No vegetation: Area is surrounded by gravel access roads for pond maintenance and fish rearing. Lawn grass,

Satsop Springs is managed by the CBFTF in cooperation with the Washington Department of Fish and Wildlife.
At the facility we raise 450,000 coho annually, 250,000 chum and our egg take goal through brood stocking we
try to get 600,000 chinook eggs. In addition we raise 7000 rainbow trout to and average of 4.5-5 pounds in size
for the local lakes.

Adjacent properties are commercial forest lands used for timber harvest.

One residential house that houses a family of 4 currently. Next to the house is an open car port for two vehicles
and a storage shed next to the car port. One maintenance shop where tools are stored, plus fish feed and
grounds maintenance equipment is stored. Attached to the shop is the Task Force office. In addition there is a
small shed used to store hip boots and rain gear plus water sampling equipment. We have another storage shed
used for net and vehicle storage. Then there is the holding pond and fish trap facility for spawning and
surplusing salmon with a cable lift apparatus for removing fish from the holding area for spawning and
surplusing. There are 5 ponds excavated for fish rearing for which we are replacing pass-through structures for
water control.

continue for 2.5 mile to Satsop Springs on the left at the large Satsop Springs sign.
Part 6-Project Description

Replacing two round steel culverts which have flow cutoff valves at separate sites. One is at the inlet of pond
2, the other is at the inlet of pond 5, which is the bypass channel that leads to the river. Both are outlets from
pond 4. All ponds will be dry during project construction. The two culverts are about 15 feet apart. We are
also removing an old concrete structure from the pond bottom at the valve locations . The old valves and
culverts are currently in danger of failing due to age and rusting.

The old steel culverts currently being used are deteriorating and in danger of malfunctioning which could
endanger fish rearing capabilities. With the new concrete trench installations, water flows and water levels can
be managed better for ponds 4 and 5 plus water flows can be managed better in the bypass channel during
the chum rearing period. Five other steel culvert water controls have been replaced and these are the last
ones to complete which will make water controls much more manageable for all the ponds.

The nearest water body is over 300 ft. away, E. Fk. Satsop River. We are working in a fish rearing facility
bordering the river where the water flow through the ponds can be totally dried up. This work will take place in
late May when the ponds are dried up for maintenance and cleaning after our annual fish realease. We will
remove two existing steel culvert structures. One is at the inlet of pond 2, the other is at the inlet of pond 5,
which is a water bypass channel that leads to the river, roughly 300 ft. from the pond outlet. Both allow outlet
flows from pond 4. Two thirty-feet-long concrete box trenches will be installed between these ponds that are
6ft. 3in. wide and 7ft. 2in. high. They come in 10 ft. sections because of the heavy weight. An old concrete
structure currently on the bottom of the current outlet of pond 4 that no longer has any purpose will be
removed. Once the pipes are excavated and the concrete structures removed from the channel, each trench
structure base will be excavated with a track excavator and 5/8 minus gravel base installed to set them on.
Once they are placed backfill material will be compacted around each vault and an access maintenance road
will be constructed over the top. The trenches will each be 30 ft. long, constructed of two pieces, the U-
shaped trench and the top lid that will allow vehicle passage over the top of the trenches. The access road
over the trenches will allow access to salmon brood stocking locations on the river and to access both sides of
the ponds for maintenance. None of this is in the 100 year flood plain.

There will be no impacts to bordering water bodies. We have completed 5 other similar pond crossing
structures under the old Salmon Culture HPA and none had any impacts on bordering water bodies. The new
Salmon Culture HPA does not cover this activity anymore according to WDFW, thus the reason for requesting
this HPA.

N/A No fill in water body. This is in a dried up fish rearing pond. The nearest water body is over 300 ft. away
from digging site. The fill will be the excavated materials removed to install the new trenches. It is native soils
from original pond development. Roughly two loads, 30 CYs of crushed rock will be hauled in from local rock
quarry to install road access over top of new trenches once in place.

The old steel culvert water controls will be excavated with a track excavator. The materials will be stockpiled
near excavation. Once the new concrete trenches are installed much of the excavated materials will be used
to backfill. Any remaining materials will be stockpiled about 500 feet from the excavation site near the county
road where there is no impact to any water bodies due to stormwater runoff. The excavation quantities for
both trenches are 145 cy. for removing old structures and concrete channels, 100 cy. structure excavation
for new trenches, and 120 cy. for shoring and cribbing and 10 cy. for pond channel excavation and cleaning.

No monitoring plan is needed. Once the new trenches are installed the ponds will be flooded to receive this
year's salmon and trout for rearing and release in 2025. The ponds will be filled once construction is done and
any turbidity which should be minimal will be allowed to dissipate gradually over time to not impact the ponds
or eventual water bodies. Once the water is totally clear the fish will be released into the ponds. The
anticipated time for any cloudy water to dissipate is measured in minutes.
