HomeMy WebLinkAbout1991/05/06 - Board of Health MASON COUNTY BOARD OF HEALTH MAY 6, 1991 The Board of Health was called to order at 3:35 p.m. by Chairperson Laura E. Porter. ATTENDANCE: Laura Porter, Chairperson William O. Hunter, Board Member Michael D. Gibson, Board Member J. Joanne Hoover, M.D., Health Officer Brad Banner, Health Services Director Mike Byrne, General Services Director Diane Crabtree, Nursing HEALTH SERVICES ADMINISTRATION ADMINISTRATIVE PRIORITIES Brad Banner, Health Services Director presented the Board with sample worksheets for employee time accounting each month for project prioritization and leave time. Chairperson Porter felt that comp time must be taken at least within one year because of budget. There was discussion on exempt vs. non exempt employees and that they must use the time within the normal pay period. Dr. Hoover commented that she was not clear whether the Environmental Health status is exempt or non exempt legally. Mr. Banner discussed "Flex Time" (Define work week) versus "Comp Time" (Comp Time is paid or given time and one half) He expressed his desired to use the flex time. If extra hours are being accrued they will try to minimize comp time. Board Member Gibson commented that this would be addressed either in Union Contract or FLSA. STRUCTURE OF BOARD MEETINGS Mr. Banner asked the Board who they would like to attend the Health Board meetings. It was the consensus of the Board that the Health Services Director, Health Officer and other staff as necessary. If a particular agenda item includes a particular program, that staff person will come in for that portion of the meeting. Board Member Gibson/Hunter moved and seconded to establish 2:30 - 3:00 p.m. for regular briefing time on Mondays for Health Services. Motion carried unanimously. G-aye; H-aye; P- aye. MASON COUNTY BOARD OF HEALTH MAY 6, 1991 - PAGE 2 Board Member Gibson added that if there is a need for additional time the Board will try to leave flexibility. Chairperson Porter interjected that Tuesday afternoon might be more appropriate as most of the items will be policy items and less action items. Board Member Gibson/Hunter moved and seconded to withdraw the motion. The motion to withdraw carried unanimously. Board Member Gibson/Hunter moved and seconded to establish 3:00 - 3:30 p.m. for regular briefing time on Mondays for Health Services. Motion carried unanimously. G-aye; H-aye; P- aye. TRAVEL POLICIES The Board was presented with a two sided travel and review policy. Brad Banner questioned if the Board felt comfortable with approving these for the staff so they wouldn't have to come to the meeting here. Board Member Gibson asked that it be reviewed with the Budget Director to make sure there is no conflict with other personnel policy statements. p p Y I Board Member Hunter felt that the policy was a good concept and also expressed that it needed to be reviewed further. The following travel requests were presented to the Board for action: 1. Candy Archer -Financing and Billing(Brochure) - 1 day $15.00 SeaTac area. Maximize getting Medicaid payments for reimbursement. Board Member Hunter/Gibson moved and seconded Candy Archer be authorized to attend,June 4 and be authorized to take a County car. Motion carried unanimously. G-aye; H-aye; P-aye. i 2. Terry Johnson - AIDS Educator - Aberdeen - May 9 & 10, HIV Anti body testing and counseling. Five meals (hotel for one night& mileage) If County car is available. First choice. Board Member Gibson/Hunter moved and seconded no objection to request as recommended. Motion carried unanimously. G-aye; H-aye; P-aye. 3. Dr. Hoover & Brad Banner - Washington State Public Health Officials meeting - Thursday, SeaTac - Registration fee $20 each. Mr. Banner informed the Board that he is a member of the Executive Board and they will be meeting following the Health Officers meeting. Board Member Gibson/Hunter moved and seconded no objection. Motion carried unanimously. G-aye; H-aye; P-aye. I Board Member Gibson advised that the registration will have to go through the regular vouchering process. MASON COUNTY BOARD OF HEALTH MAY 6, 1991 - PAGE 3 4. Diane Crabtree&Brad Banner -Consolidated Contract- No registration,just overnight expenses. This is planning for 1992. The Board informed Brad that it is not necessary to bring a travel item before the Board for one day items when there is no registration expense. 