MASON COUNTY PRE-SUBMISSION CONFERENCE REQUEST FORM The purpose of the pre-submissiod application is to identify and/or eliminate as many potential problems as possible in order for the project to be processed without delay. Representatives from the Building Department, Fire Marshal's office, Environmental Health,.Planning,and Public Works departments may attend the meeting to discuss rules and regulations applicable to the proposed project. Topics covered during the meeting will include the comprehensive plan, shoreline program, zoning, availability of sewer and potable water,development concepts, building construction, fire protection and life safety of the proposed project. By providing the most accurate and detailed information on the application and site plan your pre-submission conference will be more informative. Pre-Submission conferences are held every Wednesday and last approximately one hour.To schedule a meeting complete the application on both side and return 7 copies of the site plan to the Mason County Permit Assistance Center, attn. Box 129 Grapeview, WA 98546 Chief Graeber: Pursuant to the pre-application meeting today, I wanted to confirm the issues that we discussed. 1. An automatic fire alarm system, designed and installed to Mason County standards and monitored by an approved central receiving station, is required throughout the building. Separate plans and a permit is required. I have enclosed documents relating to the design of automatic fire alarm systems. 2. Any commercial cooking appliances that emit grease-laden vapors are to be protected by a Class I Hood and a fire suppression system. Activation of the fire suppression system is to be monitored by the fire alarm system. 3. WAC 296-305-06503 (15) (15) New stations containing a kitchen, and station kitchens remodeled after the date of this chapter, shall have an alarm activated service disconnect of fixed cooking appliances. Over the past several years we have joined forces with the Mason County Fire Protection District 43 (Fire Department)in a cooperative project to expand the old Fire Department building for use as a community center.The GCC is now in a position to fund a major portion of the construction and willing to take the lead to move this project forward. The Fire Department has agreed that the GCC should take the lead in this cooperative project. The new facility will solve two primary problems, first it will allow expansion of the GCC membership and allow larger groups to participate in community events. The current facility is just not large enough to safely handle larger groups. Second, it will provide a facility more conducive to meetings and events. Amenities such as adequate lavatories,drinking fountains, handicapped access, acoustics,an improved heating system and more pleasing decor will be added. The intent of the proposed Grapeview Community Center is to provide a meeting place for various community groups and for community projects. Currently the Grapeview Community Club uses the existing Fire Hall as its primary meeting place and as its event center. The GCC,with 136 families in its membership, meets bi-monthly. The GCC Board also meets here on alternate months. In addition to these regular meetings,the Fire Hall provides a meeting place for committee planning meetings such as the Grapeview Water Festival,the community garage sale, and others. Community events are planned and sponsored by various community organizations and as an events center the existing Fire Hall serves as a facility for our"Meet the Commissioner" night which is held with Herb Baze seven times a year. It is the community precinct polling plane, and also provides a facility for the community crab feed,the community garage sale,the Labor Day Dance,the children's Santa event, the community blood drives,the Grapeview Loop Road clean up, Grapeview Day and others. In addition to the GCC, other community organizations that could potentially use an expanded community facility include the Sara Eckert Orthopedic Guild,the Grapeview Port District,the Treasure Island Community Club, the Pirates Cove Community Club,the Grapeview Garden Club, the local boy scout troop, and others. The expanded facility will also serve the Fire Department as a meeting hall and training facility. The Fire Commission also holds their meetings here. The existing old Fire Hall is of concrete block construction and contains the main hall,a combined kitchen/day room,an office,two small lavatories,and storage. It is rectangular,60 feet across the front and 40 feed deep,for a total square footage of 2400.The addition will be a 36 foot by 60 foot structure across the back of the existing building for an additional 2132 square foot(2160 square foot minus the entry). The addition will include new lavatories,a small meafmg/serving room, storage, and a main meeting room. The new and old meeting rooms will be combined to form a single meeting room with an interior size of 2400 square feet. Using 15 square feet per person,this will accommodate a maximum occupancy of approximately 160 people. The new small meeting room will have a maximum of approximately 19.The existing kitchen/day room has a maximum occupancy of approximately 13. Including the occupancy of one for the office, the total new structure will have an approximate occupancy of 193. We are excited about the prospect of providing the Grapeview Community with an improved community center.We look forward to working with the County on this project and believe the completion of this project will enhance the community.We have attached the application for special ice for your review and approval.
