HomeMy WebLinkAbout1991/08/05 - Board of Health MASON COUNTY BOARD OF HEALTH AUGUST 5, 1991 The meeting was called to order at 3:30 p.m. by Chairperson Laura E. Porter. ATTENDANCE: Laura Porter, Chairperson Michael Gibson, Board Member William Hunter, Board Member, absent Brad Banner, Health Services Director J. Joanne Hoover, M.D., Health Officer Wayne Clifford, Water Quality Coordinator Sharon Bisser, Nursing Supervisor Robin Shoal ADMINISTRATION FISCAL ACCOUNTING SYSTEM Brad Banner, Health Services Director, informed the Board of the status of the fiscal accounting system for the health department. He stated John Church is making progress and he has been talking with Jackie Dagle in the Auditor's office. Should be ready to present at the next meeting. ENVIRONMENTAL HEALTH WATER ADEQUACY ORDINANCE Robin Shoal, presented the draft for Mason County Ordinance Adequate Potable Water Requirements. This ordinance is being drafted for Mason County pursuant to the Growth Management Act of 1990. At this time Mason County does not have any drinking water regulations. This ordinance is intended to meet the requirements of sections 52 and 63 of the Growth Management Act, and to provide an interim basis for drinking water standards in Mason County until an expanded, more comprehensive drinking water ordinance is completed and adopted. Board Member Gibson asked what process has gone into the draft--public input, information from other ordinances or a combination of both. Ms. Shoal stated that it was basically a combination of information from other ordinances, DOE minimum guidelines and also recommendations from Mason County staff. Board Member Gibson asked if any lot that is subdivided has to have potable water. Ms. Shoal said yes unless it is over 5 acres. Board Member Gibson asked if it address's variance building. Ms. Shoal stated it did not. Chairperson Porter suggested holding a couple of public hearings, one just for comments. MASON COUNTY BOARD OF HEALTH AUGUST 5, 1991 - PAGE 2 Chairperson Porter asked that Brad send a copy to everyone that has requested to be on the Growth Management Planning committee and that Brad prepare a press release. Board Member Gibson asked that a cover letter be sent with the draft copy asking for comments. Brad Banner said he continues to monitor what other county Health Departments are doing in regards to the drinking water regulation and it is being interpreted that there should be an analysis of quality along with quantity. The Board and Brad Banner thanked Robin for her work. VARIANCE POLICY Brad Banner, Health Services Director, stated he has worked out a variance policy with Dr. Hoover. If a person has a variance request or appeal they will have a variance conference with staff and the health officer. At that point the appeal may be approved. It would also be determined if a state concurrence is necessary. If the variance request is denied then the person will have a hearing. If the person does not accept the health officer's decision they can go before the Board of Health. There may also be cases where Dr. Hoover would be uncomfortable making the variance in which case she will refer to the Board of Health. Mr. Banner stated they were concerned of putting people through too many steps but in actuality this should speed up the process since the Board of Health meets only once a month and Dr. Hoover is available weekly. Dr. Hoover stated this is basically what we have been doing but it is now in writing. WATER QUALITY NORTH BAY MONITORING Wayne Clifford, Water Quality Coordinator, asked the Board to send a letter to the State Department of Health requesting recertification monitoring for North Bay. Board Member Gibson asked how does recertification monitoring differ from regular monitoring. Mr. Clifford stated that prior to recertification there needs to be a certain amount of samples taken from the clam beds. In this case, the regular schedule of testing would be intensified in order to meet the minimum number of samples. Board Member Gibson moved/Chairperson Porter seconded that the board go on record to request recertification monitoring for North Bay. Motion carried unanimously. G-aye; P-aye. Mr. Clifford will draft the letter. PIE-Fund Wayne Clifford, Water Quality Coordinator, handed out the PIE-Fund proposal. The thrust of this program is to approach an area such as a Lynch Cove and inventory the houses then set up water quality education mini workshops. Mr. Clifford said this is due by the August 16th and he still needs to work out a budget. MASON COUNTY BOARD OF HEALTH AUGUST 5, 1991 - PAGE 3 Board Member Gibson asked if they are planning to use the Water Quality video. Mr. Clifford - yes. Chairperson Porter asked if it requires any matching funds. Mr. Clifford stated that is something that needs to be determined and if so, it would affect the 1992 budget. FINCH CREEK Brad Banner, Health Services Director, stated he and Wayne Clifford have determined there is no money for a monitoring plan at Finch Creek. Wayne Clifford has walked through this area and didn't see any direct discharges. There was a very high bacteria count in the storm drains. He suspects the systems are flooded with water because of springs in the people's yards. The funding for doing remedial action is exhausted because of the North Bay project. Mr. Clifford suggested Finch Creek be a pilot project for the PIE-Fund program. Chairperson Porter asked that this topic be revisited in the next meeting so Board Member Hunter is present since that is his district. Board Member Gibson asked Mr. Clifford to have the cost for a monitoring plan for Finch Creek at the next BOH meeting. Brad Banner said the original plan was to have Joni Lawless go door to door and then do follow ups but apparently this has already been done and the problems weren't discovered. PERSONAL HEALTH RURAL HEALTH GRANT Brad Banner,Health Services Director,said a letter of intent to apply for the rural health grant has been sent. A steering committee has been established. It has a process of planning that is almost identical to APEX. There should be about $80,000 left over to implement the program. COMMUNICABLE DISEASE POLICY Brad Banner, Health Services Director, presented the communicable disease policy. Board Member Gibson moved for a public hearing for the policy at the next BOH meeting. Dr. Hoover asked if this was necessary since this is just for county employees and the department heads have looked at it. Board Member Gibson withdrew his motion since it was determined a public meeting wasn't needed. Chairperson Porter asked if supplies need to be purchased and what is the target effective date. MASON COUNTY BOARD OF HEALTH AUGUST 5, 1991 - PAGE 4 Brad Banner said he would like to adopt it with an immediate effective date. Chairperson Porter stated since it does require that the department heads have supplies on hand and take other specific actions the effective date should be delayed. Dr. Hoover pointed out that if it is effective right now it puts some urgency in the department heads complying. Board Member Gibson said he would feel more comfortable if everything was in place before adopting the policy. Board Member Gibson amended his motion to adopt the communicable disease policy with an effective date of 5 p.m., September 9, 1991. Motion carried unanimously. G-aye; P-aye. FIRST STEPS PROGRAM Dr. Hoover stated they do have the rough draft of the support letter they asked the Board to sign at the last meeting.
