HomeMy WebLinkAbout1991/06/17 - Board of Health MASON COUNTY BOARD OF HEALTH i JUNE 17, 1991 The continuation of the June 3, 1991 Board of Health was called to order at 3:37 p.m. by Chairperson Laura E. Porter. ATTENDANCE: Laura Porter, Chairperson William O. Hunter, Board Member Michael D. Gibson, Board Member Brad Banner, Health Services Director Al Rogers, Taxpayer Tom Nolan, Resident Kathy Geist, City of Shelton Jeff Dickison, Squaxin Island Tribe � ENVIRONMENTAL HEALTH ENFORCEMENT POLICY Brad Banner informed the Board that he drafted the policy to give prompt enforcement for public health concerns. Mike Clift, Deputy Prosecutor, has reviewed the policy. He explained that he tried to set up a way to prioritize violations and problems so they could be handled uniformly. The method of handling is pretty consistent throughout. Another goal is to be consistent in policies used at North Bay. This follows the same general principle. Chairperson Porter opened the meeting for comments from those in attendance. Jeff Dickison, Squaxin Island Tribe,stated that in general it is a good policy and much needed effort. He felt there needs to be clarification for better operation. He asked what the definition of "surface water" is. Under Enforcement Actions Pg. 2 - A (3) clarification on what "immediately" means. Pg. 3 - B (5) corrections within "one month." Pg 4 - 4th par - Marine Shoreline Standards. He asked about non-shoreline areas. Pg 8 - 5 (C) He had a minor concern that the seven day mail period could be too slow on priorities. Posting notices on premises could be a possibility. Also certified mail. Pg 8 - 5 (E) - It is not clear what is the follow up to that. Mr. Dickison felt that a general consideration is that it is extremely important to provide resource dollars to implement the policies even at the low level priority to prevent the low level f rom becoming high level. MASON COUNTY BOARD OF HEALTH i JUNE 17, 1991 - PAGE 2 He wanted to develop some type of communication between the Tribe and Department of Health Services on public health issues. The Tribe would like immediate notification of any cases of public health threat so they could take the necessary action regarding closing the shellfish harvest or other management measures that may be appropriate. Communication has not been existent in the past. Al Rogers, Allyn, stated that over the past weekend there were about 10 - 15 boats moored in North Mason, arranging from 25 to 28 feet to 50'ers. He questioned about contaminants going into the bay. There is nothing that specifically addresses this situation. He asked what control the County is going to put on this. He felt that immediacy is being implied. He felt there are a lot of ramifications. He questioned how long the County has known it existed in this manner. He added that there is water over Highway 3 in Allyn on the North Side of the restaurant. He explained that he has pictures of six inches of water. Those systems that have a pump are inundated with water. Board Member Hunter responded that there is inclement weather when work can't be completed. There are a few things that must be taken into consideration. Kathy Geist asked if there are plans for additional staff to carry out the policy. Mr. Banner responded that the staffing and priorities are up to the Board. Ms. Geist felt that six months seems like a long time for a violation to be resolved. Tom Nolan asked if there is any discussion about a moratorium on construction along the waterways to get a handle on the septic systems. He added that there is construction still going on. Board Member Hunter stated they are scrutinizing this matter. He asked where lie felt the boundary should be drawn. Chairperson Porter commented that in discussion about the moratorium,the difficulties are the geographic areas. The Board has not taken action to place a moratorium. The County has not been able to pinpoint the definition of the geographic boundaries. The Board is considering those areas that have definable boundaries. Tom Nolan asked if the moratorium would be 100 or 200 yards back from the shoreline. Mr. Banner felt that there were some good suggestions heard. There are a lot of comments that need to be incorporated in the policy before it is ready for adoption. He stated that he would make the changes and send copies to those in attendance.
