MAY 5, 1992
The Board of Health was called to order at 3:40 p.m. by Chairperson Mike Gibson.
ATTENDANCE: Michael D. Gibson, Chairperson

Sharon Bisser, Health Services/Nursing Supervisor
UNAPPROVED MINUTES
The Board asked the Clerk to provide them with a list of the unapproved minutes.
ADVERTISEMENT FOR PHYSICIANS ASSISTANT
Sharon Bisser,Health Services/Nursing Supervisor,informed the Board she has received a letter of resignation
from Bill Crowell, Physician Assistant effective 5-31-92.
Mr. Crowell has been conducting the well child care clinic and the STD clinic.
Cmmr.Gibson asked if there is anyone on staff who is qualified by State standards to take over the STD or well
child care.
Ms. Bisser said there is presently no one.
Cmmr. Gibson asked if there were contracted services at one time.
Ms.Bisser replied there was discussion about contracting services but it was never done,it was quite costly. In
order to adequately train a person, they need to go to a two week training course in Seattle that is offered by
CDC,but no one has the time. This course is only for STD and is minimal training.
Cmmr. Gibson asked if no one on staff can handle the programs, what happens to the program.
Ms.Bisser -we would have to refer to the private physicians, Planned Parenthood, or the Health Care Center.
None of these would offer free services. We couldn't continue to do this for any length of time.
Cmmr. Hunter asked how many STD cases do we have in a month.
Ms. Bisser said the average is about 15.
Cmmr. Porter/Hunter moved and seconded to recommend to the Board of Mason County Commissioners to
advertise for replacement of Dr. Crowell, PA and expand the nurse services for well child care.
Motion passed unanimously. G-aye; H-aye; P-aye.
Cmmr.Porter stated her intent is to possibly roll the two positions of Physicians Assistant and a Nurse together
and make it a more attractive job offer that is slightly larger in scope. She feels in the long run it would benefit
the County. The reason she motioned to only advertise is they need to look at who is interested and see what
kind of a package would give continuity in the program and the ability to deliver services out in the more remote
areas of the County which she is concerned about,both for STD's and well child.
Cmmr. Gibson asked Ms. Bisser to come up with a procedure for an interim process.

IMMUNIZATIONS GRANT
Ms. Bisser is in the process of writing objectives for a State wide grant for improving the accessibility of
immunizations in Mason County. CDC's goal is to have 90%of all two-year olds adequately immunized by the
year 2000.She is also asking for funding to help expand the well child clinic in order to immunize children and
also asking for a clinic nurse to help in the process.
Cmmr. Porter pointed out this parallels with the Criminal Justice planning effort and a component is the
prevention/early intervention. In the future, that committee is looking at having more school based types of
programs that the families can access.Schools are all around the County and families are already coming and
going from these facilities. She wants to keep this effort in mind when developing their strategies.
COMPLIANCE WITH ON-SITE ORDINANCE FOR REMODELING PROJECTS
Cmmr.Porter/Hunter moved and seconded to adopt the revised April 17, 1992 version of Compliance with On-
Site Ordinance of Remodeling Projects as recommended by the Health Services Director. Motion carried
unanimously. G-aye;H-aye;P-aye. (Exhibit A)
