commission, and within thirty (30) days, a successor
shall be selected to and appointee to fill the unexpired term in the same manner as the
initial appointment (Mason County Resolution #2024-002).
V.OFFICERS:
On a yearly basis, Salary Commission members shall elect a chair, vice-chair, and secretary
from the Salary Commission members.
VI.RULES, REGULATIONS, and ASSISTANCE:

The Salary Commission shall be subject to the provisions of the Open Public Meetings Act
and Public Records Act and it shall keep minutes of all meetings. Mason County shall assist
the Salary Commission as the Salary Commission requests.
VII.COMPENSATION / EXPENSES:
Members of the Salary Commission shall serve without compensation and/or per diem;
however, members may be reimbursed for their mileage costs at the same privately owned
vehicle mileage reimbursement rate of Mason County Employees. This is for transportation
to and from the member’s residence to the Salary Commission’s meeting location and for
official Salary Commission business.
VIII.MEETING ATTENDANCE:
The Salary Commission shall schedule a minimum of two (2) meetings per calendar year. A
quorum (50% +1) of the seated members must be present to conduct business. The setting
of salaries shall be by an affirmative vote of not less than seven (7) members. Members
who are unable to attend a scheduled meeting shall notify the chair or vice chair.
IX.POWERS AND DUTIES:
A.The Salary Commission shall set salaries for the elected officials listed in Section II. Once
such salaries are determined and established, the Salary Commission shall immediately
file salaries with the Mason County Auditor.
B.Salary changes shall be considered annually before the month of May.
C.Any increases in salary shall be effective upon filing.
D.Any decrease in salary shall become effective for incumbent elected officials at the
commencement of their next subsequent term in office.
X.AMENDMENTS
The Salary Commission on thirty days (30) written notice to the membership, may amend
these By-Laws at any regular or special meeting.

Salary Commission is interested in your perspective on the salary you are paid as an elected official.

Salary Commission comments:
Lee Wells - the memo and questions look great, it is a great start!
Richard Wilson - looks good for the most part, suggested adding the following verbiage to question no.
2 "and/or your counterparts from other counties".
Mary Jo Cady - memo is OK, just remember that the Salary Commission is setting the salary for the
positions and not for the individuals.

(Compensation Philosophy for Salary Commission)
Update: April 2, 2024 – WORKING DRAFT
The following is a working list of considerations for establishing the salary for Mason County Elected
Officials. As the Commission reviews all elected officials salaries, this list is meant to capture thoughts
about what is ultimately built into these decisions. These considerations will be reviewed and modified
along the course of this work. These considerations will also be a foundation for work going forward in
future years about the rationale used.
List of Considerations:

in 2024

Mason County has set comparable agencies for all labor market comparisons. These agencies are
identified as “like employers” and based on objective data points such as resident population, total
county budget, assessed property values, number of FTEs, etc. using a parameter of 50% above and
50% below Mason County’s demographics. These comparables are applied to all employees in the
County and are currently under review for updates.

information from the Federal Bureau of Economic Analysis is factored to adjust for cost-
of-living differences between counties when necessary.
Clallam, Grays Harbor, Lewis, and Island Counties have opted to set some Elected
Official salaries at a percentage of Superior Court Judges. Notes are listed on the
following sheets.

RESOLUTION
Based on Res. 39-19 amending Res. 95-16 Sheriff Salary
Whereas, the Mason County Sheriff is an Elected Official and we as the Mason County
Citizen Commission on Salaries for Elected Officials noted the Mason County Sheriff’s salary is
based on the Mason County Undersheriff’s salary by 5%; and,
Whereas, on the Non-Represented Salary Range Alignment ATB it is noted the Undersheriff
has a non-represented salary; and,
Whereas, due to HIPAA – Health Insurance Portability and Accountability Act – I could not
find this salary base; and,
Whereas, the salary is not based on the County Administrator. The Salary should therefore
be capped at the future level of Range 34 Step 10, $97,023.79.
