The Board of Health was called to order at 4:08 p.m. by Chairperson Laura E. Porter.
ATTENDANCE: Laura Porter, Chairperson

Sharon Bisser, Personal Health Services Director
APPROVAL OF MINUTES: Corrections for the October 5, 1992 minutes were received from Sharon Bisser,
Dr. Hoover, Board Members Bill Hunter and Laura Porter.
Board Member Myer/Porter moved and seconded to adopt the October 5, 1992 minutes as corrected. Motion
carried unanimously. H-absent; M-aye; P-aye.
PERSONAL HEALTH
FEE SCHEDULE REVISION
Brad Banner,Health Services Director,presented the first draft of the Personal Health Fee Schedule and noted
4 the second draft would be presented at next Mondays briefing. His goal is to update the fee schedule by the
v end of the year.
They discussed that they will not make a lot of money off the revision of the fee schedule, but they anticipate
to recoup some of the costs. They are selling some vaccines for less than what they are paying for them. They
would like to have it written into the fee schedule they will charge the cost of the material rounded up to the
nearest dollar. For example, if the vaccine is $2.40 they would charge $3.00. This would allow flexibility with
the many increases.
Chairperson Porter commented they can set the fee and waive it down to the cost.
Dr. Hoover responded that the RCW's state you can't charge more than the service actually costs. (including
administration)
Chairperson Porter noted that the Board of Health needs to discuss the health aspects separate from the
financial aspects. That reason for the two boards is to look at both perspectives.
Board Member Myer interjected they should look at a deadline so the Board can announce a public hearing two
weeks prior to the Commission meeting which follows the Board of Health meting.
Chairperson Porter added if they weren't finished with the discussion at the Board of Health they could continue
with it.
Mr. Banner stated he would proceed that way.
TUBERCULOSIS NEWS
Dr.Hoover commented on the news article Chairperson Porter had passed on to them relating to Tuberculosis.

She commented that it has not gone unnoticed from the Public Health field in general. Since April there has
been three special editions dealing with prevention and control of TB in US communities with at-risk minority
populations and homeless persons and the national action plan to combat multi-drug resistant TB.
There are two issues in TB to be aware of. One, we hit a low in 1985/86 and have seen a gradual upswing.
They feel several reasons have contributed to this: The aging population (immunity falls off); AIDS patients
(immune systems are down); and immigrants from countries where TB is common, as well as the possibility of
(falsifying records); and complacency.
She added there now appears to be a new strain of TB that is not sensitive to antibiotics and their life expectancy
is a matter of weeks. A lot of the individuals are hispanic and the Personal Health Services Department doesn't
have anyone that speaks Spanish.
Chairperson Porter interjected,one issue of Rural Health Committee is to try to consolidate the language banks
which are available in the Counties, to network the resources.
OPENING DOORS - PUBLIC HEALTH NURSING
Sharon Bisser, Personal Health Services Director, supplied each Board Member with a copy of the Opening
Doors - Public Health Nursing book which was just recently made available at the WSPHA annual meeting.
HEALTH PROGRAMS
Ms.Bisser wanted to comment on the recent article in the Shelton Mason County Journal. These services that
are now being provided by the Tribal Center have been provided by the Personal Health Services Department;
however,it wasn't cost effective. The individuals would not come in to get vouchers their vouchers or recertified.
She commented they still go out to the Skokomish Tribe to do immunizations. They no longer go to Squaxin
Tribe, as they buy their own vaccine.
HEALTH SURVEY
Tom McManus is conducting a children's health survey within the limits of the City of Shelton. This is a
legitimate survey; however, the County has nothing to do with it.
Chairperson Porter directed the Health Services Department to notify the City of Shelton(Mike McCarty)since
the County does contract with them.
CONSOLIDATED CONTRACTS
The Board was presented with the consolidated contract. Brad Banner noted it is similar to the 1992 contract.
Sharon Bisser commented there are procedural changes reflecting the immunization grant monies received.
Board Member Myer/Hunter moved and seconded to recommend to the Board of County Commissioners to
sign the Consolidated Contract. Motion carried unanimously. H-absent; M-aye; P-aye.
Mr. Banner noted the contract for feasibility determination for child health tracking system would be an
addendum to the Consolidated Contract.
The Board of Health previously gave direction to talk to the Health Planning Committee and they were
supportive of the prospects. The 1992 funding is $993; and 1993 is $3,972.
The Board of Health agreed to the first part of the contract for 1992 and now the Health Services Department
is requesting an amendment to the 1993 contract.

Board Member Myer/Porter moved to amend the Consolidated Contract for 1993 to include participation in the
feasibility determination for child health tracking system. (request to the State Department of Health to amend
the Consolidated Contract) Motion carried unanimously. H-absent; M-aye; P-aye.
HEALTH OFFICER'S REPORT
Dr.Hoover will be gone next Monday and through the week to an American Public Health Association meeting
to present a paper on University of Washington outreach programs.
ENVIRONMENTAL HEALTH
PERMIT REQUIREMENT POLICY
Will brief the Board on Tuesday, November 3, 1992 at 2:00 p.m.
WATER CONTACT FACILITY CONTRACT WITH DOH
Mr. Banner informed the Board about the contract with Department of Health relating to the County's water
recreation program. The contract notes that Health Services Department shall administer and enforce
RCW/WAC pertaining to issuance of operating permits for water recreation program.
Board Member Myer/Porter moved and seconded to recommend to the Board of County Commissioners to
authorize the Health Officer to sign the contract with Washington State Department of Health for the water
recreation program. Motion carried unanimously. H-absent; M-aye; P-aye.
