1.0 Introduction
At the request of Allen Shearer, Lee Boad Habitat Management Planning and Wetland
Services performed a wetland reconnaissance on the above referenced property.
The focus of the work was to determine the extent and jurisdictional status of regulated
wetlands on site. Mr. Shearer also requested that the buffer and required building setback
associated with any identified streams be identified and mapped as well. All field work
and reporting associated with this project was performed by Lee Boad. The following is
a summary of methodology and findings. Technical data is attached.
2.0 Methodolowy
2.1 Field Review
A field review of the above referenced property was performed in June of 2004. Review
consisted of the following:
1) Reconnaissance throughout the parcel to identify suspected wetlands.
a. Suspected wetlands included areas dominated by vegetation types
typically adapted to wetland conditions.
2) Routine determination completed for each suspected wetland.
a. Soil characterization, analysis of hydrological indicators, vegetation
characterization.
3) Delineation and flagging of identified wetlands within the parcel.
4) Categorization of identified wetlands within the parcel.
5) Mapping of wetland boundaries in relation to property lines.
The entire parcel qualified as a suspected wetland due to the prevalence of facultative
wetland vegetation. Eight plots were flagged for routine determination.

2.2 Wetland Delineation
Wetland delineation followed a routine methodology based upon the Washington State
Wetland Identification and Delineation Manual (1997) requiring positive indicators of
wetland soil, hydrology, and plants.
Wetland hydrology was determined through observation of field indicators and
conditions dug in pits throughout the study area.
Presence of hydric soil was determined by soil conditions in several pits dug around the
suspected wetland. Soil inspection included comparison with the Munsell Color Charts
(1992). General soil characteristics were derived from information contained within the
Soil Survey of Mason County,Washington(1960).
Occurrence of wetland vegetation was determined through species identification,
estimation of dominance and then assignment of wetland indicator status. Indicator
status was assigned based on the National List of Plant Species That Occur in Wetlands
(1996).
2.3 Wetland Category Rating
Procedures set forth in the Washington State Wetlands Rating System— Western
Washington Second Edition were used to establish category ratings for identified
wetlands.
2.4 Wetland Mapping
A scaled plot map is enclosed showing the location of identified wetlands in relation to
property lines and other site-specific features. The locations were derived from distance
measurements taken from property lines to the identified wetland boundaries.
2.5 Type 1 V Stream Buffer Mapping
A Type IV stream was identified on the day of the field investigation. The stream and
associated buffer were applied to the plot map using measurements taken from the
western property line to the OHWM.
3.0 Results
3.1 Category III Wetland
Category III wetlands were identified within the northern 2/3 of the subject parcel.
Positive indicators of soil, hydrology and vegetation were observed within several sample
plots. Category II palustrine wetlands were also identified within the parcel.
The site consists of relatively flat landscape (0-3 percent gradient) located east of Belfair
Valley Road. Land clearing has taken place within the last 5 years resulting in several
early succession vegetative species dominating the site.

