HomeMy WebLinkAbout1991/06/03 - Board of Health MASON COUNTY BOARD OF HEALTH JUNE 3, 1991 The Board of Health was called to order at 3:45 p.m. by Chairperson Laura E. Porter. ATTENDANCE: Laura Porter, Chairperson William O. Hunter, Board Member Michael D. Gibson, Board Member J. Joanne Hoover, M.D., Health Officer Sharon Bisser, Nursing Supervisor Brad Banner, Health Services Director Wayne Clifford, Water Quality Coordinator Board Member Hunter/Gibson moved and seconded to approve the meeting minutes dated May 6, 1991 as amended. Motion carried unanimously. G-aye; H-aye; P-aye. WATER QUALITY STATUS OF NORTH BAY STUDY Wayne Clifford, Water Quality Coordinator, discussed who should be the lead department in the State Revolving Loan Fund for the North Bay project. On site system maintenance monitoring is required. The new systems will not be able to be maintained by homeowners. The State requires ongoing maintenance to make sure systems are functioning properly and there needs to be a lead department. Public Works/Utilities is set up to be a monitoring/billing agent. However, they do not have the staff adequate for this, but the Health Services can still fill out the grant application. Chairperson Porter questioned what the scope of the project is. She stated she was uncomfortable looking only at "failing" systems. Board Member Hunter suggested that Health Services and Public Works get together and come back with a workable program. Wayne Clifford commented that the County has till the end of June to submit the application. DCD IMMINENT THREAT GRANT The DCD Imminent Threat Grant will provide money for home owners based on their income level. The criteria are very specific, they want situation to be resolved within 60-90 days. The County has made the initial contact for the grant as we will administer it. Brad Banner requested the Board sign a letter and resolution for the grant application. Board Member Gibson/Hunter moved and seconded to recommend the County Commissioners approve the resolution as presented and designate the Health Services Director, Brad Banner, CEO and authorize representative to act in all matters connected in this and authorize the chair to sign. Motion carried unanimously. G-aye; H-aye; P-aye. INTERIM CENTENNIAL CLEAN WATER FUND Health Services has applied for Centennial Clean Water funds. ADMINISTRATION GENERAL OFFICE POLICIES & PROCEDURE REVIEW Brad Banner,Health Services Director,commented that he gave copies of the draft Department of Health Services general office policies and procedures proposal to the Budget Director and Teamster union. He expressed he would like comments back this week so it can be finalized. The Board commented that personnel/management policy would fall under Board of County Commissioners. The Board commented that the policy can come before the Board of County Commissioners after briefing with Ione Siegler. TRAVEL POLICY REVISION The Board was presented with revisions to the draft travel policy. TRAVEL REQUESTS 1. June 20 & 21 - 2 days Ellensburg, Dr. Hoover and Brad Banner. Board Member Gibson/Hunter moved and seconded the Board has no objection. Motion carried unanimously. G-aye; H-aye; P-aye. PERSONAL HEALTH SCHOOL IMMUNIZATION PROJECT Brad Banner, Director, commented that the fifth graders going into sixth grade had to get booster shots. The Shelton School District wanted the Health Services/Nursing to go to their school district for the shots. This is a very staff intensive program. Max Armstrong and Carol Ulrich came up with a plan to have a health fair for the entire County. Administrators from different schools would participate. The Fair has been tabled until the fall. AIDS CONTRACT AMENDMENT The Board was informed that the County needs to give back $7,500 of the AIDS biennium contract. The SW Regional Office helped project the needs for the remainder of the biennium. Brad Banner, Health Services Director, recommended the Board authorize the contract amendment be signed. MASON COUNTY BOARD OF HEALTH JUNE 3, 1991 - PAGE 3 Board Member Gibson/Hunter moved and seconded to authorize Dr. Hoover sign amendment contract and recommend to the Board of Commissioners. Motion carried unanimously. G-aye; H-aye; P-aye. ENVIRONMENTAL HEALTH ENFORCEMENT POLICY The Board was presented with the proposed enforcement policy for review. Brad Banner, Director, commented that the Prosecutor's office has received a copy for review. There are no civil penalties. Chairperson Porter commented that this type of policy is a health services policy. It is appropriate to be adopted by the Board of Health. Dr. Hoover stated it is instructional to the staff as well as the public. MEETING CONTINUED Board Member Gibson/Hunter moved and seconded to continue the meeting to June 17, 1991 at 3:30 p.m. Motion carried unanimously. G-aye; H-aye; P-aye.
