HomeMy WebLinkAbout1992/10/05 - Board of Health f r MASON COUNTY BOARD OF HEALTH OCTOBER 5, 1992 The Board of Health was called to order at 3:40 p.m. ATTENDANCE: Laura Porter, Chairperson William O. Hunter, Board Member Joel R. Myer, Board Member Brad Banner, Health Services Director Sharon Bisser, Health Services/Nursing Supervisor PERSONAL HEALTH MCH AUDIT Sharon Bisser, Personal Health Services Director, informed the Board that the Washington State Department of Health conducted an audit of the local Health Department and are in compliance for the MCH part of the consolidated contract. This is primarily programmatic audit and some fiscal audit. DOH Letter (Exhibit A) Chairperson Porter congratulated Ms. Bisser on leadership in her department. MEDICAL WASTE DISPOSAL Brad Banner, Health Services Director, stated that he would present the contract before the Board of Commissioners on Tuesday. The contract delineates twice a month/$22 per visit. They would pick up the medical wastes, Sharpes, etc. and would sterilize and dispose of it. Ms. Bisser interjected that the landfill is no longer accepting medical wastes. BIRTH TO THREE CONTRACT WITH SCHOOL DISTRICT The Board was presented with a contract with Mason Count Special Services Co=Operative for the delivery of nursing consultation from Personal Health Services for the 0-3 and 3 -5 preschool program.s The scope of work is to provide up to 8 hours, per week nursing staff time. Board Member Myer/Hunter moved to authorize the chairperson to sign contract with Special Services Co- Operative for delivery of services in birth to three program. Motion carried unanimously. H-aye;M-aye;P-aye. PSYCHO-SOCIAL SERVICES AGREEMENT FOR FIRST STEPS Sharon Bisser commented that the Psycho-Social Services Agreement for First Steps has been reviewed by the Prosecutor's office. Chairperson Porter questioned if there are finances changing hands. Ms. Bisser responded, no, not at this time. Board Member Hunter/Myer moved and seconded we enter into the Health Service Agreement for Psycho- Social Services for First Steps. Motion carried unanimously. H-aye; M-aye; P-aye. MARTIN'S COLLEGE VOLUNTEER- KATHY FORESTER The Personal Health Services Department was approached by the Saint Martin's College school nurse asking that Kathy Forester have a chance to see how a primary care facility works (other than hospital). Ms.Bisser presented an agency agreement for the Board's consideration. There is no money involved; however there is one benefit, they will allow us to take course at St. Martin's for free. Chairperson Porter asked for documentation on file of this person's role (brief agreement) so covered under liability insurance. Board Member Hunter/Myer moved and seconded to enter into agreement with St. Martin's College and authorize the chairperson to sign. Motion carried unanimously. H-aye; M-aye; P-aye. ENVIRONMENTAL HEALTH FOOD PROGRAM PLANNING Mr. Banner briefly discussed the food program activity schedule for 1992/1993. Board Member Hunter questioned what constitutes a high risk facility. Mr. Banner noted there are ten that the staff is aware of this year. "High Risk" is based on the complexity of the menu. \` The state food regulations have changed. He stated they would like to adopt the state regulations by reference with more specific requirements for new facilities. An advisory committee would work on this. Chairperson Porter, questioned if they have considered self-inspection program for those that have someone on site capable of doing it. She felt in the long run it could save dollars in doing on site inspections. Mr. Banner responded that the County has been unsuccessful in the past. The state recommends base regulations with adding this later on. Chairperson Porter asked if it also includes school services. She was informed by Mr. Banner that they do. He added there is a whole lot that can be done with schools. FLU VACCINES The Board was advised that the flu vaccines are starting next Monday. They are targeted at individuals 60 & over, major health problems, or those who live with someone who has a major health problem. The Health Department does not deny anyone service. There is no sliding fee scale on flu shots. EXECUTIVE SESSION The Board went into executive session for 15 minutes regarding personnel and came back into regular open session. PERSONAL HEALTH SERVICES DIRECTOR POSITION Chairperson Portei acknowledged receipt of a letter of resignation from Sharon Bisser. The Board accepted her resignation as Personal Health Services Director, effective November 30, 1992. She expressed appreciation for the years of work to the County and for the extraordinary service she provided.