5. Carolyn Auseth - Region X meeting in Seattle - The County has an opportunity to be one of ten participants from the State of Washington. Diane Crabtree informed the Board that Region X includes Alaska, Idaho, Montana and Washington. Board Member Gibson/Hunter moved and seconded no objections for May 30 & 31. Motion carried unanimously. G-aye; H-aye; P-aye. 6. Rosemary Hilburn - NCAST Training - Specialties is to work with families. NCAST is a protocol/detailed approach to methodically evaluate relationships in a home. Eye contact with parent and child. It is not only that, but a reporting way to write. State establishes on statewide basis. They take a Health Department person trained and then they go back and train their own staff. Dr. Hoover interjected that Mason County is one of the last counties in the state to not have i training in this area. Board Member Hunter/Gibson moved and seconded there are no objections to Rosemary Hilburn attending the training as presented. Motion carried unanimously. G-aye;H-aye;P-aye. PERSONAL HEALTH i CONTRACT - SQUAXIN INDIAN TRIBE Dr. Hoover presented the Board with a contract amendment for Squaxin Indian Health Care. The County does not need to continue to provide the Well Child Clinic. The Nursing Division, however, would like to continue the immunization clinic as they have had approval before to do. As Health Officer, she was authorized to sign the original contract. The addendum needs a signature. Chairperson Porter asked if this is normally a part of the Nursing Department's responsibility. Dr. Hoover responded, yes, they would like to provide the service. The contract before the Board is an amendment to the original contract. Board Member Hunter asked how the program is funded. Dr. Hoover informed the Board that the Nursing Department is paid on an hourly rate ($17.00/hour) and they get the vaccines from the State so there is no cost or fees. Board Member Gibson asked the length of the contract, number of visits and hours per week. MASON COUNTY BOARD OF HEALTH MAY 6, 1991 - PAGE 4 The Board was advised that the contract runs from April 1 - November 30, 1991. Diane Crabtree added that the health care is provided once a month by one nurse for two hours. Board Member Hunter/Gibson moved and seconded that Dr. Hoover be authorized to sign the amendment to the contract, subject to the Prosecutor's review. Motion carried unanimously. G-aye; H-aye; P-aye. CONTRACT - RURAL HEALTH GRANT Mr. Banner stated that he is not prepared to discuss the Rural Health Grant Contract today. Chairperson Porter questioned if he could prepare it for Tuesday's board meeting with Commissioners. Dr. Hoover interjected that the contract is ready now, Sharon Bisser has been working with it. The Rural Health Grant Contract is a consultant agreement to help put together the Rural Health Grant. Board Member Gibson asked what the terms of the contract are. Chairperson Porter commented that it is a three month contract from April 1 - June 30. It is for direct expenses, travel, clerical support @ $25/hour. Board Member Hunter/Gibson moved and seconded to recommend the Commissioners sign the Rural Health Grant contract. Motion carried unanimously. G-aye; H-aye; P-aye. NURSING SUPERVISOR Sharon Bisser is being treated at the Black Hills Hospital and her health has been up and down. WATER QUALITY CASE INLET STUDY The Board was advised that Wayne Clifford, Water Quality Coordinator, is at important meeting with Department of Health and Department of Ecology. The Board was presented with a press release from Department of Ecology The Board briefly reviewed the release and noted that there are areas which need to be clarified. Mr. Banner announced that Channel 5 is beginning a series tonight at 5:00 p.m. regarding shellfish. Board Member Hunter asked where Case Inlet begins and ends. Mike Byrne, General Services Director, stated that there is a map defining the area. MASON COUNTY BOARD OF HEALTH MAY 6, 1991 - PAGE 5 FINCH CREEK SURVEY Mr. Banner commented that it will take approximately one week to complete the Finch Creek survey. Water Quality will complete the survey before starting Capitol Hill. ENVIRONMENTAL HEALTH FOOD POISONING INVESTIGATION There was an incident of possible food poisoning associated with the Belfair Restaurant. It was traced through a family that ate there and got sick afterwards. Mr. Banner commented that there were an undetermined number of people who were sick. The symptoms suggested food poisoning. In reviewing the Environmental Health inspection reports it was noted that every time the Belfair Restaurant was inspected they were marked down for "temperature violation." The ownership changed in November and they have called and asked for more inspections. HEALTH OFFICER Dr. Joanne Hoover, Health Officer, informed the Board that there are 22 cases of giardia; two cases of mumps and ten cases of pertussis in 1991 in the County. Dr. Hoover did not know if the giardia is under control yet and the mumps are too early to tell if they are under control. ADJOURN Board Member Gibson welcomed Brad Banner to his first Board of Health meeting and as Health Services Director. The meeting adjourned at 4:58 p.m. Respectfully Submitted, Rebecca S.
