MASON COUNTY BOARD OF HEALTH
APRIL 6, 1992
The Board of Health was called to order at 3:35 p.m.by Chairperson Michael D. Gibson.

ADMINISTRATION
APEX
Brad Banner, Health Services Director, presented an APEX handout that the staff has completed at recent
retreats. The next step is to prioritize the weakness's and form small groups to develop action strategies. He
would like as much involvement from Board as possible.
Dr. Hoover, Health Officer, said the Board could still fill out the APEX form.
RURAL HEALTH SURVEY
Sharon Bisser, Nursing Supervisor, said we should hear the results soon for the Rural Health Survey.
PERSONAL HEALTH
PSP - PARALYTIC SHELLFISH POISONING
Dr. Hoover reported Mason County is not on the PSP beach closure list.
Cmmr. Porter - has received a report from the State Department of Health outlining diseases that can be
transmitted through shellfish, including those that can be transmitted through animal waste to shellfish and
through human waste to shellfish. We have had instances of some of the diseases in the last year. Could
shellfish be the problem in some of these cases.
Dr. Hoover - people are asked what they have eateir and nothing has been traceable to shellfish. Usually
shellfish related illness's occur in the hot weather. If it could be food borne it goes to Environmental Health
and an investigation is done. In cases where a cause is not found, it could be from pets.
Dr. Hoover - if needed,.could do short presentations on these type of topics.
1991 STATISTICAL REPORT
Sharon Bisser, Nursing Supervisor, provided the Board with copies of the 1992 statistical report.
It was noted that the main increases seem to be WIC, flue shots, pre-natal, STD and HIV testing, a steady
growth is seen through the years.

Sharon Bisser, commented the Belfair Station offers limited services, the tendency in that area is to go to
Bremerton.
Ms. Bisser will be presenting the report to the City Commission on Monday.
A.S.A.P. Membership -Aids Services and Prevention
Ms.Bisser explained this is a coalition that the regional office wants the local health departments to join. They
support legislation which results in response to public policy, provide education, monitor the AIDS statistics in
Washington State,help identify specific health services and educational needs for those infected and identify and
control cost effective methods of health care delivery.
The fee is $100 annually. Mason County has never been a member.
Cmmr. Porter/Hunter moved and seconded authorization of membership in the A.S.A.P. program as
recommended. Motion carried unanimously. G-aye; H-aye; P-aye.
ENVIRONMENTAL HEALTH
BOARD LIVEABOARD POLICY
Brad Banner, gave his apologies for not having the liveaboard policy completed. At the last meeting there was
discussion about the problems with liveaboards and enforcement for sewage being disposed into the water. The
enforcement policy would cover the procedure when complaints are received as to who would be contacted and
the time involved to contact the necessary people. Mr. Banner should have it completed by next week.
It was suggested the meeting be continued for two weeks so the draft policy can be reviewed at that time.
Mr.Banner will notify Mr.Shanks when the draft policy will be reviewed.If he can't attend meeting,he can send
in his comments. The policy probably won't be adopted until the May meeting.
ON-SITE SEWAGE ADVISORY COMMITTEE
Brad Banner handed out bylaws, minutes, and agenda for meeting and a table that has been adopted by the
committee for Level I and Level II sites.
STAFFING/WORK BACKLOG UPDATE
Brad Banner is going to request permission at the Commissioners' meeting to hire a high school student for 3
hrs a day, 4 days a week for 6-7 months. The money would have to be transferred from the Environmental
Health Specialist salary line. The union has requested they use the Water Quality Technician H job title.
Mr. Banner has been meeting with various groups about long-term staffing.
CHANGE IN STRUCTURE OR USE POLICY
Brad Banner has talked to several people including the planning department regarding the Change in Structure
or Use Policy. Mr. Banner asked if the Board would be comfortable adopting the policy. It pertains to
grandfather rights. Basically if a person is just doing a structural repair such as a foundation or roof, they only
have to demonstrate they have an adequate system. If the person is not increasing the water use but is changing
the structure,such as enlarging rooms,the grandfather rights apply provided the system proves as adequate and
have reserve area. It needs to be addressed if the person is increasing the number of bedrooms or increasing
the square footage substantially.

If there are changes in use, such as conversions from houses to business's, must show that existing system is
working correctly.If the change is going to increase the usage then would have to meet the requirements of the
law.
Concerning the amount of increased square footage, there needs to be a percentage of increase stated so it is
clear what is applicable.
Needs to be determined who determines the system is adequate and who pays for this determination.
Mr.Banner tried to give enough detail in the testing section to allow for options because circumstances do vary
between sites.
Suggested the policy be held for two weeks for further review.
ENVIRONMENTAL HEALTH VACATION POLICY
Suggested this be held for two weeks.
The point of the policy is to limit the amount of vacation time taken in summer months and not have overlapping
vacations.

Cmmr. Porter/Hunter moved and seconded to continue the meeting to April 20, 1992 at 3:30 p.m. Motion