Hydrology
Seasonal runnoff enters the property through a culvert placed under the road and runs
through a drainage ditch located in the center of the parcel which enters a small tributary
to the Union River. Another drainage ditch is located along the southern portion of the
parcel. Hydrological indicators within identified wetlands include positive FAC-neutral
vegetation, oxidized live root channels, water stained leaves, moderately visible drainage
patterns, and observation of seasonally inundated locations within the parcel over the past
two years. Landscape elevation to the north of the drainage ditch located in the center of
the parcel appears to be approximately 0.5 to 1 foot lower than the area located south of
the drainage ditch.
Vegetation
Vegetation observed throughout both wetland and non-wetland plots consists of almost
all facultative wetland plants. Eleven different plant species were identified as
encompassing over 20% ground cover. Although vegetation communities provide strong
indicators of wetland conditions, several non-wetland plots contain hydrophytic
vegetation. The moist climate associated with the Union River Valley sub-region often
allows facultative wetland vegetation to subside in non-wetland sites. This is most
evident in disturbed areas such as what occurs within the southern 1/3 of the subject
parcel.
Wetland zones within the site support strong indicators of hydrophytic vegetation
(FACW-OBL) while non-wetland sites support plant types common along roadsides and
disturbed sites with indicator statuses ranging from FACU-FACW.
Soil
Soil types mapped and observed within the site include Belfast sandy loam and Norma
silt loam. Belfast sandy loam is a moderately well drained alluvial soil common along
the Union River Valley. High water tables occur only occasionally during the winter and
under normal conditions this soil type does not waterlog. Areas underlain by Belfast silt
loam typically do not support all three parameters to qualify as wetlands (hydrology, soil,
and vegetation). The plots underlain by Belfast sandy loam did not show positive
indicators of soil or hydrology, and only upheld moderate hydrophytic vegetation
indicators (FAC-FACW).
Norma silt loam is a poorly drained soil that is common in upland depressions. It is
typically formed under conditions of prolonged saturation during the winter and spring.
Norma soils are in Capability Subclass IIIw meaning that it has a slowly permeable
substratum, and therefore often supports wetland conditions. Within this site, the sample
plots underlain by Norma silt loam support positive indicators of soil and hydrology and
strong indicators of hydrophytic vegetation (FACW-OBL).
Jurisdictional Status
The wetland occurring within the northern 2/3 of the subject parcel qualifies as a
jurisdictional Category III. Key factors influencing this rating include plant diversity and
overall size.
Category III wetlands require a vegetation buffer of 50 feet with an additional 15-foot
building setback. Special setbacks for this wetland include 100 feet for any on site
sewage disposal drainfield, and 200 feet for a livestock feedlot.
Boundary Description
The southern most wetland boundary occurs where an area dominated by strong wetland
marsh speedwell (Veronica scutellata), and Baltic rush (Juncos balticus)gradually slopes
through a patch of willows(Salix sp.)to the drainage ditch. To the south of the drainage
ditch is an area dominated by plant communities common in both wetland and non-
wetland areas including broadleaf plantain (Plantago major), creeping buttercup
(Ranunculus repens), Common velvetgrass (Holcus lanatus), and red clover(Trifolium
pratense). Two patches of obligate vegetation were observed south of the drainage ditch
as well. Although soil centrally located within the identified wetland is Norma silt loam,
the southern edge of the wetland area is comprised of sandy soil containing many large,
distinct, mottles. Soils with low chroma and distinct mottling are not present to the south
of the drainage ditch.
Several portions of the northern and eastern wetland boundaries are located off the
property. The most significant indicator of wetland/upland transition in these areas is the
change in soil characteristics and vegetation communities.
4.0 Category II Wetland
A Category II wetland corridor meanders along the edge of the parcel and enters a
forested area located in the southeastern portion. Key factors influencing the rating for
this wetland include connection to fish bearing water, wildlife habitat features, presence
of surface water, vegetation community diversity, and overall size. A small stream is
located within the wetland channel that maintains a surface water connection to the
Union River.
Hydrology
The wetland surrounding the small stream occurs within the same landscape depression
where the stream channel also exists. Seasonal flooding and high water tables support
wetland hydrology within this site.
Vegetation
Vegetation types include plants common along stream banks and palustrine wetlands.
Salmonberry (Rubes spectabilis), water horsetail (Equisetum fluviatile), and several
willow species (Salix sp.) were identified within the wetland site. The wetland transitions
to a forested community dominated by western red cedar (Thuja plicata) prior to
connecting with the Union River.

A portion of the stream was surveyed during the field inspection and no fish were
documented. The stream was flowing at less than 1-cubic feet per second on the day of
the survey.
Soil
The soil mapped within the wetland site is Belfast sandy loam. This soil type was not
confirmed during the field investigation as the observed soil type has characteristics
different than Belfast. The surface layer consists of a very dark brown silty loam with
organic content throughout the upper 12 inches. Soil within the wetland was saturated to
the surface on the day of the field investigation.
Boundary Description
A distinct change in landscape topography coupled with visible saturation of surface soil
provides an easily recognizable boundary between wetlands and uplands. The wetland
shares the same landscape depression as the small Type 4 stream.
The stream does not appear on any Washington Conservation Commission Fish
Distribution Maps. However, it does appear to sustain flow for most of the year.
If the stream flows year round it would be regulated as a Type 4. If it runs dry for a
portion of the year, it would be regulated as a Type 5. In Mason County, Type 4 streams
require a buffer of 100 feet with an additional 15-foot building setback from the buffer.
Type 5 streams require a 75 foot buffer with an additional 15 foot building setback from
the buffer. Category II wetlands require a vegetation buffer of 85 feet with an additional
15-foot building setback.
5.0 Summary
A plot map is enclosed showing the location of wetlands, streams, associated buffers
(assuming type 4 stream) and building setbacks. Any construction within buffers or
building setbacks requires a variance in which the applicant must submit a proposal that
1) minimizes and mitigates impacts to critical areas, and 2) proves that the strict
application of standards listed in the Mason County Resource Ordinance denies
reasonable use of the parcel. On -site monitoring should be conducted throughout the
summer to confirm the Type of the small stream.
