� MEETING CONTINUATION
APRIL 20, 1992
The continuation of the April 6, 1992 Board of Health was called to order at 3:35 p.m. by Chairperson Mike
Gibson.

BUSINESS
LIVEABOARD POLICY
Brad Banner,Health Services Director,presented the Liveaboard policy.It outlines what the procedures will be
when a complaint is made regarding sewage being discharged from moored boats. These complaints will be
treated as a Priority Two violation.
Regarding item #1,Mr. Banner explained there are five different priorities in the general enforcement policy.
Priority One is when you have people actually sick. Priority Two is when people aren't actually sick but there
is a very strong hazard of it being a severe public health problem.
Regarding item#5,staff specialist will inspect the site,verbally tell the violator what they are doing is illegal and
they are to stop. The staff will leave a written;notice and will follow-up on whatever the State does.
The staff is directed to inspect violations no later than the following field day. DOE is notified within two
working days after inspection by staff. This could be four days from initial complaint.
If appropriate action has not been taken to resolve the problem within seven working days additional assistance
will be requested from Pat Lee, the Regional Director of DOE.
Cmmr.Porter commented regarding item #7,if actions have not been taken in two weeks a meeting should be
requested with Pat Lee.
Pat Lee reports to the director of DOE.
Mr. Shanks asked why the actual director isn't contacted.
It was agreed Mr.Lee would be the appropriate next step as Regional Director and he has been very responsive
in the past.
Mr. Shanks commented this is a step in the right direction. The number of days are reasonable.
Mr.Banner agrees it can be done considering the workflow and feels it is appropriate.These things don't happen
too often.

Cmmr. Hunter commented it can be checked in the course of regular business.
Speed is of the essence because the people will move on.
After discussion, it was agreed to revise item #7, the last line is replaced with request for a meeting with Mr.
Lee will be made by the Director of the Mason County Health Department.
Mr. Shanks presumes this will go to DOE for comments.
Cmmr. Porter there is a typing error in item #6, it should read "request for additional assistance will be ....."
Cmmr. Porter/Hunter moved and seconded to adopt the Sewage Discharged From Moored Boats Policy as
amended. Motion carried unanimously. G-aye; H-aye; P-aye.
Cmmr. Porter asked that after it has been tried to get back to the Board to see how it works.
SCHEDULED ABSENCES
Mr. Banner reviewed the policy for absences. There must be prior approval of absences by the director.
Environmental Health staff working in the on-site sewage program will not schedule a cumulative total of more
than 15 working days off during the period of May 1 to September 30. If a person has more than three working
days off, the entire staff must be there for five days to catch up. The policy is on a first come, first serve basis.

Cmmr. Porter/Hunter moved and seconded to adopt as read.
Mr. Banner asked for flexibility. He has a situation where staff does want to overlap vacations right at the
beginning of the period of May 1 to September 30.
Cmmr. Gibson said an administrative waiver can be given or the Board could set the effective date of this policy
after these established vacations.
Cmmr.Porter moved to amend the motion to include that in the event the administration finds the intent of this
policy can be maintained he/she may have the authority to waive selected provisions.
Amended Motion moved and seconded. Motion passed unanimously. G-aye; H-aye; P-aye.
COMPLIANCE WITH ON-SITE ORDINANCE FOR REMODELING PROJECTS
Mr. Banner handed out the amended ordinance. The planning department is in agreement.
The Board would like to hold for two weeks.
