1.0 PROJECT DESCRIPTION
This restoration plan has been prepared at the request of Larry Mast for the property
located at 131 East Sund Road in Grapeview, Washington (Parcel 121084300180 and
121084300190). The site is found in the SE 1/4 of Section 08 Township 21 North, Range
I West(See Figure 1. Site Vicinity Map).
This report addresses the excavation and sidecasting of material within an impact area of
approximately one acre of a wetland. The wetland meets criteria for a Category I
Wetland, based on the functions and values of the wetland that existed prior to
disturbance. The disturbance entails the removal of native vegetation and excavation of
soil to a depth of approximately ten to fifteen feet.
The purpose of this restoration plan is to restore the wetland to its state and function that
existed prior to the recent disturbance. The disturbed zone will be restored by replacing
the excavated material back into the wetland and planting native vegetation.
The following restoration plan is being provided to be used by Mason County staff, the
client,and/or a restoration professional for implementation purposes. The landowner will
ultimately be responsible for the implementation and the overall success of this plan.
2.0 PROPERTY DESCRIP 11ON
The property is surrounded by residential parcels of similar size, bordered to the east by
East Sund Road, and bordered to the west by East Stretch Island Road South- The
northern portion of parcel 121084300180 and the southwestern portion of parcel
121084300190 contain the depressional Category I Wetland. The undisturbed portions of
the wetland are characterized by a community of red alder (Alnus rubra, FAC), western
red cedar (Thuja plicata, FAC), quaking aspen (Populus tremuloides, FAC), scouler
willow (Salix scouleriana, FAC), Pacific willow (Salix lusiandra, FACW), spirea
(Spiraea douglasii, FACW), and small-fruited bulrush (Scirpus microcarpos, OBL). The
western portion of the property is maintained as an open lawn and a small vineyard.

WETLAND ANALYSIS
Methodology used for determining the previous extent of the wetland area is consistent
with the wetland definition provided in paragraph 25a of the Washington State Wetlands
Identification and Delineation Manual (Washington State Department of Ecology, 1997).
The wetland is dominated by the facultative wetland vegetation, as listed above. The soils
within the upper eighteen inches of the undisturbed soil profile are silt loam with a high
content of organic matter, of matrix chroma IOYR 2/1 with mottles of matrix chroma 7.5
YR 3/4. Wetland hydric soils are indicated by low matrix chroma equaling one with
redoximorphic features. Wetland hydrology is indicated by soil saturation during the
growing season, drainage patterns, FAC neutral vegetation, and oxidized root channels.
The area containing hydrophytic vegetation, wetland hydrie soils, and indication of
wetland hydrology, meets Department of Ecology criteria for a regulated wetland. The
wetland does not appear to have an unobstructed surface water outlet. Based on soil
characteristics and hydrology indicators within the exposed soil profile, the wetland
boundary within the disturbed area appears to be located along the line pictured below.
An atypical data form is attached in Appendix A,that summarizes the rationale for the
approximated wetland boundary within the disturbed area.

2004). Based on functional attributes associated with the wetland including habitat, water
quality, and hydrology functions, it has been rated as a Category I wetland, scoring 80
points on the state rating form. The score for water quality functions in this wetland is 32,
hydrological functions scored 28, and the score for habitat functions is 20. According to
Table 17.01.070 F of the Mason County Resource Ordinance, the base buffer width for
Category I Wetlands scoring between 20 to 28 points in habitat function, within parcels
intended for Moderate Impact Land Use require a base buffer width of 110 feet with an
additional 15-foot building setback. Moderate Impact Land Use is described in Table
17.07.070 B of the Mason County Resource Ordinance as single-family residential lots or
residential subdivisions with 1 unittacre or less. The wetland rating form is attached in
Appendix B.
3.0 APPLICABLE SETBACKS
The parcel is within the jurisdiction of Mason County. Ordinance 17.01.070 identifies
regulated Wetlands adopted by Mason County.
The applicable wetland setbacks for this site is as follows:

4.0 ANALYSIS OF EFFECTS
The disturbed zone lies within approximately one acre of the Category I Wetland. Based
on surrounding vegetation within undisturbed wetland areas throughout the site and the
vegetation shown in the 2005 and 2006 aerial photo on the Mason County Online GIS, it
is likely that the species removed from the wetland during the completed work included
red alder (Alnus rubra, FAC), western red cedar (Thuja plicata, FAC), quaking aspen
(Populus tremuloides, FAC), scouler willow (Salix scouleriana, FAC), Pacific willow
(Salix lucida, FACW), spirea (Spiraea douglasii, FACW), and small-fruited bulrush
(Scirpus microcarpos, OBL). Native plantings have been recommended in Section 5.3 to
restore the vegetative community. In addition, soil has been excavated from the wetland
and sidecasted to areas adjacent to the wetland. Landscape contouring is recommended
in Section 5.1 to replace the excavated soil back into the wetland restore previous soil
conditions.
The disturbed zone also extends onto a small portion of the wetland buffer, occupying
approximately 3000 square feet adjacent to the northern portion of the wetland boundary.
Based on aerial photos (such as shown in Photo 6 of this report), the disturbed portion of
the wetland buffer was previously occupied by maintained lawn area with a scattered
overstory of willows, red alder and quaking aspen. Wetland buffer enhancement
proposed in Section 5.3 of this report recommends overstory plantings to restore the
disturbed portion of the wetland buffer.

