HomeMy WebLinkAbout1991/02/04 - Board of Health MASON COUNTY BOARD OF HEALTH FEBRUARY 4, 1991 The Board of Health was called to order at 1:37 p.m. by Chairperson William O. Hunter. ATTENDANCE: Laura Porter, Chairperson William O. Hunter, Board Member Michael D. Gibson, Board Member J. Joanne Hoover, M.D., Health Officer Sharon Bisser, Nursing Supervisor APPROVAL OF MINUTES:Board Member Gibson/Hunter moved and seconded to approve the meeting minutes dated January 7, 1991 as corrected. Motion carried. G-aye; H-aye; P-aye. ENVIRONMENTAL HEALTH 1990 INVENTORY REPORT John Getty, Environmental Health Specialist, presented the 1990 activity report for the listing of Environmental Health inspections within Mason County conducted by the County. Mr. Getty also submitted the 1990 annual report listing a comparison of 1988 - 1990 food establishments, waste disposal sites, sewage systems and other site activities within Mason County requiring Environmental Health response. The Board briefly discussed the report as it was presented. NURSING DIVISION TRAVEL REQUESTS Sharon Bisser, Nursing Supervisor, presented the Board with a breakdown of the Nursing Division's 1991 travel budget in the amount of $6,580. Chairperson Porter questioned if the budget included local travel. Ms. Bisser stated that they try to use the County car when available. Board Member Gibson asked if all meetings had a registration fee. Ms. Bisser responded that there are a lot of meetings which they attend that do not have a fee. The Board was presented with the following request for travel: February 19 - Immunization workshop in Tacoma - Nursing Director & Avon Anderson to attend a meeting in Tacoma. Board Member Gibson/Hunter moved and seconded that there are no objections to the travel request for Avon Anderson & Sharon Bisser to attend, as recommended by staff. Motion j carried unanimously. G-aye; H-aye; P-aye. I COMMUNICABLE DISEASE POLICY Sharon Bisser, Nursing Supervisor, questioned what the status is on the Communicable Disease Policy. She asked if there needs to be more informational meetings. Chairperson Porter stated that she had some areas of concerns which applied to all employees. She stated that she is waiting for written comments from OSHA/WISHA. REGISTERED DIETITIAN CORE PROVIDER The Nursing Division is recommending the Board authorize the Health Officer to sign a.core provider agreement for the registered dietician to do nutrition counseling for families on medical coupons and so that the County can receive payment for services. Board Member Gibson/Hunter moved and seconded that the Health Officer be authorized to sign the contract as recommended. Motion carried unanimously. G-aye; H-aye; P-aye. EXECUTIVE SESSION Board Member Gibson/Hunter moved and seconded to go into executive session from 2:15 -2:25 p.m. Motion carried unanimously. G-aye; H-aye; P-aye. HEALTH OFFICER APPOINTMENT The Board noted for the record that Dr. Christopher Penoyar withdrew his letter of interest for the Health Officer position. Dr. Joanne Hoover was the other applicant and is the current Health Officer. Board Member Hunter/Porter moved and seconded to recommend to the Board of County Commissioners to enter into a retroactive January, 1991 agreement with Dr. Hoover to serve as Health Officer, with a 4% increase to last year's agreement. Motion carried unanimously. G-absent; H-aye; P-aye. EMPLOYMENT AGREEMENTS HIV SUPPORT GROUPS FACILITATOR The Nursing Division recommended the Board enter into an employment agreement with Cathay Webb and Peggy Zorn for facilitating HIV support groups. Board Member Hunter/Porter moved and seconded to recommend to the Board of County Commissioners to enter into an employment agreement with Cathay Webb and Peggy Zorn for facilitating support groups. Motion carried unanimously. G-absent; H-aye; P-aye. STD CLINIC SERVICES Sharon Bisser, Nursing Supervisor, recommended the Board enter into a contract with Bill Crowell, PA to provide STD clinic services, well-child exams, sport physicals. MASON COUNTY BOARD OF HEALTH FEBRUARY 4, 1991 - PAGE 3 Board Member Hunter/Porter moved and seconded to recommend to the Board of County Commissioners to enter into an employment agreement with Bill Crowell for professional services as recommended by the Nursing Division. Motion carried unanimously. G-absent; H- aye; P-aye. JAIL HEALTH CARE The Board briefly discussed the Jail Health Care status with the resignation of the PA's for these services. A briefing was set for February 11, 1991 at 1:00 p.m. with Sheriff Shepherd and Chief Deputy Tom Robinson. NURSING DIRECTOR'S MEETING There was discussion on the expenses involved in vaccines. It was clarified that administration of vaccines is a local Health Department responsibility and funding by the state. LHD's charge an administration fee which may be waived because of hardship. People cost money and people vaccinate, not the vaccines. ACTIVE DUTY CALL The board was informed that there is a possibility that Mason County may have employees who are called into active duty with Operation Desert Storm. The Squaxin Island Physician's Assistant was called to active duty. ADJOURNED The meeting adjourned at 3:00 p.m. Respectfully Submitted, Rebecca S.
