Approved per locations and setbacks on submitted site plan; the September 8, 2014 plan has the configuration of curtain drains at top of slope and short block walls and drains near base of slope towards the east that are subject to this review. X Resource Ordinance The applicant acknowledges that the project will be completed as proposed, so that the project will be consistent with all applicable standards of the Mason County Resource Ordinance. Future work within the vegetation buffer and shoreline critical area will be reviewed by the Dept. of Community Development prior to starting such work X 2.) Construction Debris Removal Debris must be removed from the site area after project completion. Proper disposal of debris must be on land in such a manner that debris cannot enter or cause water quality degradation of State waters. X Dry Work Periods Work must be done in the dry time periods to help prevent disturbance of unstable soil layers and uncontrollable mass wasting in work area. X Surface Water Control All surface water and potential runoff from the proposed development will be controlled on site and shall not adversely affect any adjacent properties, cause sediment deposits, nor increase the velocity flow entering or abutting to any state or county culvert or ditch system or road way. Grapeview Dear Mr. and Mrs. Garvey, This letter is a follow-up regarding the progress of work set forth in the Mason Environmental Permit MEP2014-00028 issued to you and your contractor on September 12, 2014. It is important that the work is completed and performs as anticipated when the permit was prepared and issued. My recent site visit to your Pirates PI. property showed that work on uphill curtain drains has been done, but the piping in these drains has not been connected to a conveyance pipe that routes to a drainage ditch near your neighbor the Davises. This conveyance pipe is essential to routing water in the soil profile to a safe location that does not affect the property of the downhill neighbor. More important is the fact that the contractor began a short-height block wall at the base of the slope on your property, but he did not include the installation of the curtain drain just behind and below the alignment of the block wall, prior to the blocks being placed on grade. The lowest course of block is not keyed into a trench in the ground, nor is it anchored in place by reinforcement bars cemented in a footing wall. The contractor appears to have stopped mid-project in the construction of this wall, leaving the structure less effective in bank support and drainage control. Prior to issuing Mason Environmental Permit MEP2014-00028, you stated that Mr. Ron Phipps from Allyn WA. would be the contractor to install the curtain drains and short block walls. If Mr. Phipps is still the contractor, has he continued to complete the needed actions on the property ? As the property owner, you are responsible to keep the permitted work occurring on the property. I Please update Mason County Dept. of Community Development on the progress of the work that was authorized with Mason Environmental Permit MEP2014-00028.