5.0 RESTORATION MEASURES
5.1 Phase 1. Replacement of Soil
In order to adequately restore the wetland to what existed prior to alteration and to
prepare the site for plantings, all material that was excavated from the wetland will be
placed back into the recently excavated depression. The soil has been piled up adjacent
to the wetland.
It is recommended that only the native soil removed from the wetland be returned to the
wetland. This should be done so in the following order: First, the clay soil must be
evenly distributed within the base of the excavated areas of the wetland (Shown in the
photo below as "(1)"). Second,the darker top soil will be overlain on top of the clay soil
(Shown in the photo below as "(2)"). Finally, all large woody debris that is within the
piles of excavated material will be randomly situated throughout the disturbed zone, in
such a way that mimics natural dispersion (Shown in the photo below as "(3)").
Topography around the wetland edge will then be profiled to a grade that is consistent
with the representative topography on the undisturbed portions of the wetland edge to the
east and south of the disturbed area as described in section 5.2.
Best Management Practices addressed in Section 5.3 should be diligently applied during
this work. A qualified biologist should meet on site with the operator prior to this phase
of restoration, to ensure project understanding.

5.2 Phase 2. Recontouring of Slope within Buffer
The portion of wetland buffer that has been overlain by piles of excavated material will
be profiled to slope down toward the wetland boundary. The recommended slope
gradient beginning from the wetland boundary is one foot rise in elevation per every three
feet back from the wetland boundary, which will mimic unmodified topography within
the wetland buffer. This should be accomplished using the existing native soil on site.
No additional material will need to be brought to the site.
Immediately following the landscape contouring phase, it is recommended that the newly
contoured slope and the existing slope is overlain with Jute netting, wood chip mulch, or
straw matting to provide temporary erosion control. Jute netting is a light, woven
polypropylene for controlling erosion while vegetation takes root and grows. The fabric
decomposes over time from exposure to sunlight. Fibers are spun in one direction to give
added texture which slows water flow and catches soil particles
5.3 Phase 3. Vegetation Restoration
Following the replacement of the native wetland soil and slope profiling within the
buffer, it is recommended that the the disturbed portion of the wetland be planted with
native tree and shrub species. Based on the aerial photo shown in photo 6 and the
presence of emergent vegetation growing along a slope down toward a depression shown
in Photo 5, the northwestern portion of the wetland was previously an open water pond
area. This being the case,the northeastern portion of the wetland restoration zone will be
excluded from the plantings, and will be maintained as an open-water portion of the
wetland occupying approximately 2000 square feet.
The plantings are recommended to restore the original vegetative community and overall
function of the wetland, that existed prior to the recent modification. The portion of the
wetland just southeast of the disturbed zone (photo 7) has been used as a reference site in
the development of this planting plan. The total area to be replanted occupies all but
approximately 2000 square feet of the entire disturbed zone, which totals approximately
40,000 square feet.

The following is a list of species to be used. The species have been chosen based on their
presence within the reference site, tolerance to the onsite soil conditions, and light
requirements. Other appropriate native plant species may be substituted at the discretion
of the restoration professional.

It is recommended that potted plants be used as opposed to bare root seedlings. The
following plant species and potted sizes are recommended:

Comply with all permits and requirements of governing authority.
6.0 MONITORING
Monitoring of the site will begin the first fall following native species plantings and
maintained on a seasonal basis. The information gathered will provide the following: 1)
condition of reintroduced plant species; 2) the use of the site by wildlife species; 3) any
further disturbances and any effects on the restoration zone and associated aquatic
habitat; 4) any occurrence of exotic species within the wetland or buffer; 5) any
corrective measures that may be deemed necessary to provide desired conditions. This
monitoring will be in effect for the duration of three years as required by the Mason
County Planning Department. Given the scale of this project, Mason County may require
a longer monitoring period. The information gathered will be provided in an annual
report and submitted to the Director of Mason County Department of Community
Development.
7.0 SUMMARY
This report outlines restoration of approximately one acre of a Category I Wetland.
Replacement of the soil, landscape contouring within the buffer, restorative native
planting within the wetland and buffer, and Best Management Practices are outlined to
restore the wetland to its state and function that existed prior to the non-permitted work
while avoiding adverse impacts to the extent feasible. No impacts to water quality or
aquatic habitat are predicted.

Onsite Soil Conditions based on Mason County Soil Survey
Subject Site Soils:
Tanwax peat, 0 to 2 percent slopes (Tb).-The Tanwax series consists of brown peat derived from sedimentary
materials that decompose fairly completely into highly colloidal, smooth, peaty material having a greasy feel. The
peat gives up moisture slowly, but once the peat has dried, the resulting hard, persistent lumps are difficult to
saturate again. Tanwax peat, 0 to 2 percent slopes (Tb) occurs in small isolated areas, generally in association
with poor agricultural soils.
Harstine gravelly sandy loam, S to IS percent(Ra). -The Harstine series consists of well-drained,brown soils of
the uplands. They have developed from softly cemented, sandy glacial till that is high in particles of quartzite and
granite. The till is similar to that underlying the Alderwood soils, but the upper few feet are sandy and only
weakly cemented. The rainfall is the lowest in the county, or from 45 to 55 inches a year. Douglas-fir does not
grow well, because the soil is too droughty for trees. The understory is a fairly dense growth of huckleberry.
Scattered manzanita and madrone grow in logged areas. The Harstine soils occur only on the islands of Case Inlet
and are primarily on Hartstene Island.The profile of Harstine soils is fairly similar to that of the Alderwood soils,
but it is less bright in color; contains more shot and less gravel: and, commonly. has a more pronounced ashy gray,
leached layer immediately below the organic litter. The Harstine soils contain more gravel than the Indianola soils
and have harder, or more compact, underlying till.
