HomeMy WebLinkAbout1992/07/06 - Board of Health 11 MASON COUNTY BOARD OF HEALTH _ JULY 6, 1992 The Board of Health was called to order at 3:30 p.m. by Chairperson Michael D. Gibson. ATTENDANCE: Michael D. Gibson, Chairperson .William O. Hunter, Board Member Laura Porter, Board Member J. Joanne Hoover, M.D., Health Officer Brad Banner, Health Services Director Diane Crabtree RECESS The Board recessed for fifteen minutes and came back into open session at 3:45 p.m. APPROVAL OF MINUTES: Board Member Porter/Hunter moved and seconded to approve the June 8 special meeting minutes as corrected. Motion carried unanimously. G-aye; H-aye; P-aye. Board Member Hunter/Porter moved and seconded to approve the June 8 continuance meeting minutes be approved as corrected. Motion carried unanimously. G-aye; H-aye; P-aye. ADMINISTRATION DISCLOSURE OF INFORMATION ` Dr. Hoover, Health Officer, stated that the State Attorney General's opinion is pending on this issue. She commented that HIV information may be shared by health departments. Board Member Porter suggested adding the underlined portion under Section 1 as follows: Release of Information 1. All information contained in the health record is confidential and will require a properly completed and signed authorization before release,except for information exchange between health professionals which is specifically for the patients benefit unless prohibited bLIaw. Board Member Porter/Hunter moved and seconded to adopt the Disclosure of Information policy with the amendment as discussed. Motion carried unanimously. G-aye; H-aye; P-aye. PERSONAL HEALTH HEALTH OFFICER'S REPORT Dr.Hoover,Health Officer, commented that she attended a meeting in Washington DC and it was excellent to network as well and talked with Tom Foley,Jolene Unsoeld,Al Swift's aides and talked about health care reform issues,staffing patterns in rural health departments, medically underserved areas and public health underserved areas. MASON COUNTY BOARD OF HEALTH JULY 6, 1992 - PAGE 2 ENVIRONMENTAL HEALTH INCOME CRITERIA FOR LOAN PROGRAM Brad Banner,Health Services Director,submitted a proposed point system to be used for prioritizing loan funds. He commented that it will be useful when one project is in competition with another for a loan. The Board reviewed the criteria for loans. They discussed combining 3 & 4 into one paragraph as follows: Justification for a variance may be considered by the Director when: o the applicant demonstrates extenuating circumstances that restrict ability to get conventional loan approval. o availability of funds o nature and degree of public health and water quality impact of the unabated failure o proximity of the failure to neighbors, surface water or groundwater. Board Member Porter asked if the Board would consider adopting this superseding the existing three pages, or in addition to the existing three pages. Mr. Banner stated that Wayne Clifford is working with that. The Board stated that they would prefer to continue the meeting to allow input from Mr.Clifford on this matter. VARIANCES The Board was presented with the following variance application(s): Art Anderson Assoc. Iris Young- Denied Merton& Linda Pikaart - Granted Huston Excavating for John Boyd - Granted Fred C. Lindsey- Granted Jennifer & Paul Kocinh - Granted SHARON BISSER The Board was informed that Sharon Bisser is in the hospital and has been having ups and downs.
