ATTENDANCE: William O. Hunter, Chairperson Michael D. Gibson, Board Member J. Joanne Hoover, M.D., Health Officer Sharon Bisser, Nursing Supervisor Bob Shepherd, Mason County Sheriff Tom Robinson, Jail Superintendent APPROVAL OF MINUTES:Board Member Gibson/Hunter moved and seconded to approve the meeting minutes dated December, 1990 as corrected. Motion carried. G-aye; H-aye; P-absent. ENVIRONMENTAL HEALTH PUBLIC HEARING - ENVIRONMENTAL HEALTH FEES The Board held a public hearing at 1:30 p.m. to consider establishing/increasing fees within the Environmental Health Division. Mike Byrne, General Services Director, stated that the last time the Environmental Health fees were increased was in 1982. They have tried to make the fees comparable with other counties of similar size and also cover expenses. He proposed to bring the fees up to increase revenues to offset the Current Expense funds which support Environmental Health. The proposed rates would bring in $184,301 in revenue for 1991. The expenses for Environmental Health are $239,955. This is a balance of $55,654 which is funded by Current Expense. Board Member Gibson/Hunter moved and seconded to adopt the Environmental Health fees as recommended by General Services, effective February 1, 1991. Motion carried. G-aye; H-aye; P-absent. Chairperson Hunter commented that Environmental Health could bring suggested fee amendments to the Board during the course of the year, instead of waiting until the end of the year with a long list. He recommended they bring them two or more at a time. NURSING DIVISION PERSONAL SERVICES CONTRACTS - JAIL HEALTH The Board was presented with a two month extension of the Jail Health personal services contracts for Jim Rich and Bill Crowell. MASON COUNTY BOARD OF HEALTH JANUARY 7, 1991 - PAGE 3 They will provide up to eight hours of sick call per week or $500 per month. The Physician Assistant's are under the direct supervision of the Health Officer for sick call at the jail. Any problems or changes need to be addressed by the Health Officer. Sheriff Bob Shepherd and Jail Superintendent Tom Robinson were present to address the Board on the Jail Health contracts. Sheriff Shepherd expressed some concerns with the contract being discussed and stated that lie is totally responsible for the jail. He noted that he would work with formulating policies. He is happy to work with the Nursing Division on these services. He felt that they need to provide a reasonable amount of services. Board Member Gibson asked that the Nursing Division work with the Sheriff's Department and bring back examples of contracts to the Board. Board Member Gibson/Hunter moved and seconded to enter into the Jail Health contracts with James Rich and Bill Crowell and exclude items 3 - 6. Motion carried. G-aye; H-aye; P-absent. PERSONAL SERVICES CONTRACTS Sharon Bisser, Nursing Supervisor, recommended the Board enter into a contractual employment agreement with Suzanne Jackson for two hours per month for dental consultant. It is less than $1,000 per year. This is the third year with no changes in the contract. Board Member Gibson asked to hold the personal service contracts for the Nurse Practitioner and Health Officer and the Board will go into executive session on personnel. MATERNITY SUPPORT SERVICES AGREEMENT - DSHS Sharon Bisser, Nursing Supervisor, recommended the Board authorize Dr. Hoover to sign the agreement with DSHS for maternity support services. This will give the County the ability to bill DSHS. Board Member Gibson/Hunter moved and seconded to authorize Dr. Hoover to sign an agreement with DSHS for maternity support services. TRAVEL REQUESTS The Board was presented with the following requests for travel: 1) Avon Anderson to attend a REACHE childbirth workshop on February 8 & 9, 1991. There is a $100 registration fee plus overnight expenses at Seattle. Board Member Gibson asked if the Nursing Division has set any calendaring for travel items. Ms. Bisser responded that the Nursing Director's meetings are tentative set for the year, there are routine Regional AIDS meetings in Olympia, and CCS meetings in Olympia. Board Member Gibson/Hunter moved and seconded that there are no objections to Avon Anderson attending the workshop in Seattle. Motion carried. G-aye; H-aye; P-absent. 2) Sharon Bisser to attend the Nursing Director's meeting in Seattle on January 31 and February 1. MASON COUNTY BOARD OF HEALTH JANUARY 7, 1991 - PAGE 4 Board Member Gibson asked if she planned to drive back and forth. Ms. Bisser stated that it depended upon the weather. Board Member Gibson/Hunter moved and seconded that there are no objections to the travel request for Sharon Bisser. Motion carried. G-aye; H-aye; P-absent. 3) Avon Anderson, Rosemary Hilburn and Diane Crabtree, PHN's, to attend a PHN workshop for Region VI at the Faith Lutheran Church in Shelton on January 28, 1991. The only expense will be for lunch. Board Member Gibson/Hunter moved and seconded that there are no objections to the travel request. Motion carried. G-aye; H-aye; P-absent. 4) Dr. Hoover to attend a meeting on how to communicate with news people. The meeting will be held in Renton on January 24, 1991. Board Member Gibson/Hunter moved and seconded that there are no objections for Dr.Hoover to attend the meeting on January 24, 1991. COMMUNICABLE DISEASE POLICY Ms. Bisser asked the Board if they had an opportunity to review the corrected copies of the Communicable Disease Policy sent. Board Member Gibson stated that Board Member Porter had a concern about the mandatory immunization records on file. Chairperson Hunter asked that this item be scheduled for the next meeting after Board Member Porter has had a chance to brief with the Nursing Division. 1991 CHAIRPERSON ELECTED Board Member Gibson/Hunter moved and seconded to appoint Laura E. Porter as chairperson for the 1991 Board of Health. Motion carried. G-aye; H-aye; P-absent. Board Member Gibson stated that he has discussed this matter with Board Member Porter and she has agreed to it. HEALTH OFFICER - LETTERS OF INTEREST Two letters of interest were received for the Health Officer position. Dr. Joanne Hoover and Dr. Chris Penoyar.
